Section A: Services Required

Proposals sought
1.1
Through this Request for Proposal (RFP) we are seeking proposals from potential
providers of demand response (DR) to participate in our 2014 Demand Response
Programme – Commercial Buildings. This is a price responsive DR programme.
1.2
Our aim is to register up to 100 commercial buildings for the programme.
1.3
These commercial buildings can include, but are not limited to, office buildings,
hospitality, education, warehouses, retail, hospitals and/or data centres. Residential or
industrial buildings are not sought for this programme.
1.4
A commercial building owner can nominate one or more commercial buildings into the
programme, up to a maximum of 10 buildings or an aggregated total demand of 2.5MW
whichever is smaller. These buildings can be offered individually or grouped into a ‘DR
Block’ if they can be co-ordinated and offered as a single offer of demand response1.
However, all buildings contained in a DR Block must be connected to the same grid exit
point (GXP).

Each building must have peak demand characteristics specified in clause 4.1 below.
1.6
The maximum building and total MW restrictions still apply whether offered as separate
DR blocks containing a single building or multiple DR blocks with one or more buildings
in eachof between 20-500kW.
1.7
The DR programme will be co-ordinated through our Demand Response Management
System (DRMS).
1.8
Due to the large number of buildings sought there will be several Registration Cycles,
with all proposals received during a particular Registration Cycle evaluated at the end of
that Registration Cycle. The closing time for proposals for this, the fifth Registration
Cycle, is 2:00pm on Monday, 23rd February, 2015.
1.9
The Registration Cycles will continue until Transpower has contracted the maximum
number of buildings or until February 2015, whichever is sooner. The 2014 DR
programme will be run between October 2014 and June 2015, inclusive.

Characteristics of DR providers
2.1
We are seeking DR from commercial buildings with the following characteristics, which
are pre-requisites for being able to participate in the programme:

peak demand between 20-500 kW;
2.1.2
time of use electricity metering; and
2.1.3
a standby generator.
We prefer commercial buildings located in the Upper North Island (north of Huntly) or
the Upper South Island (north of Timaru). However, commercial buildings in other
geographic locations will also be considered.
DR Block which is a discrete and divisible unit of demand response nominated by the provider.

If potential providers have commercial arrangements with third parties (such as
aggregators) for the provision of DR, interruptible load or any other kind of demand side
service or obligation that might affect their ability to provide DR under this DR
programme, this must be identified in their proposal. Load cannot be simultaneously
committed to multiple demand side services or obligations. Potential providers can
determine this by contacting the aggregator, retailer or other third party they are
contracted to for assistance on this issue.

We do not require providers to be industry participants under the Electricity Industry
Participation Code 2010 (the Code). Potential providers who are participants are
reminded that their obligations under the Code will apply as well as their contractual
obligations to provide DR.

Terms and conditions of this RFP
3.1
A proposal must include the completed Response Forms in Section B of this RFP and
may include any other relevant information. We will rely on the information in proposals
to decide which DR to procure from which providers - the fees offered by a provider
(Form E) will be a significant factor in this decision.
3.2
The key dates for the RFP process and Registration Cycle 2 are set out in the table on
page 2 of this RFP. Indicative dates for subsequent Registration Cycles (if needed) are
in the following table:

The number of Registration Cycles offered is at our sole discretion and will be
determined relative to achieving the objectives of the programme. A potential provider
who is unsuccessful in a Registration Cycle may submit the same or a different proposal
in any later Registration Cycle.
3.4
A potential provider who submits a proposal does not have to participate in the DR
programme immediately. Potential providers must state in their proposals the
Availability Period(s) during which they will be able to participate. This allows time for
potential providers to establish the necessary systems and processes to provide DR.
3.5
The terms and conditions for the RFP process are at the link set out in Section C of this
RFP. Anyone who responds to this RFP, whether or not a potential provider, will be
deemed to have accepted the terms and conditions of the RFP.
3.6
The contract under which we will procure DR for this programme is at the link set out in
Section D – titled the Price Responsive Demand Response Grid Support Contract.
