The IfS Regulation (1717/2006)
• The IfS participates in the fight against regional and
transregional threats, via capacity building in the following
areas:
• - countering terrorism (CT)
• - fighting organized crime
• - protecting critical infrastructure (inc. CMR)
• - risk mitigation relating to chemical, biological, radiological
& nuclear (CBRN) materials
• NOTE: in March 2014, a new regulation on the
Instrument contributing to Stability and Peace will
enter into force, replacing IfS.

safety in the Indian Ocean, South-East
Asia, and the Gulf of Guinea.

Donor coordination
• The donor map in the field of maritime security is complex (EU
and its Member States, NATO, IMO, UN, Interpol, African, Asian
and Arab countries, US, G8++, regional organisations such as
ECOWAS/ECCAS, IGAD, ASEAN, shipping industry, NGOs…)
• On its Horn of Africa side, the Contact Group on Piracy off the
Coast of Somalia (CGPCS) is the most relevant donor coordination
forum, notably with its Working Group 1 – 'capacity-building
coordination group' (CBCG).
• The European Union has assumed the rotating chair of CGPCS as
from January 2014 (under EEAS Deputy Secretary-General, Mr
Maciej POPOWSKI).
