Florida On-Site Care Coordination
Description of Services
On-Site Care Coordination (OCC) is an on-site
treatment support for Florida’s Statewide Inpatient
Psychiatric Program (SIPP). Care Coordination
consists of mental health professionals who review
the treatment and discharge plans developed for
children and adolescents placed within a SIPP. Care
Coordinators facilitate movement to appropriate and
less restrictive levels of care, when clinically possible.

The OCC is community-based and has direct contact
with local stakeholders and SIPP staff. There is a Care
Coordinator identified for each circuit and for each
SIPP facility. Fostering relationships and interagency
collaboration with the Agency for Health Care
Administration (AHCA), Managing Entities,
Department of Children and Families (DCF) Substance
Abuse & Mental Health, Community-Based Care
agencies, local school districts, Department of Juvenile
Justice, and social service agencies are important
components for Care Coordination and essential to
successful SIPP treatment.

Each OCC will interface directly with the Magellan
Medicaid Administration Qualified Evaluator Network
(QEN), sharing a common data base for all encounters
and clinical information, within an electronic record
that is easily accessible by each staff member and
regularly updated. Care Coordinator’s knowledge of
community resources and close communications with
the SIPP staff enable them to provide a community
perspective to all stakeholder and SIPP facilities.

Clinical Eligibility Criteria for SIPP

(Children and adolescents under 18 years of age)
DEVEREUX (ORLANDO)








Acute inpatient or intensive outpatient services have failed to bring
about sufficient resolution of child’s symptoms to permit placement
in a less restrictive setting.
SIPP services can be expected to improve child’s problems or
prevent further regression.
Child or adolescent has a serious emotional disturbance.
Primary DSM 5 diagnosis of a psychiatric disorder requiring
intensive residential care. Primary diagnosis cannot be autism,
mental retardation or substance abuse.
Serious functional impairment compared to others in the same age
range due to a psychiatric diagnosis.
Child or adolescent has age appropriate cognitive ability and
stability to participate in SIPP and is able to benefit.
Community setting cannot provide interventions/support needed
by child.
Medical clearance of any acute or intensive ongoing medical needs,
due to Federal Exclusion of payment for any other Medicaid benefits
while a child is in a SIPP.

Major Goals for SIPP Services
Stabilization and adequate resolution of problems that necessitated
placement in a restrictive setting to allow a child’s safe return to the
community within 4-6 months.
Individualized, family centered, culturally sensitive treatment,
oriented towards discharge from day of admission.
Reduction of readmissions to inpatient psychiatric care through
quality treatment and extensive aftercare planning.
Incorporation of permanency goals into the treatment and discharge
plans through ongoing coordination with Community Based Care.
