Minutes of the North York Plan Steering Committee July 14, 2014 Page 1 MINUTES OF COMMITTEE MEETING Monday, July 14, 2014 Convened at 5:40 p.m. NORTH YORK PLAN STEERING COMMITTEE RE: I Introductions II Overview of Meeting III Discussion of Draft Plan IV Adjournment Committee members present: Mark Sabatino, Trish Hall, Jeff Budgell, Dannee Polomsky, Bob Dunn, Rich Rosenberg, Susan Rose, Brendan Hill, Susan McCoyd, James Grabowski (staff), Mike Kopp (staff), Than Werner (staff) Absent: Barbara Rieske-Shau, Robert Platt, John MacCormack, Joe Muchow, Also in attendance: Mark Daniel, Dan Gardner, Nik Davis, Dan Leahy (staff), Kevin Leighty (staff) Dan Gardner and Nik Davis of Houseal Lavigne opened the meeting by reintroducing themselves as well as discussing the preliminary upcoming schedule for the North York Plan process. Mike Kopp then introduced Dan Leahy as the new Communications Manager of the City. Nik Davis provided a brief overview of the first two chapters in the Plan as well as an overview of the Draft Plan as a whole. Davis then began the discussion of the Plan by reviewing the contents of “Chapter 3: Land Use Plan and Design Guidelines”. In this chapter, Davis discussed current land use designations for the corridor as well as potential opportunities for future land use. In addition, he provided insight on redevelopment potential for the corridor, provided both from public input and professional recommendations. The Steering Committee asked questions in regards to the pedestrian versus auto orientation of the corridor. Davis then continued to review “Chapter 4: Transportation and Mobility Plan” and “Chapter 5: Stormwater Management” of the Plan. In these chapters, discussion ensued in regards to (1) the priority of complete streets; (2) condensing and removing curb cuts along the corridor; and (3) maintaining existing stormwater mitigation efforts while continuing to pursue new opportunities for mitigation. Minutes of the North York Plan Steering Committee July 14, 2014 Page 2 Davis then moved onto discuss “Chapter 6: Streetscape and Urban Design Plan” where he suggested that one of the major items in this section was the removal of over-head utility wires. After a brief conversation, the Steering Committee moved on to discuss the potential for enhancements to the I-290 bridge. In this discussion, Steering Committee members and City staff spoke about the potential for the enhancements, cooperation with the state for making the enhancements, the feasibility of making the enhancements, branding the corridor, and creating a more handicap accessible visualization in the Plan. Steering Committee Member Rosenberg stated his concerns with the lack of planning for disabled persons on the North York Street Corridor. Nik Davis stated that handicap accessibility regulations are a part of the law and will be well incorporated into the Plan. Steering Committee Member Rosenberg further stated that Houseal Lavigne should attempt to further incorporate handicap accessibility standards into the Plan for the public to view. In “Chapter 7: Economic Development and Implementation”, Davis stated that the major components included parcel acquisition and consolidation as well as potential funding sources for development and redevelopment in the corridor. Davis further stated that an implementation table was still being developed by Houseal Lavigne which, when completed, will provide a “check-list” of Plan suggestions. Davis then asked the Steering Committee what their thoughts were on a sustainability chapter, how the implementation “check list” should be formatted, and if Houseal Lavigne should include the “market assessment” from the Existing Conditions Report (ECR) as an appendix in the Plan. After taking and answering various questions about the Draft Plan, Davis directed Steering Committee members to contact Kevin Leighty at [email protected] with any additional questions or comments.
