1. Background
The Programme Management Support Division (PMSD) within the Central Office (CO) of
OCCAR-EA is responsible for the:







Definition and implementation of programme management policies, according to the
OCCAR Through Life Management (TLM) approach;
Definition and management of the implementation of selected best practice
programme management methods and tools throughout OCCAR-EA;
Support of Programme Managers in matters related to programme management and
specialist areas;
Provision of independent advice to the OCCAR-EA Director on programme-related
issues;
Integration of new programmes and programme phases into OCCAR;
Preparation of Programme Decisions and supporting the establishment of MoUs for
any new activity;
Management of small and medium scale Technical Demonstrator Programmes (TDP).
In this context, the Commercial and Policy (C&P) Section is responsible for providing
the expertise needed in the preparation and drafting of the definition of the OCCAR policy in
respect of programmes, contracts management and the negotiation of agreements with the
Member and Programme Participating States and other International Organisations
(Programme Management Authorisation, Programme Decision and International
Agreements/Arrangements). The C&P Section is also responsible within the commercial /
contractual domain for the management of small Programmes and TDP (Technology

Demonstrator Projects), for which a specific Programme Division (PD) is not set up.
The Multi-national Multi-Role Tanker Transport (MRTT) Fleet (MMF) is a multi-national
collaborative programme for the procurement of MRTT aircraft and its initial support.
2. Duties and Responsibilities
The MMF (Integration Support) Contract Officer (MMF (IS) CO) will report to the C&P Section
Leader. He/she will collaborate with the MMF Programme Integration Team (PIT) ensuring
adequate and timely coordination with the rest of the PIT members.
Under the direction of the Head of PMSD being the Integration Manager and PIT Leader, the
MMF (IS) CO will personally be responsible for the preparation of all the documentation
necessary to allow completion of the MMF Programme integration, including all the necessary
activities required to achieve readiness to sign the MMF Acquisition Contract, in accordance
with the agreed requirements and within the established schedule.
In particular, the MMF (IS) CO will be responsible for:

Supporting the PIT in the elaboration and preparation of the Procurement Strategy
(ProcS) for the MMF Programme;

Providing adequate advice to the members of the PIT in all contractual aspects covered
by the respective OCCAR-NSPO MMF Cooperation Agreement (CA);

Contributing to the preparation of any necessary Request(s) for Proposal/Invitation(s) To
Tender (ITT) for the MMF Acquisition Contract;

Contributing to the coordination, with the support and input from NSPO as required, of
the drafting of Terms and Conditions (T&Cs) for the MMF Acquisition Contract, ensuring
compliance with the OCCAR-NSPO MMF CA, the relevant NSPO contracting rules and the
OCCAR contractual OMP package;

Supporting the PIT with the analysis of the Proposal(s)/Tender(s) from Industry;

Supporting OCCAR-EA with the negotiation of the MMF Acquisition Contract;

Contributing to maintaining the current master copy and appropriate configuration
control of the documentation relevant for the integration of the MMF Programme;

Provide regular, contracts related progress reports to the OCCAR-EA C&P Section Leader.
3. Competences / Skills Required for the Post

The ability to establish and maintain excellent working relations at all levels in an
international and multicultural context and with respect for diversity;

Excellent interpersonal skills with the ability to interact sensitively, effectively and
professionally with persons from diverse cultural, educational, racial, ethnic and
professional backgrounds and communicate at all levels within OCCAR as well as with
Nations;

The ability to grasp and analyse complex and wide-ranging questions, issues and
information, with a structured approach to the problem solving process and the ability to
synthesise issues for discussion and resolution with high-level audiences;

The ability to work in a changing, developing and demanding environment;

The ability to orchestrate and implement clear, efficient and logical approaches to work,
to manage assignments, objectives and time;

The ability to use Computer and Information Technology (ICT) facilities, with working
knowledge of MS Office software, in particular Word, Excel and PowerPoint;

Knowledge in applying programme management disciplines in a true Through Life
Management sense.
4. Knowledge and Experience
Essential:

An extensive knowledge of administrative and legal aspects related to contracts and
contractual proceedings in an international context, particularly in the field of defence
procurement;

In-depth knowledge of national legislation of at least one of the OCCAR Member States.
Desirable:

Experience in international programmes’ contract management;

Knowledge of cost analysis, audit and price investigation;

Awareness of other defence related structures and organisations;

Knowledge of OCCAR Through Life Management concept.
5. Language Requirements

Fluency, oral and written, in the English language;

Adequate knowledge of at least one other OCCAR language would be an advantage.
6. Qualifications
A university degree, or equivalent, in the activities directly related to the described tasks is
highly desirable.
7. Security Clearance
Security clearance at OCCAR Secret level is required for this post.
