Williams Energy Canada ULC www.williams.com/canada Company Profile (Operational) Williams fractionates an NGL/olefins liquids mixture sourced from oil sands upgrader offgas into components of ethane, ethylene, propane, propylene, butane, butylene and condensate. This liquids mix arrives at the site through Williams Boreal Pipeline. Propylene is a petrochemical feedstock used in the manufacture of polypropylene, propylene glycol and other derivatives. The propylene made at this facility is a high purity polymer grade, the only facility producing polymer grade propylene in Canada. Separating propane and propylene is a difficult task, because the boiling points are only 1 ½ degrees apart. Williams accomplishes this with their 320 foot, 213 tray splitter – the distinctive red and white tower on the site. It is the tallest fractionation tower in western Canada. The facility has recently been expanded to receive an ethane/ethylene stream from the oilsands. The new deethanizer will split these products, supplying ethane and ethylene to Alberta’s petrochemical producers. Williams contracts Pembina Pipelines to operate the facility. Company Profile (Proposed) Williams intends to construct a PDH (propane dehydrogenation) facility which will produce 1.1 billion pounds (500 KTA) of polymer grade propylene targeted to go into service in 2016. This will be Canada’s first and only PDH facility. Initially, two thirds of the propane feedstock will be sourced from Williams’ own oil sands offgas source (Redwater Olefins Fractionator in Sturgeon County), with eventually 100% of the propane feeding the facility from offgas sources. Turning propane into propylene by removing hydrogen from the propane molecule is an important value-add for Alberta as propylene is worth significantly more than Alberta propane. In addition, producing this large volume of propylene creates a compelling economic case for propylene derivative companies (polypropylene, propylene glycol) to locate in this area to access a secure supply source and enjoy a transportation advantage to market.
