Introduction
At the 31th JRO Planning and Evaluation Meeting held on 18.02.2014 in Athens, the representative of
Germany confirmed their previously expressed readiness to organize a Joint Return Operation from Berlin
to Albania and Bosnia-Herzegovina on 02.04.2014. Frontex identified the needs and interest among other
Member States (MS) to participate, and in accordance with Article 9 of the Frontex Regulation, Frontex
has provided assistance, co-ordination and co-financing to the operation.
The cost of the German charter, with route Berlin – Tirana - Sarajevo - Berlin, was 49,000.00 Euro.
2.
Main objectives
- providing added value in the interest of the EU = efficient and effective return by using charter
flights
- using well developed 3rd Country relations of a MS for the benefit of more MS
- using the full capacity of charter flights for national and EU-benefit
- sharing best practices and respecting human dignity when carrying out forced Returns
- facilitating harmonized and effective monitoring and achievement of EU Directives

All (74) returnees were successfully returned without any incidents.
Since several years at various airports in Germany (Frankfurt, Düsseldorf and Hamburg; Berlin just new)
“return observers” are installed. These are employees of charity/church organizations, which have access
to all the areas used for return. These observers do spot checks and are not present at each return
operation. This time there was 1 representative at the departure gate in Berlin.
