PHILIPPINE ASSOCIATION OF AGRICULTURISTS, INC. 2nd PAA NATIONAL CONVENTION Tagaytay International Convention Center (TICC), Tagaytay City 26-27 November 2014 “Professionalizing Agriculturists for the ASEAN Economic Integration” Rationale The 2015 integration of the economies of the Association of Southeast Asian Nations is generating a lot of excitement and anxiety as government and the private sector are trying to figure out the impact of putting together a regional economy. The emergence of a so-called ASEAN Economic Community (AEC) is envisioned to make the region highly competitive in the global economy, enabling it to cope with free movement of goods, services, investment, skilled labour, and freer flow of capital. To build the AEC, it needs to scale up areas of cooperation such as human resources development and capacity building; recognition of professional qualifications; and enhancing private sector involvement. Is the country “primed and ready?” Is the agriculture sector ready for a healthy competition with its counterpart in the region? The “new era for borderless competition” will require extra effort and this cannot be singularly addressed. The agriculture sector has to align itself with the flow and position itself more firmly. With this reality, how can organizations like the Philippine Association of Agriculturists make a difference in addressing the concerns of the agriculture sector? It is therefore appropriate for PAA to take an active step joining the discourse of ASEAN Economic Integration. As a professional organization, it is equipped with expertise from among its members who can lead in this discourse. But more than talks, the Philippine agriculturists must accordingly act and implement plans to address the concerns of professionalizing their services. They, however, cannot do this alone as individuals or as separate groups. They must be in synergy – which means members of the organization must work together to achieve the goal of professionalizing the agricultural services. Objectives: At the end of the Congress, delegates must be able to: · Discuss the global perspective depicting general trends and dynamic interactions that affect the agriculture sector within complex and uncertain conditions and create a broad spectrum of policy responses and strategies at the national and local level; · Provide an opportunity for open discourse among professional organizations of agriculture that will moderate potential loss or benefit from opportunities associated with regional and local impacts of the ASEAN Economic Integration; and, · Be updated on the outcome of the workshop resolutions on the Crafting of the Magna Carta for Philippine Agriculturists and Continuing Professional Development for Philippine Agriculturists and the PAA’s resolve to assert its presence through organization of chapters.
