MUNICIPAL APPROVALS FOR CHILD CARE IN SCHOOLS (TORONTO DISTRICT SCHOOL BOARD, TORONTO CATHOLIC DISTRICT SCHOOL BOARD, CONSEIL SCOLAIRE VIAMOND & CONSEIL SCOLAIRE DE DISTRICT CATHOLIQUE CENTRE-SUD) Introduction The following steps outline the process for obtaining the required municipal approvals (clearances) from Toronto Public Health (TPH), Toronto Building (TB), and Toronto Fire Services (TFS) for licensing of child care centres in schools through the Child Care Quality Assurance & Licensing Branch (CCQALB). Each request to the CCQALB for the purpose of licensing of a child care facility in schools (including any combination of full-day, part time and before and after school care - FDK) falls into one of the three following categories: NEW, EXPANSION or REVISION. Operators are required to file and obtain clearances from each of the listed approval authorities, TPH, TB, and TFS in accordance with the following processes in order to obtain their licence. NOTE: If renovations are required in your Child Care space you must speak with your school board representative prior to initiating a request for a license as a building permit may also be required (APPENDIX C). Form of Approval Category NEW (New Operator/Child Care Centre in an existing school) A New Child care centre is being established in an existing school. Zoning and Building Code PPR is required (Preliminary Project Review) Health Fire Y Y Y Y Y Y Y Y EXPANSION (Existing licensed Operator in existing school) Where there is: (i) increase in the number of children or (ii) increase in the number of children and a change of room location PPR is required (Preliminary Project Review) PPR is required (Preliminary Project Review) REVISION (Existing licensed Operator in existing school): Where there is: A change in room location from an existing room to a newly constructed room (addition) and/or altered room of the existing building (Building permit issued to school). A change in room location from an existing room to another existing room in the existing building where no construction was required. Review the site and floor plans in partnership with the school board representative (APPENDIX C) to ensure that all required information, as outlined in APPENDIX A and B, is included 2. Email the site and floor plans to TPH (APPENDIX C) for contact information TORONTO PUBLIC HEALTH SHALL 1. Stamp each page of the site and floor plans to confirm preliminary approval and return the approved floor plan and letter of approval to the Operator NOTE: If all required information is not included the plans will be returned to the operator for updating. Please note that a stamp from TPH will be on every page submitted. CHILD CARE OPERATOR SHALL 1. Upload site and floor plans approved by TPH to CCQALB through the Child Care Licensing System (CCLS) NOTE: A fee is not required for this submission. Update CCLS re site and floor plan approval and generate letter of approval in principle. This letter is sent directly to the Operator through CCLS. NOTE: CCQALB is committed to processing the request for approval as a priority. Submit an electronic application for a Preliminary Project Review (PPR) to TB to determine compliance with zoning by-laws and Ontario Building Code (OBC) using the prescribed application form. The application shall be completed and or scanned electronically and shall submit a completed application form including a valid email address of the Operator (applicant), documents and site and floor plans approved by the Ministry and the letter of approval in principle from the Ministry. Applications that meet with the above criteria shall be submitted to TB via the following email: [email protected] You will be contacted by one of the TB divisional representatives (APPENDIX C) who will process a complete application within 24 hours. NOTE: This initiates the Preliminary Project Review (PPR) which is TB's confirmation that the use of the premises for Child Care complies with the zoning by-law and Ontario Building Code (OBC). TORONTO BUILDING / ZONING SHALL 1. Process the "Preliminary Project Review" and provide their results in writing. TB will review your e-mailed application for accuracy within one business day of submission. A submission status letter that indicates the suitability of the application will be sent to the Operator and includes information on how to remit payment. NOTE: Payment is required before a review is conducted. The Operator that is identified on the application form will be contacted via e-mail or phone to pay the required fee of $128.08 (2014 Rate). TB will review the application within ten (10) business days of acceptance of the submission. A TB notice will be emailed to the Operator. CHILD CARE OPERATOR SHALL 1. Upload verification of compliance from Toronto Building to CCLS. 2. Apply to TF for a fire inspection. (See APPENDIX"C" for contact information). The inspection fee is $109.99 (cheque only) and may be submitted in person or by mail 3. Upload written verification of compliance with Fire Code requirements to CCLS. Note: The operator is responsible for ensuring all required municipal approvals are uploaded to CCLS. Issue a new or revised licence when compliance with all relevant requirements of the DNA has been confirmed. NOTE: The licensing process must be complete and a new or revised license must be issued to the operator by CCQALB before changes can be implemented. Toronto Children’s Services Page 4 of 9 Toronto Children’s Services Page 5 of 9 MUNICIPAL APPROVALS FOR CHILD CARE IN SCHOOLS April 2014 APPENDIX "A" (SITE & FLOOR PLAN REQUIREMENTS) Requirements for Ministry approval: All proposed alterations or renovations to the premise of existing programs and playground areas require Ministry approval before changes are made. The information listed below must be included on the site and/or floor plan, not in a separate document. Incomplete site and/or floor plans cannot be fully assessed and approved by the Ministry. They will be returned to the applicant/operator and will result in delays in the licensing process. Written approval in principle will be provided where all relevant requirements of the Day Nurseries Act have been met. SITE PLAN The name of the child care centre The address of the child care centre The name of the school if applicable The location of the building, or buildings, on the site The location of the playground, if applicable, relative to the childcare centre (playgrounds are required for programs operating for 6 or more hours) Playground details on the plans including: • the square footage of the playground, at least 60 square feet for each child based on the licensed capacity • the location of the playground gate/s which securely close • the location and height of the playground fence – fenced to a minimum of 4 feet if used by children under 44 months of age as of August 31 of the year • the playground indicated as adjacent to the child care Storage for outdoor equipment, if stored outside Plans that show that the playground is designed so that staff can maintain constant supervision of the children Fixed playground equipment (if applicable) Note: A copy of the most recent playground inspection and verification that the fixed equipment is age appropriate and meets CSA standards is required for fixed play structures. A playground rotation schedule may also be required FLOOR PLAN (Floor Plans developed by an architect are required if there is construction or renovations planned to the child care space , including plumbing permits for sinks, toilets, change tables) The name of the child care centre The address of the child care centre The name of the school, if applicable The floor/s on which the proposed space is located Signature of the school principal/board representative confirming the rooms to be used by the program. Alternatively, a copy of the space sharing agreement indicating which rooms and alternate rooms are to be used can be submitted. Toronto Children’s Services Page 6 of 9 MUNICIPAL APPROVALS FOR CHILD CARE IN SCHOOLS April 2014 label the primary and alternate room(s) assigned to the program The room number or name of the proposed space(s) (e.g. Room 102/blue room) The age group and group size of each proposed space (e.g. 20 JK/SK) or, include an alternate capacity (e.g. 20 JK/SK or 16 Preschool) Space for washing, dressing, toileting and isolation Storage for toys, indoor play materials, equipment, strollers, outdoor equipment, cots The number of sinks and toilets the children will use The exact location of the sinks and toilets (within the proposed space, adjacent to the space, down the hall etc.) The numbers and location of hand washing sinks in the proposed space (if any) The number and location of change tables with adjacent sinks (for Toddlers and Infants) In addition, Toronto Fire Services requires: All fire extinguishers clearly identified. All smoke alarms clearly identified in rooms where sleeping will occur All emergency lighting clearly identified. All fire exits clearly identified. All waste receptacles (must be non-combustible) For Programs operating for 6 hours or more, the following must also be indicated on the floor plans: Clear window glass measurements for each play activity room that is equivalent to not less than 10% of the floor area of the play activity room Space for eating and resting Space for food preparation if meals are prepared on the premises Storage for beds and linen A staff rest area Storage for outdoor equipment Office area Toronto Children’s Services Page 7 of 9 MUNICIPAL APPROVALS FOR CHILD CARE IN SCHOOLS April 2014 APPENDIX "B" (TORONTO PUBLIC HEALTH QUESTIONS) Public Health Requirements for FDK Plan Approval Submissions Facilities with food preparation must comply with Ontario Regulation 562, Food Premises. • • • Rooms/areas where food is handled must be provided with a hand-washing sink with hot and cold water. The hand-washing sinks must be used for hand-washing purposes only. A 3 compartment sink is required to properly wash and sanitize multi-use service articles such as utensils, dishes, cups, pots, pans and serving utensils. A commercial dishwasher can be installed in lieu of the 3 compartment sink. A 2 compartment sink is required to clean and sanitize multi service articles that do not fit in the 3 compartment sink or dishwasher. Additional sinks, other than the hand-washing or dishwashing sinks may be required to facilitate the washing of vegetables and the preparation of food. All facilities must be constructed for activities that address infection control issues such as the installation of hand washing sinks in rooms where the children are located. • • • Hand-washing sinks are required next to the diaper changing area Hand-washing sinks must be provided in all washrooms. The following lists the hand-washing sink requirements in the designated rooms for infection prevention and control purposes. o Infants – 0 to 12 months – adult sink required for hand-washing purposes only o Toddlers – 13 to 35 months – adult/toddler sink required for hand-washing purposes only o Preschoolers – 36 – 59 months – adult/pre-schooler sink required for hand-washing purposes only o School Age Children – 6 to 12 years – no sink required (TDSB/TCDSB and CSV/CSDCCS only) It is encouraged that all rooms used for child care have hand-washing sinks installed to encourage hand-washing often throughout the day. This also makes it easier to reassign rooms in the future as needs and requirements change in future years. Sinks, other than hand-washing sinks, can be designated for toy washing. Properly washing and disinfecting toys should be considered when planning the installation of sinks in your facility. Toy washing and disinfection must be conducted using a procedure/process approved by Public Health. Please consult with Public Health for clarification on sink requirements.
