2015 Lunar New Year Fair in Tuen Mun District
Purpose
This paper aims to brief District Council Members on the arrangements for the
2015 Lunar New Year Fair in Tuen Mun District.
Background
2.
As a major annual event, Lunar New Year Fair does not only facilitate Spring
Festival shopping, but also creates a festive atmosphere to mark the end of a lunar year. In
2015, the Lunar New Year’s Day falls on 19 February. FEHD will organise Lunar New
Year Fairs at 15 locations in 13 districts, namely, Victoria Park on Hong Kong Island, Tung
Chung Road Soccer Pitch in Lantau Island, Fa Hui Park in Sham Shui Po, Cheung Sha Wan
Playground, Morse Park in Wong Tai Sin, Hong Ning Road Recreation Ground in Kwun
Tong, Sha Tsui Road Playground in Tsuen Wan, Kwai Chung Sports Ground, Tin Hau
Temple Plaza in Tuen Mun, Tung Tau Industrial Area Playground in Yuen Long, Shek Wu
Hui Playground in North District, Tin Hau Temple Fung Shui Square in Tai Po, Yuen Wo
Playground in Sha Tin, Man Yee Playground in Sai Kung and Po Hong Park in Tseung Kwan

Arrangements for the 2015 Lunar New Year Fair

Organisation of Lunar New Year Fairs requires collaboration among various
Government departments. We have discussed the operational details with the Home Affairs
Department, Leisure and Cultural Services Department and Hong Kong Police Force.
Arrangements for the Fair in Tuen Mun District are as follows:
(a)
Date
The Fair will last for seven days from 13 February 2015 (25th day of the last
lunar month of the year) to 19 February 2015 (Lunar New Year’s Day).
Successful bidders may start erecting their stalls three days before the Fair
commences.

(b)
Venue and Number of stalls
The Fair will be held at Tin Hau Temple Plaza in Tuen Mun, a convenient
location welcomed by traders and the public. There will be a total of 92
stalls comprising 63 wet goods stalls (each 3 m x 4 m in size), 28 dry goods
stalls (3 m x 3 m), and 1 fast food stall (7.6 m x 4.8 m). Stall distribution
plan is at Annex I.
(c)
Letting of stalls
Stalls are openly auctioned off to the highest bidders. Each successful bidder
is required to enter into a licence agreement with FEHD for operating a stall in
the Fair.
(d)
Auction date
The open auction of stalls will be held on 21 November 2014 at Tseng Choi
Street Community Hall in Tuen Mun.
(e)
Upset prices
The upset prices will be listed in the auction notice published in early October.
Special Measures

Special measures, crowd control in particular, pertaining to the Fair are as
follows:
(a)
Publicity
In addition to media publicity, the auction notice and posters will be displayed
in all district environmental hygiene offices to promote the Fair. Relevant
information will also be uploaded onto the website of FEHD.
(b)
Auction of stalls
Stalls are openly auctioned off to the highest bidders. Each successful bidder
is required to enter into a licence agreement with FEHD for operating a stall in
the Fair.

(c)
Site Preparation
We will demarcate stall boundaries and provide direction signage, refuse
containers, recyclable containers, temporary floodlights and public address
system at the venue.
(d)
Hawker Management and Crowd Control
(i)
Depending on the on-site situation, one-way pedestrian flow will be
adopted inside the venue (details at Annex I). Entrance will be located
at the junction of Hung Cheung Road and Tin Hau Road, while exit will
be located at Hung Cheung Road.
(ii) Direction signage will be provided inside the venue to facilitate
pedestrian flow. There will also be sufficient and clear signs at
prominent places at each entrance and exit.
(iii) In addition to setting up a command post inside the venue, the Police will
also perform duty in the vicinity to closely monitor the pedestrian and
traffic flow inside and outside the venue. Police officers will also
render assistance in directing the traffic and controlling the crowd at the
venue.
(iv) The Civil Aid Service and the Auxiliary Medical Service have been
invited to assist in crowd control and provide first aid services at the
venue respectively.
(v) Hawker Control Teams will be deployed to manage the venue and
prevent illegal hawking activities on the periphery.
(e)
Requisite facilities
Mains water supply and temporary toilet facilities will be provided at the
venue.
(f)
Lighting
Lighting will be provided at the venue. Floodlights will be turned on from
dusk until 3:00 a.m. the following day on 28th and 29th day of the last lunar

month of the year. On Lunar New Year’s Eve, floodlights will be turned on
throughout the night until dawn of the Lunar New Year’s Day.
(g)
Loading and unloading area
There will be a designated area at the venue for loading and unloading of
goods. No parking is allowed in the vicinity of the venue.
(h)
Arrangement to prohibit the destroying of unsold flowers and plants
Last year, the delivery of voluntarily surrendered unsold flowers and plants
from florists at Lunar New Year Fairs to charitable organisations and homes
for the elderly in the morning on Lunar New Year’s Day was a success.
Given that this arrangement was welcomed and acknowledged by
environmentalists and the public, we will continue with this practice on the
coming Lunar New Year’s Day so as to avoid wasting useful resources and to
brighten up the festive season for those in need.
