• Scratch House will be located at the former Big Horn Restaurant
location
• Eligible improvements include new grease interceptor, repaint and
enhancements of the exterior of the restaurant such as new sidewalk,
paint, light fixtures, landscaping, signage, new entry doors
• Eligible improvement cost: $228,366
• Requested RDA Assistance: $72,309
• Available RDA Grant funds: $15,213
Background Information: Charles Lawson recently purchase the former
Big Horn Restaurant site with the intent of remodeling the space into a
new restaurant. He has already gutted the interior and is completing
final plans for final improvements. In addition to the considerable interior
improvements, he will also be doing extensive exterior work. The entire
building façade will be updated, false roof extensions removed, new
decorative lighting, replacement sidewalks, signage, landscaping, casual
seating, and a replacement grease interceptor system. The total costs for the RDA
eligible activities is approximately $228,366. The requested RDA portion – 30% of the
eligible improvement costs – is $72,309
Staff has reviewed the RDA application and has determined that all items listed as
eligible are RDA eligible activities. The attached application includes complete
renderings of the proposed improvements.
Other: The RDA Grant Program receives funding through RDA revenues, with the
available amount resetting at the beginning of each fiscal year. The current amount
available under the Grant Program is $15,213. Agency Funds were depleted with the
completion of the Nevada Way project and are in a rebuilding mode. With revenues
declining on average of 14% over the past few years, overall funding will be tight in
general, and even more so for the Grant program.
Staff is recommending that the full amount of available grant funds - $15,213 – be
approved for this project.
Recommendation:
The Community Development Department Staff respectfully
requests that the Redevelopment Agency Board approve Resolution No. 175.

RESOLUTION OF THE REDEVELOPMENT AGENCY OF BOULDER CITY,
NEVADA, AUTHORIZING REDEVELOPMENT AGENCY GRANT PROGRAM
FUNDING FOR CERTAIN ELIGIBLE IMPROVEMENT COSTS RELATED TO:
The Scratch House

WHEREAS, Pursuant to NRS 279.428 and 279.44, by Resolution No. 3322
adopted on February 9, 1999, the City Council declared the need for a
Redevelopment Agency to function in the city; and
WHEREAS, On June 8, 1999, the City Council adopted Ordinance No. 1087
which approved the City of Boulder City Redevelopment Plan and established
the Redevelopment Area: and
WHEREAS, The Redevelopment Plan outlines goals and objectives by which it
may redevelop the blighted areas of the City and measures to take to avoid
blighting influences; and
WHEREAS, On January 25, 2005, the City Council adopted Ordinance No. 1241
which created Title 12, Redevelopment Agency, and codified the rules, regulation
and policies by which an applicant may participate in the Redevelopment Area
Program; and
WHEREAS, the above applicant has applied for RDA funding to undertake an
eligible activity to eliminate a blighting influence and condition.
NOW, THEREFORE, BE IT RESOLVED that the Redevelopment Agency does
hereby resolve as follows:
Section 1. Findings. The Redevelopment Agency hereby finds and determines
that pursuant to NRS 279.486, the proposed project is consistent with the
Redevelopment Plan and applicable NRS regulations.
Section 2. Amount of Funding The Redevelopment Agency hereby approves
the granting of a sum not to exceed Fifteen Thousand Two Hundred Thirteen
Dollars ($15,213).
Section 3 Funding Schedule. Payments will be made to the owner in an
amount equal to 30% of that shown on submitted receipts for completed eligible
work. The above funding is void after August 26, 2015, unless said period is
extended as permitted by ordinance.
Section 4 Lien and Certificate of Lien against the Completion. All payments
hereunder made by the City shall constitute above referenced properties until
such time as each of the proposed projects at each respective property have
been fully completed. The City will furnish an appropriate instrument certifying
full completion of each respective project. Such certification shall be a
conclusive determination of the satisfaction and termination of this lien with
respect to each project and shall be in such form as can be recorded in the Clark
County Recorders’ Office.
Section 5. Participant Agreement. The Executive Director (or their designee) of
the Redevelopment Agency is authorized by this instrument to sign on behalf of
the Redevelopment Agency and the Participant upon a complete submittal of
required elements of the Agreement by the Participant.

The Scratch House Restaurant Project entails a complete renovation of the
1300 Arizona Street Building. This includes the interior, which is not subject
to RDA eligibility. The exterior renovation includes opening up the entire
front of the building with double-pane sliding glass doors to replace the
existing single-pane windows and door, Replacing the three large single-pane
glass window on the east side of the building with six 3' x 8' double-pane
windows. The rest of the renovation will be described later in this document,

1300 Arizona Street was built in the mid-fifties and was home to the Boulder
City Gas Company. Since then it has had a history that includes Southwest
Gas Company, a clothing store, a Coke a Cola themed store, many restaurants,
offices and more.

This restaurant is being designed to deliver a retail experience that is all too
rare today - A restaurant where you experience fresh, real food prepared
exquisitely from scratch and served with friendly professionalism in a fresh,
new, clean and inviting environment.

paint and too many bandaid fixes. We are taking it back to its strong bones

Mounting: Because this l¡ght is a bit heavy, 46 lbs is average, a s¡ngle electrical
box ¡s not go¡ng to hold ìt. It was orig¡nally mounted wìth four lag bolts and we
have continued th¡s appl¡cat¡on. We went one step Further: we added decorat¡ve
caps for the lag bolts so that after the socket set is put away, you can screw on the
decorative caps by hand. We also recommend a bit of Locktite on the cap thread
to help prevent tamper¡ng and/or theft. once applied, it all looks very nice as a

Bid Results
Three highly recommended General Contractors were considered for this project.
Since the final design of the project would require extensive input from the chosen contractor, we asked
each to submit proposals for the demolition phase of the project. The demolition entailed a total
removal of all flooring, ceilings and was coverings taking the interior back to its bones.
Of the three, Charger Construction came in with the lowest bid and the highest recommendation and
was awarded the job. Charger has been an integral member of the design team.

Employment Plan
The employment plan at Scratch House consists of around 40 on-going employees. Of those employees
we expect to see around 60% of them be local employees from Boulder City with the rest coming from
and Henderson. About half of all on-going employees will be receiving minimum wage plus
tips while the other half will be receiving moderate incomes without tips at a consistent if not higher
wage than similar positions in the city. We also expect to see around 40% of the staff as women or
minorities. We anticipate that around half of the staff will be part time while the other half will be full
time employees in an on-going setting.
