The idea was to highlight to residents what the Town Council was doing within the town and to allow voluntary / charitable organisations to contribute short articles on what they provide for residents. As with every change in editorship there will be changes RESIGNATION OF TOWN COUNCILLORS Councillor Kevin Moore resigned as a member of the Town Council in November 2013 because of work pressures. Kevin has agreed to continue to Chair the Town Plan Steering Group until it submits its plan to the Town Council in March in content in the coming months / years and if you wish to contribute to the magazine please send your articles townclerk@ ferndown.gov.uk) where they will be considered by the new Editor Vanessa Ricketts. If you prefer then articles address shown on page 22. TOWN COUNCIL BUSINESS PLANS In addition as we go to press Councillor J. C. Lewis one of the Councillors for Ferndown Central Ward and Mayor of Ferndown has also announced his resignation. If any reader is interested in standing as a Councillor for either the Ferndown Central or Ferndown Longham East Wards please read the advertisment which appears on page 17 of this In October 2013 some members of the Town Council attended a training session on the production of a Business Plan for each of the Town Council Committees i.e. Environment Committee, Grants Committee, Finance & General Purposes Committee, Personnel Committee and King George’s Field Charity Management Committee. The idea behind this approach is that the Town Council will have a structure to support the funds it seeks from residents and it will also take into accounting the emerging priorities which are being highlighted by the Town Plan Steering Group. It is hoped that a Business Plan for the 2015/16 year and the 4 years beyond will be produced later to obtain further information about what would be required. the Town Council seeks funding for projects and will help determine the precept to be sought from residents. 4 Ferndown Matters - The Magazine of Ferndown Town Council Ferndown Matters - The Magazine of Ferndown Town Council 5 6 Ferndown Matters - The Magazine of Ferndown Town Council CONGRATULATIONS 1 F erndown Matters would like to add their congratulations to Councillor Terry J Cordery, Mayor of Ferndown in 2012/13 who was awarded the MBE in the recent New Year’s Football Association and to the community of Ferndown.” Terry has been involved Association and English Schools Football Association as an administrator and referee since 1977 and is currently the Treasurer In addition Terry who is with the Charity came as a result of an incident when a former colleague died from his injuries in an accident. “The very next day, the charity kicked into action to support his family and I just knew this was a wonderful service that must be maintained” he recently recalled. Terry has been a member of the Town Council since 2009 and has in the past been a Chairman of the King George’s Field Charity Management Committee. Terry currently is a member of the Town Council’s Planning and Finance & General Purposes Committee as well as continuing to be a member of the Field’s Committee. Later this year Terry will attend Buckingham Palace to be invested with his award. For more than 12 years they have, every three weeks, delivered library books and audio tapes to housebound clients within Ferndown. The presentation of a long service medal is an honour shared by us all, and it is a privilege to cel ebrate along with our recipients on this outstanding achievement.” Joyce and John also operate the Ferndown Neigh bourCars scheme and run a drop in coffee morning every Friday morning at the Barrington Centre. They were presented with their med als by Sylvia Fox an RVS Trustee who read out a Citation which described the “This medal is a true medal in every sense of the word. It is not easily won, nor lightly awarded. It represents 15 years of service faithfully carried out. The medal was originally struck by the Royal Mint and the presenter, for a few seconds whilst presenting it, repre It is a very beautiful medal, bearing on the one side the symbol of Rose mary, for remembrance. Remembrance of the service of our colleagues in the past, over 200 of whom gave their lives in the days of the Second World War, carrying out their duty to help those in desperate need. Ferndown Matters - The Magazine of Ferndown Town Council 7 FERNDOWN TOWN COUNCIL GRANTS TO VOLUNTARY OR CHARITABLE BODIES FOR THE 2013/14 YEAR At the meeting held on Monday 25th November 2013 the following grants were awarded to groups operating within the town:(a) Ferndown Community Association (e) Ferndown Twinning Association (j) Hampreston Bell Ringers A grant of £10,000 per annum for three years starting in April 2014 will be made to the Community Association towards the running of the Barrington Centre. The Barrington Centre provides social, education and leisure activities and that a large number of voluntary / charitable organisations use the facilities for their meetings / activities. The sum of £500 has been awarded to the Association towards the costs associated with entertaining etc. twinning visitors from Segré in May 2014. An award of £1000 has been given to the group to help with the restoration of one of the bells at the church. (b) East Dorset Citizens Advice Bureau A grant of £7000 per annum for the next three years starting again in April 2014 has been awarded to this organisation to help with the And dealing with queries from Ferndown residents. (f) Victim Support Dorset An award of £250 has been given to this group to provide “safety packs” for pupils from local schools who may become victims of crime. (k) Ferndown Sports Football Club A grant of £600 was given to the club to help with the costs of running three football teams and for the purchase of new kit. (l) Ferndown Jitzu Club An award of £200 was made to the Club to help with the travel costs etc. associated with participation in National Championships. (m) Dorset Blind Association £500 was awarded to the group to help cover the costs associated with providing a Social Club and a those who are blind or are visually impaired and who live within Ferndown. (n) Heatherlands Art Week An award of £500 was made towards the costs in running an Arts week in the Summer 2014 at ate within Ferndown and who are engaged in providing services etc. for residents. Priority will be given to organisations which have a base in the town. Any organisation interested in making an application for grant aid and who missed the deadline for applications in November 2013 have until Friday 7th March 2014 www.ferndown.gov.uk . A meeting was held in the Barrington Centre in November to obtain feedback from members of the public to the conclusions which had been reached. The Committee is now in the process of completing the stage of the Reporting process. A formal Town Plan Launch event is being held at the Barrington Centre on Friday 7th March 2014 event will include refreshments as well as some entertainment as part of the formal proceedings where the Steering Group will present the Plan to the Town Council for further action. The Steering Group would like to take this opportunity of thanking everyone who has responded to replying to the original questionnaire as well as those who have attended further consultation meetings. We hope that residents of Ferndown will feel about the future of the town and what improvements need to take place. FERNDOWN CHRISTMAS LIGHTS This year the Town Council concentrated on providing Christmas Lights in the centre of the town i.e. Penny’s Walk and Victoria Road. Unfortunately it was not possible to provide lights in Wimborne Road East or in Ringwood Road as the majority of lighting displays needed to be renewed. For Christmas 2014 the Town Council is working with the Chamber of Trade to see if we can extend the displays and to this end the Chamber is arranging to hold some fundraising events to raise money for new displays. Readers are asked to support these events so that further improvements to the displays can be made. N W O ND FETE FER s Jubilee Celebration here on the Fields in June 2012 is leading a group to arrange a Fete on the Fields which would raise money for maintenance and improvements. The Fields are run by a Charity of which the Town Council is the Sole Trustee. If you would like to join the organising Committee for the event, please informal chat. Over the country groups will be sowing but there are also a number of making an impact in parks and gardens and the Groundstaff here at the KGV Fields are hoping that during 2014 we will be able to sow seeds of “meadow mixes” etc.in certain parts. Those who visit us here will be aware that an area near to the walkway next to the Bowling Green is currently “cordoned off” to allow grass to grow following the ground being “dug up” during some construction work to a nearby property. We are hoping to be grown in the area and that it will become an area where walkers will appreciate something different from the normal grass. FERNDOWN TWINNING ASSOCIATION Members of the Twinning Association will be welcoming some of the residents of our twinned town of Segré for a visit to Ferndown over the weekend of the 1st to 4th May 2014. Plans for the weekend include a visit to Portsmouth to see some of the commemorations for the 70th landings. This will also possibly include a visit to the trip to the Moors Valley Country Park and a communal dinner at which the town of Segré will be making a presentation to the town of Ferndown will also be part of the visit. Ferndown in Bloom The Town Council has taken the decision to once again enter the town in the South and South East in Bloom competition in 2014. We received a Silver Award in 2013 and we believe that we can gain the necessary 20 points to gain a Silver Gilt award in 2014. Ferndown Matters - The Magazine of Ferndown Town Council 15 TOWN COUNCIL WINTER WEATHER POLICY So far this year we have been affected by rainwater rather than snowfall or ice. As the Town Council Policy on Winter Weather has recently been amended I have set out below the current situation:1. Co-ordinator agreed to share meteorological information with the Town Council. This will mean that some precautionary salting work can be carried out prior to any forecast snowfall. The contact point will be the Town Clerk who will decide on action to be taken by the Town Lengthman or KGV Groundstaff. 2. Roads The Town Council has decided that not all minor road surfaces will be treated with salt / grit. The work which staff carry out is in addition to that provided by the County 4. Salt Bins No salt bins will be provided within Ferndown. The KGV Charity has provided a locked Grit Bin at the entrance to the Upper School / Leisure Centre Car Park for use in the Car Park only. 5. Bulk Bags The Town Council have agreed to store 5 one tonne bags within the King George V Covered Storage area. These above. 6. Spread Rates The Town Council will apply salt to the road / pavement key roads within the town which will receive attention. Salt / grit will only be applied to minor road surfaces which meet (a) Steep Hill (b) Areas where it is clear that the gradient causes the majority of vehicles to skid. (c) Tight bends (d) Locations where surface water commonly accumulates (e) Access points to key facilities such as doctors’ surgeries, health centres, residential / nursing homes The Town Council / KGV Charity has a limited amount of equipment to enable gritting etc. to take place. These are the 4x4 Gator Vehicle and a push along grit / salt spreader machine which can be used for pedestrian areas. It is expected that Peter Grant Way will be gritted by County Council equipment up to the Middle School entrance / exit. 8. Staff Available The following staff are available to assist in the Local Winter Maintenance Plan and have been trained accordingly. 3.
