VHF Procedures
The procedures for reporting are as follows:
Call
: VUNG TAU or SAI GON VTC
VHF frequency : GENERAL CH: 16.
VUNG TAU VTC: CH 06,12.
SAI GON VTC: CH 09, 14
Sectors & VTS Area
1. VTS Sector No 1: is a area that is determined from an arc with the radius
of 12Nm from Vung Tau lighthouse to Pilot Station (Pilot Boarding Ground)
2. VTS Sector No 2 : is a area that is determined from Pilot Station along the
Sai Gon – Vung Tau channel to buoy 14 (coincide with parallel of latitude
10°31’14” N ) – calling in point No.3
3. VTS Sector 3 : is a area that is determined from buoy 14 (coincide with
parallel of latitude 10°31’14” N ) – calling in point No.3 along Nga Bay river,
Dua river, Dinh Cau canal, Long Tau river to confluence of Soai Rap river,
Nha Be river, Long Tau river, passing buoy 58 ( parallel of latitude 10 0 43’30”
N ) – calling in point No.4
4. VTS Sector 4 : is a area that is determined from confluence of Soai Rap
river, Nha Be river, Long Tau river, abeam of buoy No 58 (parallel of latitude
1 00 43’30” N ) – calling in point No.4 along Nha Be river, Dong Nai river, Sai
Gon river to the Northwest and Northeast boundary.

3. Passenger inland-waterways transportation on fixed route; except
ferry-boat;
4. Ships of war;
5. The organizations and inviduals involved;
6. The other vessels are not within this application may contact VTS Centers
for the advice, guidance and information.
Rules and Regulations
Reporting Point
1. Reporting Point No.1: Arc of circle seaward 12 NM from Vung Tau
Lighthouse.
2. Reporting Point No.2: Pilot boarding ground.
3. Reporting Point No.3: Abeam buoy 14 (parallel of latitude 100 31’14” N),
Abeam Vam Co River (The confulence of Vam Co river and Soai Rap river)
4. Reporting Point No.4: At confluence of Soai Rap river, Nha Be river, Long
Tau river, abeam buoy 58 (parallel of latitude 100 43’30” N )
5. Reporting Point No 5: All vessels entering VTS area from any other ways.
6. Besides these above reporting points, when vessels commence or complete
her maneuvering must report to VTS Center.
VHF communications channels
1. Ships shall maintain contact with the VTS Centers on VHF channels as follows:

The general channel is channel 16.
In the VTS No.1 & 2 sector: The VHF Channel 06 officially, and
channel 12 for back up.
In the VTS No.3 & 4 sector: The VHF Channel 09 officially, and
channel 14 for back up.
In case of the working channel was used, VTS Center and the
participating vessels may arrange to communicate on another VHF
channels.
2. Vessels, organizations and individuals that shall not interrupt communication
of the VTS Centers on main VHF channels.

Language and VHF Communication Time
1. VTS communications shall be made in Vietnamese or in English.
2. 24 hour clock shall be used throughout using local time (GMT +7).
Contents of the report
1. Prior entering the VTS area:
Prior entering VTS area, vessels must provide VTS Center the following
information: Name of vessel (or call sign), LOA, Maximum draft, Port of Arrival,
ETA, Information concerning maritime safety and security (if any).
2. At reporting point.
While passing reporting point, vessel must report to VTS Center the following
information: Name of vessel (or call sign), Information concerning maritime safety,
maritime security (if any).
3. Completion of maneuvering:
Upon completion of maneuvering, the ship must report the VTS Center the
following information: Name of vessel (or call sign), Position, Maritime safety and
security information (if any).
4. Before departure from berths, mooring buoys, anchorages:
Before departure from the berths, mooring buoys, anchorages, the ship must
report to VTS Center the following information: Name of vessel, Call sign,
Maximum draft, ETD, Destination, Information concerning maritime safety and
security (if any).
5. The additional reports:
If any maritime accidents occurred, the shipmaster must report to VTS Center or
he can ask pilot to do it. The reports are classified as follows:

Fire on board.
-
Collision.
-
Grounding.
Any defect, damage to hull, machinery, steering systems, radar,
compass, communication systems, anchors.

Any discharge or leakage of pollutants to seaport area.
-
The vessels in trouble.
-
The obstruction of navigation.
-
Maritime aid equipment damaged or drifting out of position.
-
Any pollution in seaport area.
-
Any vessel that may affect to other vessels
-
Weather condition can adversely affect maritime safety.

The other dangerous incidents.
6. In case of duplicate content reporting with reporting provisions of the Seaport
Regulations, this rule shall prevail;
7. The ships that are not under scopes of application of this rule may contact to
the VTS Center for receiving information, guidance as well as providing the
information.

State Management Agency of VTS in Vietnam is Vietnam Maritime
Administration (Vinamarine).
Operational Management Agency of VTS Centers is Maritime Administration
of Ho Chi Minh City.
