MPI Verification Services (VS) Guidance for Veterinary Practitioners: Veterinary Certification of fitness for transport to slaughter; VS Contact List for Practitioners Updated January 2014 Veterinary Certification of fitness for transport to slaughter Unless a veterinary declaration of fitness for transport has been completed animals must not be transported if they display: Any injuries. Signs of disease. Abnormal behaviour. Physical abnormalities that could compromise their welfare during the journey. These requirements are contained in the Animal Welfare standards (Transport Code of Welfare 2011). These certificates are seen by many people in the livestock production and processing chain and are a poor reflection on the veterinary profession. Problems with these certificates include: Incomplete. Inaccurate. Illegible. Inadequate instructions or information to those responsible for managing the welfare of these animals after leaving the farm. The certificate must include: A slaughter premises to which the animal is to be consigned. If this is not done the animal is likely to be transported much longer distances than intended by the veterinarian. The clinical diagnosis of the condition stated clearly and legibly for the MPI VS veterinarian. The identification details of the animal (so it is clearly identifiable from those other animals on the truck). Any special transport instructions the veterinarian requires for the welfare of the compromised animal. The expiry date of the certificate that the farmer and transport operator must comply with. The NZVA guidelines provide comprehensive advice to veterinarians to assist with disposition and instructions on completing the certificate. MPI (VS) Animal Welfare Coordinators The National MPI VS Animal Welfare Coordinator is Richard Wild, who is based in Wellington and is contactable at: 029 943 1702 or e-mail [email protected]. The contact details of MPI VS veterinarians on slaughter premises and in VS Circuits are provided in Table 2. All MPI VS veterinarians are warranted Animal Welfare Officers under the Animal Welfare Act 1999. When veterinary practitioners are uncertain whether animals they may certify as fit for transport to slaughter meet the NZVA guidelines they are encouraged to contact the MPI VS veterinarian at the relevant export premises. They are located throughout New Zealand (see Table 1). These veterinarians also provide specialist advice to MPI VS veterinarians at slaughter premise.
