MENA Regional Affordable Housing Project
For the Study of Public Support (Subsidies) to the Affordable Housing Sector in
Morocco
ASSIGNMENT OVERVIEW
The present expression of interest is in the context of the Regional Affordable
Housing Project implemented by the World Bank with support from the Arab
Monetary Fund through the Transition fund for the MENA region. The program
provides technical assistance to help develop policies by Morocco and Tunisia in the
housing sector in order: (i) to increase the availability of affordable housing, (ii) to
improve financing mechanisms for affordable housing, and (ii) to share experiences
and knowledge in the field throughout the whole region. The program is
implemented over a period of three years between January 2014 and 2017. At the
request of the Steering Committee of the project in Morocco, chaired by the Ministry
of Economy and Finance, this is call for expressions of interest for the recruitment of
a firm to undertake a "study of Public Support (Subsidies) to the affordable housing
sector in Morocco.
ASSIGNMENT DESCRIPTION
Background: Morocco has committed to an active policy of support to the housing
sector. The support is made of four types of subsidies: (i) tax expenses (such tax
exemptions and tax breaks, direct and indirect taxation, national and local taxation,
and incidental taxation (parafiscalité)); (ii) direct subsidies (FSH, mortgage
guarantee fund Damane Assakane, etc.); (iii) indirect subsidies (including provision

of land below market price); (iv) concessional loans or benefits granted to facilitate
access to credit for individuals and for developers (interest rebates, tax exemption
on rates, etc.). These subsidies are mainly allocated through programs to support
the supply of social and low income housing. The implementation of these programs
is supported by developers and public and private promoters.
Objective: The main aim of the study is to undertake an overview of subsidies for the
affordable housing sector in Morocco. This overview should allow a better evaluation
of the impact of the subsidies provided and to improve, if necessary, their efficiency.
Tasks: The study will include four specific areas: (1) evaluation of the impact of
housing policy in terms of spending by the state and the public sphere; (2)
evaluation of the impact of the sector in terms of resources to state and the public
sphere; (3) evaluation of the contribution of the housing sector to the national
economy and job creation; (4) evaluation of the impact of public subsidies on the
affordable housing sector.
Minimum expertise requirement: It is expected that the selected firm involves four
key profiles: a housing and housing finance specialist, an economist or financial
analyst, a tax lawyer, a statistician economist.
FUNDING SOURCE
The World Bank intends to finance the assignment / services described below under
the MENA Regional Affordable Housing TA Project.
ELIGIBILITY
Evaluation of applications will be carried out according to the following criteria:
*Relevant experience in the housing sector and its financing
* Relevant experience in the evaluation of public policies
* Relevant experience in Morocco and in the sub-region
*Excellent command of the French language
The bidding process will be in English and as such all supporting documents should
be in English. Deliverables of the study by the selected firm will be in French.
INDIVIDUAL / FIRM PROFILE
Only applications submitted by consulting firms or consortiums of consulting firms
will be retained.

SUBMISSION REQUIREMENTS
The World Bank now invites eligible firms to indicate their interest in providing the
services. Interested firms must provide information indicating that they are qualified
to perform the services (brochures, description of similar assignments, experience in
similar conditions, availability of appropriate skills among staff, etc. for firms; CV and
cover letter for individuals). Please note that the total size of all attachments should
be less than 5MB. Consultants may associate to enhance their qualifications.

Expressions of Interest should be addressed to World Bank no later than January
28, 2015.
NOTES
Following this invitation for Expression of Interest, a shortlist of qualified firms will be
formally invited to submit proposals. Shortlisting and selection will be subject to the
availability of funding.
