PURPOSE:
The Social Planning Advisory Committee (SPAC) is pleased to submit to Council its
recommendations for the allocation of the 2014 Community Grants. SPAC appreciates
Council's continued support of the Community.
DISCUSSION:
SPAC prioritizes applications according to the "Procedural Guidelines for the Review of
Grant Applications by Sub-Committees" as follows:
'A' or top priority

B' or medium priority -
' C or lower priority
evidence of need for the service or project
evidence of clear goals and expected outcomes
evidence of financial need for a Community Grant
relevance to Social Plan
quality of management
uniqueness of service
involvement with Community partners
addressing barriers to services for people with disabilities
and for ethno-cultural residents.
- number of local residents served
- number of local volunteers and their role
- amount of funding requested from each municipality
related to the numbers of residents served.
Eighty-seven grant applications were received this year, requesting a total amount of
$236,048. There were 79 repeat applications and 6 new applications. The committee's
recommendations are to allocate all of the $100,000 available in the Community Grant
budget.

The environment continues to change for non-profit organizations, and accordingly,
SPAC recommends focusing on those organizations with goals most relevant to the
Social Plan.
All of the applications have been thoroughly reviewed as documented
attachments to this report. Throughout the review process, SPAC attempted to
that applications were systematically evaluated and ranked according to criteria
in the North Shore Municipal Community Grant Guidelines and in relation to the
North Vancouver's Social Plan.

Attachment 1 provides descriptions of the projects and comments relevant to SPAC's
recommendations for each of the 2014 Community Grant applications. Attachment 2
offers a brief financial synopsis for the organizations requesting grants, and Attachment

FINANCIAL IMPLICATIONS:
SPAC is recommending allocating the total $100,000 Community Grants Budget to
meet this year's funding requests. The committee notes that the amount of funding
available through Community Grants is unchanged since 2008.
S O C I A L P L A N IMPLICATIONS:
All community grant applications are reviewed relative to the City's Social Plan, as well
as the Community Grant Guidelines.
