Call for Papers Workshop on „Behavioral Foundations of Public Service Motivation – Exchanging and Aligning Human Resource, Organizational Behavior and Public Administration Perspectives“ October 9 –10, 2014 | Zeppelin University, Friedrichshafen | Lake Constance, Germany Organizers: Rick Vogel, Zeppelin University & Fabian Homberg, Bournemouth University Funded by: Call for Papers Workshop on “Behavioral Foundations of Public Service Motivation – Exchanging and Aligning Human Resource, Organizational Behavior and Public Administration Perspectives” Public Service Motivation (PSM) is defined as an “individual’s predisposition to respond to motives grounded primarily or uniquely in public institutions and organizations” (Perry & Wise, 1990, p. 368). Although the literature on PSM has grown considerably in the past two decades (Andersen, 2009; Bright, 2011; Christensen & Wright, 2011; Coursey & Pandey, 2007; DeHart-Davis et al., 2006; Kim, 2009; Liu et al., 2008; Moynihan, 2013; Perry, 1997; Vandenabeele, 2011; Wright, 2007), the behavioral foundations of PSM still need to be explored. Recently, works from neighboring disciplines such as organizational psychology (Carpenter et al., 2012) and personnel economics (Georgellis et al., 2011; Georgellis & Tabvuma, 2010) have provided valuable insights into the antecedents and consequences of PSM with regard to Human Resource Management (HRM). Although concepts, such as self-determination theory or motivation crowding, originating in those disciplines adjacent to Public Administration have become more popular in PSM research, the exchange between disciplines has remained limited. Call for Papers In particular, the workshop will address the following agenda: 1) Firstly, the workshop will contribute to the clarification of the behavioral foundations of PSM. The purpose is to establish a conceptual relationship between PSM and similar behavioral dispositions such as altruism, pro-social behavior as well as intrinsic and extrinsic motivation. Similarities and differences of PSM and these related concepts are still being controversially discussed in the literature (see e.g. Wright et al., 2013). 2) Secondly, the workshop targets to explore antecedents and consequences of PSM from the perspectives of HRM and OB in order to stimulate debate across disciplines. This provides insights into facilitating and hindering factors of PSM as well as potential intended and unintended (side) effects. Furthermore it is an opportunity to clarify links between PSM and other constructs (e.g. leadership styles, personality traits, core selfevaluations etc.). Workshop on „Behavioral Foundations of Public Service Motivation – Exchanging and Aligning Human Resource, Organizational Behavior and Thus, this workshop aims to facilitate the exchange Public Administration Perspectives“ 3) A third aim of the workshop is to compare contiof ideas between the PSM/Public Administration and nental European and Anglo-American forms of HRM/OB communities.
