The model was devised as the first consortium between domestic and international companies (AES - American Energy Services and Light) under an EPC agreement led by Odebrecht and Andrade Gutierrez. This task included devising an EPC agreement, on a turnkey and lump sum basis, in which ABB, Gec Alsthom, Voith, Engevix, Promon, Odebrecht, and Andrade Gutierrez formed the core of goods and services suppliers. Identifying and contracting off-takers was also part of the job. The financing scheme was primarily developed with the ING Bank working as a finance advisor. (The Granting Authority deferred the tender for this project for several years. The bidding was held later but with changes). Responsible for studying and proposing to Odebrecht’s board of directors the participation of the company as Independent Producer of Energy (PIE) having its participation at ITASA as support. A thorough commercial, technical, and legal analysis was performed with recommendations as to the best alternatives to sell the surplus power under the existing regulation.
