National Park Service Taps CM Students for Idaho Site Restoration

Construction management students at Boise State University gained some real-world experience in completing
a design-build project for the National Park Service at a
former World War II Japanese-American internment
camp that now is a national historic site in Jerome County, Idaho.
The pleased owner now may rehire the team for other
possible facility projects at the former Minidoka
"relocation center," whose quickly built structures once
held up to 12,000 mostly U.S. citizens from 1942 to
1945.
The 33,000-acre camp, one of the largest of 10 built in
remote U.S. locations, consisted of 36 housing blocks
with schools, stores and fire stations. It became Idaho's
eighth largest city. More than 500 residential, administrative and utility structures were built at the site.
Boise-based Morrison-Knudsen Corp., now a unit of URS
Corp., was the original contractor on the $5.8-million
project for the U.S. Army Corps of Engineers. More than
3,000 workers logged some 2 million man-hours on the
project, says a Park Service history.
"The transition from the high unemployment caused by
prewar depression to wartime labor shortages occurred
almost overnight," says the history, which adds that work
"was seriously hampered by wartime shortages of materials and wartime transportation problems."
According to the Park Service history, "Mess halls
planned to accommodate about 300 people had to
handle twice and
three times that
number for short
periods as evacuees poured in
from assembly
centers on
schedule."
Workers coped
with the extreme
climate in the
high desert location, conditions worsened by the bulldozing of sagebrush and native grasses. Says the Park Service history, "the dust was swirling in all directions, coming in all
the cracks and crevices of the buildings and literally
covering one with a gray film of volcanic ash."
The center, built in six months, was dismantled after
the war and turned into farms. In 2006, Congress
guaranteed $38 million for Minidoka's restoration
along with the other former internment camps.
Today, Minidoka is a national historic site with structures and an interpretive trail that attracts 80,000
visitors annually.

QBS Facilitator Council Requesting Construction Manager Board Member
The QBS Facilitator Council is a group of professional design and
governmental organizations that have joined together to assist
governmental entities in complying with the state law (Idaho
Code 67-2320) concerning the selection of design professionals
based upon qualifications.
Qualification Based Selection, or QBS, offers many benefits to
governmental entities in selecting outside professional services
to meet their needs. It offers a way of obtaining the most qualified professional firm for the project, while still allowing for negotiation of fees within a project’s budget. The QBS Council provides information on QBS, as well as any assistance a governmental entity might need to utilize the process within their agency.
Our board consists of representatives from the design professionals covered by the law including engineers, land surveyors,
landscape architects, and architects. It also includes representatives from LHTAC/ITD, AIC and the Public Works Directors.
Construction managers, who are also covered by the law, are
currently not represented on the Board and we are seeking a
volunteer.
The Board meets on the third Tuesday of every other month
from 8 to 9 am. The board reviews complaints and enquires,
sets training and provides direction to the staff.

Future
Economy on Track for Best Growth in Nine Years

Global growth is sputtering again. Most
Americans remain pessimistic five years
after the end of the Great Recession. And
the deadly Ebola virus is adding fresh uncertainty.
Yet the U.S. economy continues to chug
along and it could soon register its longest
and strongest period of expansion in nine
years.
On Thursday, the government is likely to
report the U.S. grew 3% in the third quarter,
right on the heels of 4.6% growth rate in the
spring. What’s more, economists polled by
MarketWatch predict the nation will also
grow at least 3% in the final three months of
2014. The last time the U.S. posted three
straight quarters of similar growth was from
late 2005 through early 2006.
The steady pace of expansion has made the
U.S. an oasis of growth, untroubled so far by
slowdowns in Europe and Asia.
“The fundamentals of the economy are
stronger now,” said Gus Faucher, senior
economist at PNC Financial Services. “We
don’t have the same drag from government-
spending cuts. Corporate balance sheets are
pretty good. Households have less debt. The
economy is adding 200,000 jobs a month.”
As a result, the Federal Reserve is expected to
end a long-running economic-stimulus program this week when top central bankers
meet to fine-tune their strategy to help the
nation grow.
The economy won’t truly turn the corner, however, until businesses boost investment and
Americans start to spend more freely. The
upcoming slate of economic reports this week
will offer further clues on the behavior of companies and consumers.
Split picture
U.S. executives are probably seeing double
vision these days. Sales are rising at home as
companies hire more workers and newly employed Americans spend money. But U.S. exports could take a hit with Europe on the doorstep of another recession and China and Japan also slowing.
Still, companies probably increased spending
and investment in September, especially if
the volatile airline and auto sectors are
stripped out. Economists predict that new
orders for durable goods minus transportation may have risen close to 1% last
month.
Business investment is one of three main
pegs holding up the U.S. economy. Although it’s been surprisingly soft during
most of the recovery, it’s shown more
signs of life lately. Investors will look for
evidence on whether the latest global
malaise is causing companies to rethink
their plans.
An even bigger peg, consumer spending,
has also been lackluster since the U.S.
exited recession in mid-2009. Americans
spent several years working down debts,
but they’re still not spending as much as
they normally do and slow income growth
is a chief cause.
Consumer spending is not expected to
show a big bump in September, but it’s
not all bad news. After splurging on new
cars and trucks in August, Americans
visited auto showrooms less in September. Read More Here
