STATEMENT OF PURPOSE:
Tennessee Department of Transportation (TDOT) seeks interested parties to volunteer
information regarding a revenue generating Logo Signs program (Specific Service Signs) in
order to assist in the formulation of a new Logo Sign program contract. This is NOT a request
for proposals nor is it a solicitation for services or products.
TDOT is seeking information from contractors interested in providing Logo Sign program
management and related services including but not limited to sign installation, maintenance,
inventory management and web-based access for both customer and owner. State DOTs with
similar programs are also encouraged to respond. TDOT will use the information it receives in
response to this inquiry to develop an RFP.
BACKGROUND:
TDOT is seeking information from contractors interested in providing Logo Sign program
management and related services including but not limited to sign installation, maintenance,
inventory management and web-based access for both customer and owner. State DOTs with
similar programs are also encouraged to respond. TDOT will use the information it receives in
response to this inquiry to develop an RFP. TDOT has traditionally awarded the program
contract based in part on which contractor could provide the lowest cost to the participating
businesses who advertise on the Logo sign program; however, with recent changes to
Tennessee Code Annotated the program will now be awarded in part based on which contractor
can provide the best value to the state.
Information Requested
1. Provide recommended or commonly used revenue generating scheme and fee structure.
2. Provide methodology for rate determination.
3. Provide recommended best practices in financial reporting.

4. Provide comment and recommendations (positive or negative) related to allowing logo
signs in high density urban areas.
5. Provide comment and recommendations (positive or negative) related to contractor
installation of all new Logo blue background signs. TDOT currently installs all new Logo
blue background signs.
6. Provide proposed scheme for how new sign installations might be initiated, approved,
fabricated and installed if done by contractor.
7. Provide recent innovations that could increase value to customers and/or the state.
8. Provide description of possible web/internet features that could increase value to
customers and/or the state.
9. Provide any additional information or comment on revenue generating Logo programs
that would be helpful for TDOT to consider.
10. Provide any information or comments that might be considered in attaining best value for
customer and/or the state

1. GENERAL INFORMATION:
1.1. Please note that responding to this RFI is not a prerequisite for responding to any future
solicitations related to this project and a response to this RFI will not create any contract
rights. Responses to this RFI will become property of the State.
1.2. The information gathered during this RFI is part of an ongoing procurement. In order to
prevent an unfair advantage among potential respondents, the RFI responses will not be
available until after the completion of evaluation of any responses, proposals, or bids
resulting from a Request for Qualifications, Request for Proposals, Invitation to Bid or other
procurement method. In the event that the state chooses not to go further in the
procurement process and responses are never evaluated, the responses to the
procurement including the responses to the RFI, will be considered confidential by the
State.
1.3. The State will not pay for any costs associated with responding to this RFI. This RFI does
not obligate the state to issue a RFP, award a contract or pay any costs incurred in the
preparation of a response to this RFI. Do not submit price/costs with your response. A
notice of award will not be made as a direct response to this RFI. Contact information will
be kept on file for any future related Request for Proposal (RFP) solicitations.
