What is the HOQ?
• Web-based questionnaire made available to all
plans, where organization, contact, and product
line (enrollment and state licensure) information is
collected
• Used to request submission ids required for reporting
HEDIS data to NCQA
– Submission ids are available in the Interactive Data
Submission System (IDSS), released in April.
• Demographic and performance data collected in
HOQ and IDSS is used for all NCQA products (e.g.
Quality Compass, State of Health Care Quality and
Health Plan Rankings)

What’s New in 2014?
• Commercial and Medicaid submissions will now include “Submission Type”
(NCQA programs, State or Other)
• New fields have been added to the Organization and Product pages:

CAHPS Scoring Component
• All Medicaid organizations will be given the
option to choose which CAHPS component they
would like to use for scoring and NCQA
reporting programs
• Once a CAHPS component has been chosen
and the HOQ is marked final, the organization
will not be able to change their selection.
