He has already gutted the interior and is completing final plans for final improvements. In addition to the considerable interior improvements, he will also be doing extensive exterior work. The entire building façade will be updated, false roof extensions removed, new decorative lighting, replacement sidewalks, signage, landscaping, casual seating, and a replacement grease interceptor system. The total costs for the RDA eligible activities is approximately $228,366. The requested RDA portion – 30% of the eligible improvement costs – is $72,309 Staff has reviewed the RDA application and has determined that all items listed as eligible are RDA eligible activities. The attached application includes complete renderings of the proposed improvements. Other: The RDA Grant Program receives funding through RDA revenues, with the available amount resetting at the beginning of each fiscal year. The current amount available under the Grant Program is $15,213. Agency Funds were depleted with the completion of the Nevada Way project and are in a rebuilding mode. With revenues declining on average of 14% over the past few years, overall funding will be tight in general, and even more so for the Grant program. Staff is recommending that the full amount of available grant funds - $15,213 – be approved for this project. Recommendation: The Community Development Department Staff respectfully requests that the Redevelopment Agency Board approve Resolution No. 175. The Redevelopment Agency hereby finds and determines that pursuant to NRS 279.486, the proposed project is consistent with the Redevelopment Plan and applicable NRS regulations. Section 2. Amount of Funding The Redevelopment Agency hereby approves the granting of a sum not to exceed Fifteen Thousand Two Hundred Thirteen Dollars ($15,213). Section 3 Funding Schedule. Payments will be made to the owner in an amount equal to 30% of that shown on submitted receipts for completed eligible work. The above funding is void after August 26, 2015, unless said period is extended as permitted by ordinance. Section 4 Lien and Certificate of Lien against the Completion. All payments hereunder made by the City shall constitute above referenced properties until such time as each of the proposed projects at each respective property have been fully completed. The City will furnish an appropriate instrument certifying full completion of each respective project. Such certification shall be a conclusive determination of the satisfaction and termination of this lien with respect to each project and shall be in such form as can be recorded in the Clark County Recorders’ Office. Section 5. Participant Agreement. The Executive Director (or their designee) of the Redevelopment Agency is authorized by this instrument to sign on behalf of the Redevelopment Agency and the Participant upon a complete submittal of required elements of the Agreement by the Participant.
