Enhancing maritime security and safety through regional cooperation EU Critical Maritime Routes Programme Brussels, 21 January 2014 www.crimson.eu.com The IfS Regulation (1717/2006) • The IfS participates in the fight against regional and transregional threats, via capacity building in the following areas: • - countering terrorism (CT) • - fighting organized crime • - protecting critical infrastructure (inc. CMR) • - risk mitigation relating to chemical, biological, radiological & nuclear (CBRN) materials • NOTE: in March 2014, a new regulation on the Instrument contributing to Stability and Peace will enter into force, replacing IfS. IfS - Protecting critical infrastructure • Critical Maritime Routes (CMR): • Increasing maritime security and safety in the Indian Ocean, South-East Asia, and the Gulf of Guinea. • Regional capacity-building activities targeting maritime, defence and security institutions to achieve better exchange of information and co-operation, as well as law enforcement. • Website: www.crimson.eu.com IfS projects – Critical Maritime Routes programme MARSIC – capacity building/information sharing for the Horn of Africa/Western Indian Ocean – implemented by France Expertise Internationale / French MFA. Value: € 6 million. 5-year programme running until 3/08/2015. • CRIMARIO ('critical maritime routes in the Indian Ocean'). Similar objectives as MARSIC, but encompassing a wider geographical scope (entire Indian Ocean). Currently under formulation. AAP 2013. Value: € 5.5 million. Duration: 4 years. IfS projects – Critical Maritime Routes programme CRIMLEA ('law enforcement capacity building in East Africa'). Objective: build capacities of law enforcement agencies to combat maritime piracy and robbery through effective investigations. Two subsequent contribution agreements with Interpol; value: € 3.6 M. Implementation period: 6 years, running until 31/03/2017. CRIMSON (CMR programme support) Objective: strengthen coordination and coherence among IfS-funded CMR activities and complementarity with EDFfunded MASE, and CSDP operation EUCAP Nestor. Service contract with Défense Conseil International (FR); budget: € 1 million. Implementation period: 2 years, until 31/12/2014. IfS projects – Critical Maritime Routes programme • CRIMGO– Critical Maritime Routes for the Gulf of Guinea • Capacity building/information sharing for the Gulf of Guinea – implemented by France Expertise Internationale / French MFA. Value: € 4.5 million. 3-year programme running until 13/01/2016. © FEI © FEI Donor coordination • The donor map in the field of maritime security is complex (EU and its Member States, NATO, IMO, UN, Interpol, African, Asian and Arab countries, US, G8++, regional organisations such as ECOWAS/ECCAS, IGAD, ASEAN, shipping industry, NGOs…) • On its Horn of Africa side, the Contact Group on Piracy off the Coast of Somalia (CGPCS) is the most relevant donor coordination forum, notably with its Working Group 1 – 'capacity-building coordination group' (CBCG). • The European Union has assumed the rotating chair of CGPCS as from January 2014 (under EEAS Deputy Secretary-General, Mr Maciej POPOWSKI).
