Alii Prepaid Service (Open Prepaid Roaming) Frequently Asked Questions Q What is Alii Prepaid Service, or Open Prepaid Roaming (OPR)? A PalauCel’s Alii Prepaid Service, also called Open Prepaid Roaming or OPR, is an easy way for visitors to Palau whose home operators don’t have roaming agreements with PNCC to use PalauCel prepaid services – without buying a PalauCel SIM card. Q Who can use Alii Prepaid Service (OPR)? A To use Alii Prepaid Service: A customer must have a GSM-900 cellphone The cellphone can be either prepaid or postpaid The cellphone can be either “locked” or “unlocked” The cellphone’s SIM can be suspended or expired on their home network, it can sometimes still be used for Alii Prepaid Service However, the phone will not work on Alii Prepaid Service if the visitor’s home operator already has a roaming agreement with PNCC (see list of PNCC roaming partners below) If the phone already has a PalauCel prepaid SIM, it cannot be activated on Alii Prepaid Service (it’s exactly the same service anyway, except Alii Prepaid cannot use Credit Vault). Q How will a visitor know that Alii Prepaid Service is available to them? A A welcome text message is automatically sent to all visitors without PNCC partner roaming agreements upon arrival in the PalauCel coverage area (e.g. the airport). The message says: “Welcome to Alii Prepaid–Only Nationwide Service–Load PalauCel Airtime to activate. Info: 611.Your number is:6807701001” Q What if a visitor doesn’t get the automatic welcome message? A First check if the home operator is one of PNCC’s roaming partners (see list below); if home operator is on the list then the customer is not eligible for Alii Prepaid Service. If not on the list, try to manually select PNCC in the phone’s settings (PNCC Wireless, PalauCel, 55201 or PLW01). Q How does a visitor get a phone number on Alii Prepaid Service? A The welcome message includes the Alii Prepaid number (770). This number is automatically assigned from a pool of 770 numbers. Validity period of the assigned number is 24 hours; when it expires and the customer has not registered (by activating the service with an Airtime card), another welcome message is sent offering another 770 number. If a new welcome message does not appear, turning the phone off and on again should cause the welcome message to reappear; or try to manually select PNCC in the phone settings (PNCC Wireless, PalauCel, 55201 or PLW01). Q How can a visitor activate Alii Prepaid Service? A When you get the welcome message with your 770 number, you must load Airtime to activate the account. You cannot make or receive calls or text, or receive any load transfers, until you load Airtime minutes. Call *66 or text to *123# (see instructions on back of the Airtime card). Airtime cards are sold at PNCC and over 100 retail locations. Q What phone number will the Alii Prepaid customer be assigned? The system will automatically assign an available phone number with a “770” prefix. Q How will the customer know their Alii Prepaid account has been activated? A As for any PalauCel prepaid account, when an Alii Prepaid customer first loads an Airtime card, the system will send a text message to confirm the activation. Balance is: $XX.00, expiring on mm-dd-yyyy Example: I recharged my account on 6/4/2013 with a $10.00 airtime card. Message received is: Balance is: $10.00, expiring on 07-05-2013 Q Can an Alii Prepaid customer make any voice calls or send any text when they receive the Welcome message with their assigned 770 number? A No, the Alii Prepaid customer has to load an Airtime card to make or receive voice calls or text messages. Q Can an Alii Prepaid customer (770) use all the same prepaid features as regular PalauCel prepaid (778 and 779)? Yes, all except for Credit Vault which is not available for Alii Prepaid. A The rates for Alii Prepaid are the same as PalauCel Prepaid Service (778 & 779). Prepaid rates are 15¢ per minute offpeak (night time) and 22¢ per minute peak (day time). Peak hours are 6:00 a.m. to 5:59 p.m. daily. Off-peak hours are from 6:00 p.m. to 5:59 a.m. daily. The rate for incoming calls is the same as for outgoing calls. Text Messages (SMS) Outgoing: 6¢ each local text & for SMS/texting to e-mail; 20¢ per international text (one text = each set of 160 characters you send) All incoming messages are FREE. Optional Features: Call Waiting with Caller ID, Call Hold, Call Forward to a local or international number. No sign up required and no monthly fee; Airtime charges apply only when you use the features. Call Forward Options: when your cell phone is busy, out of reach/out of service area; or not answered/no reply. Call Forward All Voice Calls (unconditional) is not available. Just turn the features on in your cell phone to use them. Long distance charges apply to Call Forward-International. Q How does an Alii Prepaid customer recharge their SIM with more Airtime minutes? A Alii Prepaid customers use PalauCel Airtime cards for recharge just like any PalauCel Prepaid customer (778 & 779). Q How can an Alii Prepaid customer use the Internet (data services) with their Smartphone? A Alii Prepaid customers with WiFi-enabled smartphones can access the Internet using Prepaid Internet Cards at over 150 PNCC WiFi Hotspots (see instructions on back of Internet card). Current locations listed on www.palaunet.com. Q Will the customer be charged by his/her home operator if their SIM is used for Alii Prepaid Service in Palau? A No, because there is no billing data sent by PNCC to the home operator. Q What if an Alii Prepaid customer has problems sending or receiving text messages? A If a you cannot send or receive text messages, please change the message center number in your cellphone to use the PNCC message center number: +6807790000. Note: some cellphones will not allow the message center number to be changed due to their home operator restrictions, so you will not be able to send text (in some cases, you may still be able to receive text). Q What if an Alii Prepaid customer has a problem making outgoing voice calls? A This is likely a problem with the phone blocking Caller ID delivery. Please check the settings in the cellphone to make sure it’s enabled for Caller ID. This should solve the problem. Q Can an Alii Prepaid customer receive calls through SKYPE? No, this service is not available. Q What if an Alii Prepaid customer receives a message that they are limited to emergency calls only? A Check to make sure your phone’s network ID is set to PNCC (PNCC Wireless, PalauCel, 55201 or PLW01). Q Can visitors with cellphones from PNCC roaming partners activate Alii Prepaid Service? A No, visitors who already have roaming service in Palau through their home operator will not receive the Alii Prepaid welcome message and cannot activate OPR with their SIM. If they don’t want to use their home operator’s roaming service with PNCC, and their cellphone is unlocked, they may buy a prepaid PalauCel SIM card. PalauCel SIM cards are sold at PNCC offices in Koror and Airai (8am-4:30pm M-F) and at the following retail locations: Jezrrae, One Nation, Rainbow Mart, Topside Mobil, and Midtown Mobil in Koror, plus Rainbow Wholesale in Airai. Q Who are PNCC’s roaming partners, whose customers cannot use Alii Prepaid Service?
