Executive Board, at their January meeting, unanimously
approved implementing the program. The program will
also need to be approved by the Health & Welfare Trust,
which will meet on March 11th. The program won’t begin
until June 1st, giving us enough time to properly notify
everyone. Contractors will elect to participate in the
program or not, it is not compulsory.
Only those
members working for participating contractors will be
involved in the drug-testing program. The program will
include initial-hire (job referral from Books), random
(25% of participants per year), post accident, return to
work (after a negative test), and reasonable suspicion.
When the program begins there will not be an initial
testing of current employees. However, all members
working for a participating contractor will be a part of
random testing, including apprentices. Random testing is
to take place while at work, on company time. Initial
hires must test on their own time but will receive a $50
wellness check upon becoming “active” (passing a test) if
they participate in our Health & Welfare Plan. Copies of
the Drug Free Workforce Program are available at the
Hall.

A time-saving use for an impact. When using a knock-out set, instead of using either the
hydraulic or ratchet, use a cordless impact drill to quickly punch the knock-out. Be careful
not to run it too far or you’ll dull your cutting die.

Enhancements at the JATC
The JATC is very proud to announce two Milwaukee tool displays of cordless and hand tools
that were recently installed by Milwaukee professionals, Brady Hlebain and Andrew Mason.
We also have received a scholarship from Klein Tools. Some of those tools are on display in
the JATC office. More of the Klein tools will be made available for education and training.

CPR/First Aid Class
CPR/First Aid is scheduled to take place on Saturday, February 8th at 8am. Instructor
Roni Jane Sudyka will be teaching the basics of First Aid and CPR along with Blood Borne
Pathogens. Call Stacy at (831) 633-3063 to reserve your place. Class size is limited.
2011 Significant Changes to the NEC
Instructor David Martinez will be leading the way through the Significant Changes of the
2011 National Electrical Code on the second Tuesday of the month. Drop on in! You are
welcome to attend one class or as many as you like in this series. This is a (3) hour class.
The next class is scheduled for Tuesday, February 11th at 5:30pm.
EVITP 3.0
The Electric Vehicle Infrastructure Training Program (EVITP) 3.0 class with Instructor
Stephen Slovacek is scheduled to begin on Tuesday, February 18th at 5:30pm. This class
is a 35 hour course. It is a prerequisite for EVITP that you are a California Certified General
Electrician. As a bonus, there is a $125 stipend available upon successful completion
provided by the Monterey Bay LMCC.
CALCTP Class
California Advanced Lighting Controls Training Program (CALCTP) with Instructor
Stephen Slovacek is scheduled for Tuesday, February 18th at 5:30pm. This class is a total
of 50 hours: 10 hours of lecture and 40 hours of lab. The class schedule will be coordinated
with those in attendance.

EMAIL TO [email protected]. Students will not be allowed to attend the class if they

CALCTP-AT Class
The California Energy Commission has adopted changes to the California building Efficiency
Standards (Title 24, Parts 1 and 6) that require lighting controls and devices to be certified
as properly installed and operational, prior to issuance of occupancy permits. The California
Advanced Lighting Controls Training Program-Acceptance Technician (CALCTP-AT) certifies
acceptance technician employers and technicians. All acceptance test technicians must be
employed by an acceptance test employer that provides support as well as quality control.
California Advanced Lighting Controls Training Program-Acceptance Testing (CALCTP
-AT) with Instructor Stephen Slovacek is scheduled for Tuesday, February 18th at 5:30pm.
This class is a total of 24 hours. The class schedule will be coordinated with those in
attendance.

In the NEC 2014 Handbook, page 44, Exhibit 110.25, working space is clearly shown to cover
among other places, from the floor to the bottom of the less than 600V panelboard. My
question is, must this working space be available 100% of the time? Or may a rolling cart be
placed or parked in front of, and beneath the panelboard, if the switch on the panelboard can
be reached by reaching over the cart? The cart is capable of being moved when necessary to
perform an examination or other maintenance.
Answer:
The requirement in the first paragraph of 110.26 is to provide sufficient access and working
space about all electrical equipment to permit ready and safe operation and maintenance of
such equipment. There is no minimum dimension associated with this general provision and
determination of “sufficient access and working space” for equipment depends on the type of
equipment involved and the amount of space necessary to safely operate (frequency of
accessing the equipment for operation is a consideration) and maintain (complexity of
required maintenance impacts the determination) the equipment. Additionally, as you have
indicated Section 110.26(A) requires working space for electrical equipment that is likely to
require examination, servicing, renewal, or adjustment while energized.
The purpose of this requirement is to provide clear and unobstructed working space in the
direction of access to the live parts of the equipment. Locating or storing items (whether
permanent or portable) in the required working space, is contrary to the 110.26(B)
requirements for a clear working space. Importantly, in accordance with 240.24 overcurrent
devices shall be readily accessible not just able to be reached. See the definition of readily
accessible in Article 100.
Spring Aptitude Test
The JATC has scheduled the Spring aptitude test with Test Administrator, Stefan Marceron,
for Saturday, March 15th. In order to qualify for this test, applicants must complete their
application and turn in all materials by the cut-off date of Thursday, February 13th, 2014.

Apprentice Gift Card Drawing
Each month the LMCC awards one $50 gift card to an apprentice by lottery if they meet the
following criteria: perfect attendance, turning in their Record Book monthly on-time,
completing all homework, and passing all tests.
For January, Second-Year apprentice, Sean Shumate, won a $50 gift card. Congratulations!
The drawings will take place on the first class night after the 15th of each month.

Incentives for Members to Attend Upgrade Class
The LMCC will hold a quarterly gift card drawing. (2) $100 gifts cards will be awarded each
quarter for those taking JW upgrade classes. One gift card will go to the member with the
most hours of class completed in the last quarter. The other gift card is awarded by lottery.
Every four hours of completed classes will equal one entry in the lottery, with no limit. The
member with most hours is ineligible for lottery.
The winners for January were Stephen Christensen for the most hours of training at 50
hours and Adam Cullers won for the lottery. Congratulations!

Women Building California/Nation Conference is scheduled for Friday, April 25th
through Sunday, April 27th at the Sheraton Grand in Sacramento. Local 234 will be
sending our own BJ Heading to represent us and report back on the conference at the
following union meeting.
