FOR EMPANELMENT OF
PROJECT MANAGEMENT AGENCY
Small Farmers Agribusiness Consortium (SFAC) is implementing the Equity Grant and Credit
Guarantee Fund Scheme (EGCGFS) for Farmer Producer Companies from 1st January 2014. The Scheme is
operational across the country. Through this scheme two major initiatives have been taken to support
Farmer Producer Companies (FPCs) viz., support to the equity base of FPOs by providing matching equity
grants upto a maximum of Rs. 10.00 lakhs and, secondly, setting up of a Credit Guarantee Fund to provide
risk cover to banks which advance loans to FPCs without collateral upto Rs. 100 lacs.
Objectives of Equity Grant Fund
The Equity Grant Fund has been set up with the primary objectives of:
(i) Enhancing viability and sustainability of FPCs;
(ii) Increasing credit worthiness of FPCs;
(iii) Enhancing the shareholding of members to increase their ownership and participation in their
FPC.
Objectives of the Credit Guarantee Fund
The Fund has been set up with the primary objective of providing a Credit Guarantee Cover to
ELI to enable them to provide collateral free credit to FPCs by minimizing their lending risks in respect of
loans not exceeding Rs. 100.00 lakhs.
Requirements of Publicity and Awareness Building Plan (PABP)
To design and deliver the Publicity and Awareness Building Plan (PABP), SFAC seeks to
empanel a suitably qualified Project Management Agency for the following major inputs:1.
To prepare and implement a multi-media publicity plan for promoting and creating awareness
about the EGCGFS scheme in the print, electronic media at national and regional level. The objective of
the publicity campaign is to sensitize FPCs, government officials, bankers and banking officials, media
and others about the features, procedures and benefits of EGCGFS scheme. This Publicity Campaign
Plan will include paid advertisements, news & editorial coverage, backgrounders, promotional
literature and other means of publicity as required to create awareness about the Scheme and its
benefits.

To prepare and implement a campaign to organize state and district level awareness building
camps as per the approved programme, which will enhance awareness of EGCGFS and identify potential
FPCs who can benefit from the Scheme. These camps will target local government officials, potential
FPCs, bankers, PSUs, technical institutions and local media. The publicity plan for the camps would
include paid advertisements in local print and electronic media about the camps, news and editorial
coverage in local print and electronic media. The publicity plan for the camps will also include
development and dissemination of promotional literature, handouts and other promotional content
materials (as required by SFAC) at the camps. The Publicity of the Awareness Camps will be
synchronized with the corresponding date of awareness camps, events being held at different centers across
the country.
Expression of Interest is invited from suitably experienced and qualified Project Management Agencies
to provide technical profile and details to be short listed for the Publicity and Awareness Building
Plan.
Short listed agencies will subsequently be invited to submit detailed technical and financial proposals
to implement the PABA. No detailed technical and financial bids are required at this stage.
The qualifying criteria for submitting EOI for PABA are:
i) The agency bidding for the project should have a minimum annual turnover of Rs 20.00 crores
(Twenty crore rupees) during the last three financial year through the consultancy business, with a
distinct focus on financial services, agriculture and rural development projects, monitoring and
evaluation and media and publicity related services. Copy of last audited balance sheet of the bidder
should be provided.
ii) The Agency should be in the consultancy business for at least a period of 10 years, with a proven
track record of project management, media and publicity services, monitoring and evaluation. A
list of major projects/assignments undertaken should be provided.
iii) Weightage will be given to agencies having worked with/working with State
governments/PSUs/Central government ministries in the above areas and which have previous
experience of promoting central and state level development programmes/schemes.
iv) Agency should be capable of deploying a dedicated and experienced taskforce for the project.
v) SFAC reserves the right to reject all or any of the proposals without assigning any reasons
thereof.
vi) It may be noted that the costs of preparing the proposal and of negotiating the contract,
including visits to SFAC, are not reimbursable, and SFAC is not bound to accept any of the
proposals that may be submitted.

cover with full profile of the bidder. The cover should be super scribed in bold letters:
