Welcome Back to School!
Daniel A. Noel Ed.S. | SUPERINTENDENT
NORTH PUTNAM COMMUNITY SCHOOL CORPORATION
Welcome back to what looks like
a year of happenings for the North
Putnam Community School Corporation. Where did the summer go!
It seems like just yesterday we were
saying goodbye to the class of 2014,
Mr. Alan Zerkel, and Mrs. Jo Ellen
Cook both principals in our corporation. Even though the seniors and
the former principals will be missed,
we hired some great replacements to
handle our schools and provide your
children with the best education.
Replacing Mr. Zerkel will be former
Assistant Principal, Mr. Jason Chew.
Mr. Chew has worked most of the
summer preparing for a smooth
transition. Replacing Mr. Chew will
be Mr. Levi Yowell from South Vermillion High School who has some
really great ideas and insights into
technology.
There have also been some changes
at the Middle School as Principal
Mr. Terry Tippin was transferred to
a new position at the Transportation
Department and will also direct
maintenance and custodians. His
title will be Director of Transportation, Maintenance, and Custodians.
Mr. Tippin is being replaced by Mr.
Scott Miller from South Vermillion
Middle School and resident of Heritage Lake where he lives with his wife
and two daughters. Mr. Miller brings
some new scheduling ideas that I
feel will really benefit your children.
Former Assistant Principal Mr. Rick
England requested a transfer to the
classroom and will be teaching Math
at North Putnam High School. Mrs.
Beth Waterman will be the new
Assistant Principal and hails from
Union Dugger where she has served
as Principal at the elementary school
and Assistant Principal at the K-12
building. Mrs. Waterman and her
husband Carl have relocated to
Roachdale. Replacing Mrs. Cook at
Bainbridge Elementary will be Mr.
Rodney Simpson who comes to us
from New Market Elementary. Mr.
Simpson lives in the Northwestern
part of Putnam county where he
resides with his wife and son. Mr.
Simpson will also be heading up our
Title I Program. Mr. Scott Spencer
is our only administrator that is still
in his same position as Principal of
Roachdale Elementary. Under his
leadership, Roachdale Elementary
became an “A” school. Mr. Spencer
is making a change as he is heading
up the High Ability Program.
Mr. Tippin has made a few changes
in the transportation area as Mrs.
Bonnie Osborn has moved into the
permanent position as Transportation Secretary replacing Ms. George
Huber who retired. Mr. Chuck
Peacock has moved into the Head
Mechanic position replacing Mr.
Randy Neeley who retired.
It has been a busy summer in the
area of construction. We have just
finished the Roachdale Elementary
Project that included air conditioning and heating, new cabinets in
each classroom, new flooring in the
hall and bathrooms, new lighting
and ceiling tiles in the hallways,
new dishwasher and flooring in the
kitchen, complete computer rewire,
new office area, new doors inside
and out, paint inside and outside
of the building, blacktop parking
and walking trail, backstop at ball
diamonds, fence painting, and new
classroom and office furniture. In
the near future, security cameras
will be installed, bumpers, rubber
mulch, and signage on the front
of the building. This was all made
possible with the School Board’s
insightfulness to utilize the Two (2)
million dollar General Obligation
Bonds out of debt service. Please
stop in and see what changes have
happened at Roachdale Elementary.
I believe that we have really brought
back the Cougar pride to go along
with a great staff. We also need to
thank Johnson-Melloh and Mr. Andy
Cooper and his sub-contractors for a
job well done.
Bainbridge Elementary is in the
beginning stage of the two phases
of renovation that started in May
of this year with new windows,
duct work, and new heating and air
conditioning (not in use yet). Most
of the work at this time is demolition
and underground electrical service.
The same projects that we are so
pleased with at Roachdale Elementary will be happening at Bainbridge
Elementary. The construction will
be done after school until 4:00 a.m.
Monday through Thursday. Clean
up will be nightly and school ready
without interruption of the educa-
SERVING NORTHERN
tional process. Completion will be
around March 2015.
As for the North Putnam High
School and North Putnam Middle School we are in the planning
stages for the renovation and energy
savings projects that will start the
summer of 2015 or sooner.
I am sure that people question how
and why we are doing all of this
now. Well because of the financial
responsibility of the present School
Board, past Board, our Treasurer
Tanya Pearson, and the use of the
debt service fund these projects are
made possible. We are not using
money from the General Fund.
We are presently upgrading curriculum areas by supplying all teachers
with new computers made possible
through the Common School Grant.
Presently, orders have been placed
for digital cameras for the Graphic
Design Program, laptop computers,
CASE curriculum, greenhouse, welding booths, pond liner for Agricultural Program, new computers, robot for
Project Leads the Way and Advance
Manufacturing, television program,
art area, family and consumer
science, library, security cameras, and
many other projects.
We are presently negotiating with
our teachers for a new contract and
hope to have everything finished
by September. Money is always
difficult when we have had declining
enrollment the last few years. If you
know of any students that should
be enrolled in the North Putnam
Schools, please encourage them to
become a part of this corporation
and community.
I look forward to the start of a great
school year. We have great teachers,
instructional assistants, administrators, bus drivers, secretaries, custodians, and volunteers that care about
children, that want your children to
be safe and learn, and that help us
learn each and every day by having
your students on time and ready
to learn. I believe together we can
make a difference.
I realize the great responsibility that
you have placed upon me in regards
to your child’s education and I hope
that you understand that I will work
as hard as I know how to make it
happen each and every day at North
Putnam Community School Corporation. Please call if I can assist you
in anyway.
Thanks,
Daniel A. Noel, Ed.S.

FIVE-STAR TECHNOLOGY
North Putnam
Community
Schools – Tech
Update
Technology continues
to be a focus at North
Putnam Community
Schools. The
administration has shown
a commitment to moving
forward with technology at
all grade levels.
Internet bandwidth was
increased to 25Mbps with
plans to move to 50Mbps
very soon for the 20142015 school year. As
more and more resources
become available online
and with the state pushing
for total online testing, this
continued commitment to
maintaining fast internet
speeds is crucial.
A new phone system will
be put in place this year,
replacing the antiquated
system that has caused
numerous communication
issues across the district.
This is huge for the
efficiency of the staff and
the school’s overall ability
to communicate effectively
both within the district
and with the community.
Security Camera systems
are being evaluated at all
North Putnam School
locations. Location of
cameras and coverage is
being determined. This
enterprise level security
system will help insure the
safety of our students and
staff.
Many new technology
related programs are
being put together for
the coming year. The
Project Lead the Way
engineering program is
still going strong at the
High School with the
addition of new, more
powerful workstations.
The CASE Agricultural
instruction model is being
implemented at the High
School. This program
will utilize up to 75 Ultra
Laptop computers for
student use and focus
heavily on online learning.
Technology continues
to evolve and improve
at North Putnam
schools. The School
Board, Administration,
Staff and Faculty all
realize the importance
of effectively using
technology to improve the
overall education of their
students.

Dear Parent/Guardian:
Children need healthy meals to learn. North Putnam Community School offers healthy meals every school day. Breakfast costs $1.50; lunch
costs $2.70 for High School and Middle School and $2.50 for Bainbridge and Roachdale Elementary. Your children may qualify for free
meals or for reduced price meals. Reduced price is $ .30 for breakfast and $ .40 for lunch. Below are some common questions and answers
to aid in the process of determining your child’s eligibility.
1.
Do I need to fill out an application for each child? No. Use one Free and Reduced Price School Meals Application for all
students in your household. We cannot approve an application that is not complete, so be sure to fill out all required information.
Return the completed application to: North Putnam Middle School Robin Smith 8905 N CR 250 E Roachdale, IN 46172.
2.
Who can get free or reduced price meals? All children in households receiving benefits from Food Stamps (SNAP) or TANF,
can get free meals regardless of your income. Also, if your household’s gross income is within the limits on the Federal Income
Chart, your children can get free or reduced price meals.
If you have received a Notice of Direct Certification for free meals, do not complete the application. But do let the school
know if any children in your household are not listed on the Notice of Direct Certification letter you received.

16.
17.
Can foster children get free meals? Yes, foster children that are under the legal responsibility of a foster care agency or court,
are eligible for free meals.
Can homeless, runaway, Head Start and migrant children get free meals? Yes, children who meet the definition of
homeless, runaway, or migrant are eligible for free meals. If you believe children in your household meet these descriptions and
haven’t been told your children will get free meals, please call or email Mr. Daniel Noel 765-522-6218.
Should I fill out an application if I received a letter this school year saying my children are approved for free meals?
Please read the letter you got carefully and follow the instructions. Call the school at 765-522-0624 if you have questions.
My child’s application was approved last year. Do I need to fill out another one? Yes. Your child’s application is only good
for that school year. You must send in a new application unless the school told you that your child is eligible for the new school
year.
My household was approved last school year for benefits. How long do I have once the new school year begins to
turn my application in to continue receiving benefits? If a household applied last school year, there is a 30 operating day rollover starting with the first day of school. If a household does not apply for benefits during this 30 operating day roll-over, the
household will lose their benefits after the 30 days, and the household will go back to a paid status.
I get WIC. Can my children get free meals? Children in households participating in WIC may be eligible for free or reduced
price meals. Please fill out an application.
Will the information I give be checked? Yes and we may also ask you to send written proof.
If I don’t qualify now, may I apply again later? Yes. You may apply at any time during the school year. For example, children
with a parent or guardian who becomes unemployed may become eligible for free and reduced price meals if the household income
drops below the income limit.
What if I disagree with the school’s decision about my application? You should talk to the school officials. You also may ask
for a hearing by calling or writing to: Mr. Daniel Noel 765-522-6218.
May I apply if someone in my household is not a U. S. citizen? Yes. You or your children do not have to be U.S. citizens to
qualify for free or reduced price meals.
Who should I include as members of my household? You must include all people living in your household, related or not
(such as grandparents, other relatives, or friends) who share income and expenses. You must include yourself and all children living
with you. If you live with other people who are economically independent (for example, people who you do not support, who do
not share income with you or your children, and who pay a pro-rate share of expenses), do not include them.
What if my income is not always the same? List the amount that you normally receive. For example, if you normally make
$1,000 each month, but you missed some work last month and only made $900, put down that you make $1000 per month. If you
normally get overtime include it, but do not include it if you only work overtime sometimes. If you have lost a job or had your hours
or wages reduced, use your current income.
We are in the military; do we include our housing allowance as income? If you get an off-base housing allowance, it must
be included as income. However, if your housing is part of the Military Housing Privatization Initiative, do not include your housing
allowance as income.
My spouse is deployed to a combat zone. Is her combat pay counted as income? No, if the combat pay is received in
addition to her basic pay because of her deployment and it wasn’t received before she was deployed, combat pay is not counted as
income. Contact your child’s school for more information.
My family needs more help. Are there other programs available? To find out how to apply for Food Stamps (SNAP) or
other assistance benefits, contact your local assistance office.
We cannot approve an application that is not complete, so be sure to fill out all required information. Return the completed application to:
NPMS Robin Smith 8905 N CR 250 E Roachdale, IN 46172. If you have other questions or need help, call 765-522-0624. Si necesita ayuda,
por favor llame at teléfono: 765-522-0624. Si vous voudriez d’aide, contactez nous au numero: 765-522-0624.

Part 5: An adult household member must sign the form, and if income information was provided, the adult household member must
provide the last four digits of their Social Security Number (or mark the box if s/he doesn’t have one).
Part 6 and Part 7 are optional for meal benefits.
All Other Household Types, including WIC households:
Part 1: List all household members, include everyone related or unrelated living in your household (this includes you, your spouse, all
children, grandparents, other relatives, and unrelated people). Use another sheet of paper if you have to. Enter the name of each child’s
school (if known). For any person, including children, with no income, you must check the “No Income” box. If any child you are applying
for is a foster child, check the box.
Part 2: Skip this part.
Part 3: If any child you are applying for is homeless, migrant, or runaway, check the appropriate box and contact the school’s homeless
liaison or migrant coordinator.
Part 4: Follow these instructions to report total household income from this month or last month.
 Section 1 – Name – List all household members with income.
 Section 2 –
o Gross Income and How Often it was Received: For each household member listed in section 1, list each type of
income received for the month. You must tell us how often the money is received – weekly, every other week, twice a
month, or monthly.
o Earnings: Be sure to list the gross income, not the take-home pay. Gross income is the amount earned before taxes
and other deductions. You should be able to find it on your pay stub or your boss can tell you.
o Income received from welfare, child support, and alimony: List the amount each person received.
o Income received from retirement benefits, Social Security, Supplemental Security Income (SSI),
Veteran’s benefits (VA benefits), and disability benefits: List the amount each person received.
o All Other Income: List Worker’s Compensation, unemployment or strike benefits, regular contributions from people
who do not live in your household, and any other income. Do not include benefits from WIC, Federal education and
foster payments received by the family from the placing agency. For ONLY the self-employed, under Earnings from

Work, report income after expenses. This is for your business, farm, or rental property. If you are in the Military
Privatized Housing Initiative or get combat pay, do not include these allowances as the income.
Part 5: Adult household member must sign the form and list the last four digits of their Social Security Number (or mark the box if s/he
doesn’t have one).

Weather closings and delays — seldom an exact science
One of the least favorite decisions of any school superintendent is to close or not; to delay or not.
When there is a big snow, it becomes an easy decision. When road conditions change quickly or during the middle of the day,
the decision becomes more difficult. When a delay or early dismissal is called, there are always people who question why the
decision was made.
Though this is a decision that requires careful consideration of what is the best and safest outcome for the majority of students, there will always be exceptions.
We want parents to understand that it is always ultimately their decision, if in their particular situation they believe it
is unsafe for their child to ride a bus to school. The absence is excused, schoolwork can be made up, and there are no
negative consequences for the child.
Snow routes have been implemented and will be used in those areas where the roads are unsafe to travel and alternative
routes to school need to be taken. All parents will be notified of school closings, early dismissal or delays through the Blackboard
Connect. Below is a complete listing of radio stations and televisions stations that will receive notification from North Putnam
Community School Corporation.
