Hampton Roads Transit Partnership Delivering an Efficient, Connected Transportation Network | Operated by Elizabeth River Crossings (ERC), the private partner of the Virginia Department of Transportation for the design, construction, finance, operations and maintenance of the Elizabeth River Tunnels Project, provides an annual $2.1 million subsidy to Hampton Roads Transit (HRT) for life of the Concession to increase bus and ferry service between Norfolk and Portsmouth – providing improved interconnectivity and low-cost, convenient alternatives to driving.
