Notice seeking applications to support global biosecurity in three focus areas: increasing
biosafety and biosecurity through technical consultations, risk assessments, and training courses;
strengthening the capacity for public and veterinary health systems to detect, report, and control
disease outbreaks; and joint scientific collaborations designed to help prevent, detect, and
respond to biological threats. The highest priority countries for engagement are Iraq and Yemen.
The second highest priority countries are Afghanistan, Algeria, Libya, India, Indonesia, Jordan,
Kenya, Lebanon, Philippines, Saudi Arabia, and Somalia. The program will also consider project
proposals for other countries in the Middle East and North Africa, Ukraine, sub-Saharan Africa,
Southeast Asia, and Latin America.
ACTION:
Applications are due February 13, 2015. Approximately $25 million is available for awards to
support projects lasting up to 12 months. ISN/CTR prefers projects that cost less than $500,000,
though awards may involve multiple projects that cumulatively exceed $500,000.

interferometer array provides an effective means to image GEO satellites. AFRL seeks to
understand what effective optical resolutions can be achieved for GEO objects as a function of
object brightness, object extent and structure, array configuration, and number of telescopes.
AFRL is also interested in the extent to which the amplitude interferometer products can be
sufficiently accurate and timely to support spacecraft operator decisions.

accurately project simulated targets embedded in complex backgrounds. The project will develop
over the course of four phases starting with preliminary design and ending in prototype
demonstration and characterization.

Universities and Minority-Serving Institutions (HBCU/MI).
The Department of Defense (DoD) announces the availability of the FY 2015 Broad Agency
Announcement (BAA) for Historically Black Colleges and Universities and Minority-Serving
Institutions (HBCU/MI). The BAA is a set-aside for HBCU/MI. The BAA aims to (a) enhance
research programs and capabilities in scientific and engineering disciplines critical to the national
security functions of the DoD; (b) enhance the capacity of HBCU/MI to participate in DoD
research programs and activities; and (c) increase the number of graduates, including
underrepresented minorities, in fields of science, technology, engineering, and mathematics
(STEM) important to the defense mission.
