TENDER BRIEF 1.1 Spectra Secondary School (thereafter known as “the school” or “SSS”), hereby invites tenders from interested organisations(s) with proven experience for the supply and delivery of Learning Device (Laptop) for Secondary 1 students (2015 batch). 1.2 SSS would like Tenderers to offer 2 options. Both options should have the same processor speed and RAM. Both options should also have similar screen size and weight. 1.3 The key difference between Options 1 and 2 would be that Option 1 runs a solid state hard disk (128 Gig) while Option 2 runs a SATA hard disk (500 Gig). To make up for the difference in hard disk space for Option 1, it should also come with an external hard disk (minimum 500 Gig). 2. REQUIREMENTS 3.1 You shall submit the Price Proposal duly completed in Annex A and itemize the price of every item indicated. Tenderers should also provide the prices for A La Carte Purchases on page 3 of Annex A. Failure to do so may render the proposal incomplete and liable for disqualification. The softcopy of Annex A can be downloaded via http://www.spectra.edu.sg/quick-links/tender-notice. 3.2 The offer should include the cost of delivery to the school or any location as advised. PRICE VALIDITY AND DEPLOYMENT TIMELINE The price of the offer should remain valid till 15 Jun 2015 due to the amount of time required to process the Neu PC Scheme applications. Procurement of the units could be done in phases. 5. VENDOR EXPERIENCE Vendors should have prior experience in the supply and delivery of learning devices and are familiar with the administrative processes of the Neu PC Programme by IDA. 6. TERMS AND CONDITIONS 6.1 SSS is not obliged to accept the lowest quotation. It shall also be at liberty to accept the whole or part thereof of a Supplier's offer and shall be under no obligation to furnish any explanation whatsoever to participating Supplier on the subsequent decision. 6.2 If the supplier fails to deliver any item of goods and/or complete the performance of Services by the date specified in the Tender, SSS shall have the right to cancel all or any such item of Goods and/or Services from the Tender without compensation and obtain the same amount of Goods and/or Services from other sources and all increased costs thereby incurred shall be deducted from any moneys due or to become due to the Supplier or shall be recoverable as damages. 6.3 SSS may purchase up to a total of 130 units (a mixture of Option 1 and Option 2) based on demand from students and school needs. 7. PAYMENT The successful vendor must accept payment through Inter-Bank GIRO (IBG) and would be required to complete the Direct Credit Authorisation Form for payment to be made directly to the vendor’s bank account. 9. Any offer submitted after the closing date and time of this Invitation to Tender will not be considered. 12.
