Hampton Roads Transit Partnership
Delivering an Efficient, Connected Transportation Network | Operated by
Elizabeth River Crossings (ERC), the private partner of the Virginia Department of Transportation
for the design, construction, finance, operations and maintenance of the Elizabeth River Tunnels
Project, provides an annual $2.1 million subsidy to Hampton Roads Transit (HRT) for life of the
Concession to increase bus and ferry service between Norfolk and Portsmouth – providing
improved interconnectivity and low-cost, convenient alternatives to driving.
As a part of the expanded services, both HRT Ferries and Buses will benefit from the subsidy.

Transportation Solution
Elizabeth River Ferry
HRT operates three 150-passenger ferries on the
Elizabeth River between Norfolk and Portsmouth.
They travel between North Landing and High
Street in Portsmouth and the Waterside Festival
Marketplace in downtown Norfolk.
As part of the subsidy, the Elizabeth River Ferry’s
weekday hours have been extended to depart 90
minutes earlier, now beginning at 5:30 a.m.

HRT Bus Service: Portsmouth and Norfolk
Seven new 40-foot buses have been put
into service to make improvements to
three specific bus routes that impact
Portsmouth and Norfolk riders–the 44,
45, and 47.
§§ Route 44 and 47 have extended hours, running until 10 p.m. instead of the previous 7 p.m.
§§ Route 47 now also operates on Sundays, from 7 a.m. to 7 p.m.
§§ Routes 45 and 47 have increased frequency to 15-minute headways in peak hours compared
to the previous 30-minute to 60-minute intervals
