Military Tuition Assistance (TA) The TA rate for FY 15 is $250 per semester credit hour, at a maximum of $4,500 per fiscal year. Availability of funding is limited by fiscal quarter per installation. Military Academic Skills Program (MASP) This is a free, two-week program designed to help Servicemembers and their military affiliated civilians build a solid academic Math and English foundation which will enable them to prepare for exams and advance their education. PTAD orders are required for Active Duty Military. Marine Corps COOL COOL (Credentialing Opportunities On-Line) helps Marines find information on certifications and licenses related to their Military Occupational Specialties (MOSs).
