It looks like this will be a busy year for the IPA. To start with the IPA is extending FREE 2015 memberships to NEW members who sign up between January 1 and September 30th. In order to take advantage of this offer the applicant has to be new, not renewing or returning. If you know anyone who wants to “test drive” a membership in IPA now is the time to do it. All they have to do is go to the USA National IPA web site (http://www.ipa-usa.org/), select “JOIN” from the top menu. Select “ON LINE APPLICATION” and follow the instructions. They MUST enter the promo code “2015FREE” in the box provided. Entering this code will discount their dues 100%. We hope to have at least ten new members a month in Region 29 from this offer. New and renewing members can also take advantage of a reduced fee for life time membership. Life memberships purchased between Jan 1 - Mar 31, are $300, a reduction of $200 from the regular $500 fee. Applicants must join or renew online and use the PromoCode “2015Life” when time to pay. New members should follow the above procedure to fill out the application form. Renewing members should sign in using your existing IPA membership number (just the number, no letters) and their password. Go to “My Profile” on the right side and select “Membership Info”. You will then be presented with renewal information. Select “securely renew your membership now”. Select “Life membership” and then enter the above promo code 2015life. This will deduct $200 from the usual fee. Then follow the instructions on the site. You should note that this is the same place you go to print your membership card. Discount memberships are not available to Associate members. If you have any questions, or you have a new member that wants to sign-up, but needs assistance please direct an email to [email protected] Another change you will note this year is that IPA National will not be sending out membership cards. In order to obtain your membership card you should log into the USA National IPA web site go to “membership info” under “my profile” and you will see a selection on the left to “view/print my membership card”. This will bring up an image of your card. Select “print” and it will bring up a print dialogue box. Make sure that you are printing both text and image. Then you can print your card, You need to use a color printer so you obtain the official card in color. Well that is about all I want to cover this month. This will be held in Region 6, the LA area and is being chaired by our Youth Coordinator Barb Piirinen. It has been 20 years since an IYG was held in the US, the last being 1996 in Region 23, San Diego. The US National Delegates voted to support the IYG at the October Sacramento national meeting. We expect 50 teenagers from around the world to attend this event. Whether the person was an inventor like da Vinci or an explorer like Henry Hudson there was always a pack of dunces at his heels, yapping and nipping and making life frustrating and downright unpleasant. According to Swift this Confederacy of Dunces trying their best to pull down a great man was a sure sign of that man's greatness. Though I cannot justify this confederacy I believe it can be explained. There is plenty of jealousy and envy in this world. There is also a great deal of perverted satisfaction to be had by besmirching a good man's reputation or insinuating that the hero has feet of clay. If you cannot achieve any heights yourself you can make it rather uncomfortable for anyone else to achieve them. Kipling certainly knew what he was speaking of when he described these people as too little to love or to hate and then varied his theme with: Mistletoe killing an oak, Rats gnawing cables in two, Moths making holes in a cloak, How they must love what they do! The only good point about the confederacy is that they prefer really great and talented individuals. Although many Police Officers are not shy about pointing out their good points, few claim that they have aspired to greatness. Consequently Police Officers and Police Departments have never been bothered by dunces.’ But we are be-devilled by Pissants! A Pissant is a small bug that bites your ankle just as you're about to get that blasted bolt threaded into the engine after struggling for twenty minutes in an impossible position on your back underneath the car. Pissants come in many shapes and sizes. They don’t hurt you greatly but they do bother the hell out of you. When you've put in several days developing a matching grant proposal and the secretary complains about your grammar he’s a pissant. Columbus nearly didn't sail because the Port Inspector objected to his having "round" departure stamps on his pass port instead of "square" ones. 10 That inspector was a pissant. Cont. JANUARY 2015 REGION 29 BULLETIN When Christ raised the dead the local mortician reported Him to the Roman Medical Society for practising medicine without a license. A real pure-bred pissant. Most Pissants are also whiners and complainers, and quibblers and carpers. They are also demoralizing in that they take joy from people who want to do more, give more, work harder, accomplish, achieve and succeed. In any volunteer organization the Pissants do nothing but wail whimper and whine about the job others are doing. Police Association leaders, the working ones that is, dread the sight of Pissants at meetings. They can be expected to start off the meeting by complaining that the meeting notice was not posted in the right place, or it was posted too late, or it was printed too small. They then sit back and prepare themselves with a mouthful of asinine suggestions and/or totally destructive criticism which they are pleased to regurgitate at the slightest provocation. The slightest provocation is usually a recommendation for something constructive or helpful or creative from a working member. The pissant (impatient type) refuses to wait for the working member to continue before he is jumping up and down like he has to go to the loo. He fires off half a dozen non-sequiturs and then yields the floor to the next pissant (the delay type). This one has spent the entire meeting mentally working out his objections so as to best impress the audience rather than help the situation. He is followed by the third pissant (me too type) who never has any problem with a proposal until a brother pissant shows his stuff. Then he mournfully and regretfully, "has to agree with . . . " There are usually a lot of me too Pissants around. It doesn't make much difference that the experienced association leaders have tried to anticipate all possible objections (both real and pissant type) and tries heroically to speak to the issue and objections before hand. A pissant will always have his, "show me where its in the by-laws" handy, or, "no one is going to shove this down my throat!" A real good show stopper is, "What about the IRS? Have you checked that we won't have tax problems, or jeopardize our legal status?" How about "It’s not in the budget!" or "Who gave you authority to . . . ?" The problem is exacerbated when the Pissants are the elected leaders. Then you can expect to be shot down by the chair at any new suggestion or idea that breaks with the accepted and traditional way of doing things. This pissant of a leader will always object to anything he hasn't thought of himself, or any activity that could bring change, or the unfamiliar. His idea of leadership will always be to maintain the status quo and to ward off any at tempts by the membership to move out of accepted areas. Cont. 11 JANUARY 2015 REGION 29 BULLETIN What do you do with Pissants? Not too much we're afraid. You fall back on the faith that most of the people that you are working for are worth your efforts and that the Pissants are in the minority. If you belong to the One Percent Club (that's the few workers in any organization) you already know this. You know that constructive criticism is healthy and necessary and you also know about Pissants and the necessity of ignoring them and forging ahead with the job at hand. But for those of you that are neither workers nor Pissants, I suggest that you can help a little. The next time you are at a meeting and a pissant starts in; please tell him to shut up. Say, "Neither you nor I are doing the work. Why don't we let this fellow get on with it?" Now that sounds fair, doesn't it? In closing allow me to indulge in some literary doggerel. We are all in the same boat, but some don't know it. and some are too busy rocking to row it Some complain about the raising water, and others are yelling what the other fellows oughta do to save our collective hide; while Pissants complain about the ride, call for a meeting (over the side). And a few poor unfortunates, while all this is going on are sweating and bailing and rowing. "Pissants of the world unite! You have nothing to lose but your ignorance." This issue covers some “how to” on the web that seem to cause issues for some as well as some areas of importance including Associate members and ID Cards. Any questions or comments are welcome. Kevin Gordon, US President FREE DUES FOR NEW MEMBERS 2015 As a reminder: to use the one time free membership, new members MUST sign up on line. If this membership drive is as successful as we expect, we can’t ask the membership secretary (who is a volunteer and already doing double duty) to enter in page after page of data when the member can do it. It only takes a few minutes to enter the data online in exchange for free dues so we think that isn’t asking too much. So how about folks who aren't computer savvy or don't have access to a computer? If the member is not on the net or for whatever reason they can not submit an app online, we ask that a region officer enter that information, in other words, share the work load with national. At the request of a region entering the new member info, I created the included "Info needed" sheet (next page) which contains the needed info in the order it is asked for on the web. We used only digital cards in 2014 and again this year for the official cards. Last year we also sent out the hard plastic courtesy cards (not official) that PLEA paid for in exchange for an ad on the back. Unfortunately the ad brought them no business and they have decided not to continue with the program as it was costing them thousands with no return. We only sent those out because they were free other than the postage. The rest of the world is going digital and that is the direction we are also headed. Many organizations membership cards are delivered that way and those that are mailed are usually on regular paper or index card stock. How about those without a computer? Folks without a computer are few but if they contact us, the membership secretary can print it and mail it to them and she has already done that. That isn’t our preferred method due to the additional workload on her, but we do it when necessary. I can’t print it for members as I don’t have a color printer and I have my personal card printed at Kinkos. Or, and this is more common, if the member has a computer but can’t print the card due a printer issue, we print it as a pdf and email it to them. We are all volunteers and all in this together. I would hope if a region has a few members who can’t print the card, the region would step forward and take care of their members and print the card for them. It is a simple matter of signing in as that member and printing the card. The majority of responses about the card we get are positive. Most members couldn’t care less how the card is made available as long as it is available. Many prefer the digital card because the only time they need it is for travel forms and digital format works better for that. I think most members would agree that rarely is the card needed. I have been a member for 26 years, and NO ONE has ever asked to see my ID card. So it is hard to justify an expense of $10,000+ for something the majority doesn’t need and aren’t interested in as long as they can get their ID online. The new members want everything done online. I have asked 1st VP Calvin Chow to look into options for IDs as well as I have contacted the International to see what options they may have available. Our treasurer Vi Powrie is reviewing other options including purchasing our own card-making machine and will report back to the board about this. But such a machine means a volunteer will have to manually produce and mail thousands of cards. A more efficient system (but much more cost) is to find a company willing to do it. As I said, we are reviewing options as well as reviewing our budget to see what we can afford. 15 We are open to any ideas and suggestions. JANUARY 2015 REGION 29 BULLETIN ASSOCIATES MEMBERSHIPS As you’ll recall, last year we formed a committee to discuss the if and how of Associate memberships. The committee decision was to try it and review it later. Bylaws Chair Ellwood requested we have a written policy and the below was developed, voted on and placed in the handbook. I’ve had a couple regions very vocal about their support of the Associates and no real problems other than working out the bugs. But some regions would prefer not to have associates. It still comes down to, do the regions formally want this program? Should it be a bylaw? Initially we did not want a bylaw about it as it was a work in progress and we were not sure we would keep it. I favor a policy versus a bylaw because I think it give us more control over the program in the event we decide it isn’t working and we want to end it. But that is just my opinion. Ideas? Interim Policy – Associate Members Associate membership is available to certain individuals who are not eligible for ordinary membership. Persons eligible for associate membership are: • Non-sworn employees and volunteers (e.g., reserve officers, chaplains) of law enforcement agencies. Verification of agency affiliation is required. • Friends, relatives, and supporters of law enforcement employees. These individuals must be referred by a current IPA ordinary (regular) or ordinary lifetime member. Associate members are eligible to participate in IPA activities of the national IPA and the region to which they belong that are not restricted to ordinary members. They may not vote, hold office, or utilize travel-related IPA services and facilities, are not eligible for scholarships, and will not be allowed access to certain portions of the IPA website that are reserved for ordinary members. Associate members are required to follow all provisions of the bylaws, except those which by their nature cannot or do not apply to associate members. This interim policy is effective immediately, and will remain in effect until rescinded. This is what we have on the web: Associate Membership Requirements: Membership is open for Chaplains, Support Personnel, Auxiliary and Reserve Officers, Family, Friends and LE Supporters. Associate Members cannot vote or hold office and are not eligible for scholarships. Some administrative areas of the web are not open to Associate Members. If you are a Chaplain, Support Personnel, Auxiliary or Reserve Officer or in any way connected to a LE agency, simply join 16 JANUARY 2015 REGION 29 BULLETIN REGION WEBSITES (Groups) WITHIN THE NATIONAL SITE Each region has the availability of a web site within the US web site. It allows your members to virtually “gather”, share photos, updates, newsletters, meeting info etc. It also provides a very easy way to send out emails to your members. There is no charge to this and all a region needs is someone to volunteer and serve as group administrator. No specialized web skills are needed for this position. Some regions, such as 57, 43, & 21 use it as their region website. Others such as R10 use it in addition to their regular web site. If your region isn’t utilizing the system, you are missing a great opportunity to reach your members. WHERE IS THE MEMBER INFO ONLINE? Below are pics of what info is online in the MEMBERS area. The first shows all the menu items below MEMBERS. The other three show a break down of what is under TRAVEL PROCEDURES, RECRUITMENT and ADMIN ITEMS. CONTACT INFO Often I am contacted by region officers asking for the membership address, emails etc. Just about everything you need for contact info is online. Visit the menu CONTACT as depicted. There are three general areas. First is GENERAL CONTACT that has the below listed info, addresses, national officers (elected and appointed) contacts etc. Next is the US REGIONS CONTACT INFO which has just that, region emails and website info. Last is IPA LINKS which has the International site linked etc. NATIONAL ELECTIONS The recent issue of the National Reporter contains all the National Election dates and info & I have included that info to the left here.
