Major Activities:
New business deal in Algeria, being responsible for contacts and
negotiations with members of MEICP – Ministére des Industries
Chimiques et Petrochimiques. A tentative barter deal between Algeria
and Brazil aiming at a 100,000 m 3 /day of liquefied natural gas
importation by Petrobras for the Brazilian market against the
construction of a 3,000 km railroad in the Algerian High Plains held by
Odebrecht.
New business deal in Morocco. Discussions with the Ministére des
Equipments and OCP. In short, a tentative barter deal between Morocco
and Brazil aiming at the construction of the Benin El Rarun dam to
irrigate a vast agricultural area, which construction should be held by
Odebrecht whereas the import of phosphoric acid necessary for the
fertilizer industry should be borne by the Brazilian Government.

consortium with the Soviet company TECHONOPROMEXPORT (TPE)
(former USSR). Top discussions held in Moscow for two years. Further
joint negotiations took place in Luanda, Angola, with the Angolan
Ministry of Energy and Petroleum for construction of the 530-MW
Kapanda Hydroelectric Power Plant.
Odebrecht National Business Performance.
November 1997 to October 2000 – ODEBRECHT SERVIÇOS DE
INFRAESTRUTURA – OSI Odebrecht Investment Division – Power
Concession, Assistant Director based at the company’s head office in
São Paulo.
Major Projects:
In charge of studies and design for divestiture of Odebrecht’s share in
the ITASA power venture. In charge of technical and commercial
management support to Odebrecht‘s interests in power generation as
an Itasa board member.
Odebrecht representative at ABDIB – Power Task Force Group to
assess, influence, propose, establish, and conceptually consolidate the
new model for the electricity sector, in addition to assessing the
technical aspects and financial conditions for the power generation
business in Brazil. The task scope comprised official meetings with
government officials and authorities.
From December 1995 to November 1997 – Odebrecht Investment
Division – Assistant to the Power Concessions Director, based at the
company’s head office in São Paulo.

Responsible for developing the power generation business at the
Campos Novos Hydroelectric Plant, including conceptual consolidation,
technical and financial studies, and development of a strategic planning
for participation of private investors in the business. The model was
devised as the first consortium between domestic and international
companies (AES - American Energy Services and Light) under an EPC
agreement led by Odebrecht and Andrade Gutierrez.
This task included devising an EPC agreement, on a turnkey and lump
sum basis, in which ABB, Gec Alsthom, Voith, Engevix, Promon,
Odebrecht, and Andrade Gutierrez formed the core of goods and
services suppliers. Identifying and contracting off-takers was also part
of the job. The financing scheme was primarily developed with the ING
Bank working as a finance advisor. (The Granting Authority deferred
the tender for this project for several years. The bidding was held later
but with changes).
Responsible for studying and proposing to Odebrecht’s board of
directors the participation of the company as Independent Producer of
Energy (PIE) having its participation at ITASA as support. A thorough
commercial, technical, and legal analysis was performed with
recommendations as to the best alternatives to sell the surplus power
under the existing regulation.
Representative of the Odebrecht Group at ACCE, ABDIB, and APINE to
propose, influence, establish, and conceptually consolidate techniques
and financial conditions for the power generation business in Brazil.
The task scope comprised official meetings with government officials
and authorities.
Responsible for scouting a partnership with foreign investors on power
generation ventures in Brazil.
The task included the identification of prospective partners at American
investment funds. Conclusions and recommendations were submitted
to Odebrecht Board of Directors.

sector participation in power generation concessions—self-production;

Responsible for developing the power generation business, including
participation in the bidding by CSN – Companhia Siderúrgica Nacional,
Companhia de Cimento Itambé, Poliolefinas S/A, and PPH – Companhia
Industrial de Polipropileno for the Itá Hydroelectric Plant. The proposal
was submitted to Centrais Elétricas do Sul do Brasil S/A – ELETROSUL
and included institutional, legal, and financing structure and proposal
strategy for a consortium. This was a pioneering partnership between
private companies and a state-owned company (ELETROSUL) for
undertaking a large-scale Hydropower Plant Project (1,450 MW
installed capacity)—a USD 1 billion project.
From March 1992 to June 1993 – Assistant to the São Paulo
Superintendent Director in charge of Concession Business Development
for the São Paulo State.
Major Activities:
Structuring and designing operations to make the concession business
feasible and devising recommendations for bidding processes held by
the state government for highway, sanitation, and power generation
concessions.
From July 1989 to February 1992 – Director in charge of the Concession
Program in Brazil. A joint effort of Odebrecht and others entrepreneurs
to support Brazilian Congressmen.

Advisory to members of the Brazilian Congress on formulation of
specific legislation for concessions based on experience gained in

investments made to complete the project.
