(1) Agenda No. 9: To discuss the status of suspended units of GFI. Resolution no. 9(a): 9(a) The recommendations given by the Executive Committee in its meeting held on 5.12.14 at New Delhi were accepted without any amendments by the House unanimously. Accordingly all the members of House considered the request made to the President/GFI by 11 suspended member Associations to revoke their suspension of these member state/units. It was in the larger interest of the Sports Persons, Gymnasts and Gymnastics activities in India, it was resolved unanimously to revoke the suspension of all the following 11 State Associations. 1. The Andhra Pradesh Gymnastic Association. 2. Bihar Gymnastics Association. 3. Haryana Gymnastics Association. 4. Karnataka State Gymnastics Association. 5. Kerala State Gymnastics Association. 6. Madhya Pradesh Amateur Gymnastics Association. 7. Rajasthan State Gymnastics Association. 8. Tamil Nadu Gymnastics Association. 9. West Bengal Gymnastics Association. 10. Chhattisgarh Gymnastics Association. 11. Union Territory of Pondicherry Gymnastics Association. (2) After revoking the suspension of above 11 state Gymnastics associations, as per the recommendation received from the Executive Committee held on 5th Dec. 14, the House approved the proposal of President/GFI to invite all the representatives of all these 11 state Associations to attend and join the remaining proceedings of the said AGM. Accordingly the following 40 representatives of 22 state associations continued the further proceedings of the AGM. The House passed the resolution to welcome all the 11 member states for joining the Federation for further development of Gymnastics activities in India. Mr. Kan Singh Rathore, Mr. Balraj, Mr. P.V. Rathi, Mr. Kulwinder Singh, Mr. P. Prabhu, were approved by the house unanimously. In view of the report of the Disciplinary Committee, it was unanimously resolved that the Federation shall, henceforth, not entertain the aforesaid 5 persons in any manner whatsoever. The Associations to whom they represent may nominate any other person in their place for their representation in the GFI. Further, the decision taken by the Executive Committee was accepted by the House authorizing Mr. Inderjit Singh, Vice President of GFI to initiate appropriate civil & criminal actions against the aforesaid 5 persons who have violated the provisions of the Constitution/Rules & Regulations of GFI & therefore have committed offences. (4) Agenda No.1: To confirm the minutes of the last meeting. Resolution no.1: It was resolved to take the said Agenda item in the next Meeting. (5) Agenda No.2: To confirm Annual Report of General Secretary. Resolution no.2: As Mr. Kaushik Bidiwala, General Secretary was absent in the meeting, it was resolved that the same may be confirmed in the next meeting. (6) Agenda No.3: To allot various National Gymnastics Championships for the year 2014-15. Resolution no.3: After due discussion, the following schedule of National Championships was finalized for the year 2014-15 by allotting National Championships in each disciplines to various states. (i) (ii) (iii) (iv) (v) (vi) Senior Artistic Gymnastics Championship: Kerala during 4th week of March 2015. Junior Artistic Gymnastics Championship: Punjab during last week of Feb. 2015. Sub Junior Artistic Gymnastics Championship: Odisha during 2nd week of March 2015. Rhythmic Gymnastics Championship: Chandigarh during last week of April 2015. Acrobatics & Trampoline/Tumbling Gymnastics Championship: Maharashtra during 1st week of April 2015. Aerobics Gymnastics Championship: Himachal Pradesh or J & K during 3rd week of May 2015. (7) Agenda No.4: To read the Report of Commonwealth Games by Dr. Shanti Kumar. Resolution no.4: Dr. Shantikumar presented detail report of Commonwealth Games 2014 held at Glasgow. He appraised the achievements of Indian gymnasts and extended thanks to President/GFI for his valuable leadership. The said Report was accepted unanimously without any changes. (8) Agenda No.5: Report of Asian Games & World Championship by Mr. Kaushik Bidiwala. Resolution no.5: As Mr. Kaushik Bidiwala was absent in the meeting, it was resolved that the same may be confirmed during next meeting. (9) Agenda No.6: Amendment in the Constitution of GFI. (i) Agenda No.6A: The Existing Rule No. 11.(i) : Tenure & Terms of Office Bearers: An office bearer of the Federation may hold office as such for 1 term of 4 years and may be eligible for re-election for a like term or period without any restrictions. Resolution 6A: The house unanimously accepted the Age & Tenure Rules as per the Govt. guidelines with the following amended Rule. The amended Rule No.11(i): Tenure & Terms of Office Bearers: The President of GFI may hold the office for 3 terms or 12 years consecutively. The Secretary and Treasurer will hold the office for 2 terms or 8 years consecutively. (ii) Agenda No. 6B: The Existing Rule No. II of Memorandum of Association: The registered office of the Federation which is its Headquarters shall be at the residence of the General Secretary. Resolution no. 6B: The House unanimously passed a resolution to amend the Rule as follows, The amended Rule No. II of Memorandum of Association: The Registered office of the Federation shall be at New Delhi with judicial jurisdiction at New Delhi and the correspondence address of the Federation will be of the President/General Secretary of the GFI. It was also resolved that the President/GFI will give the exact address of Federation's Delhi office where the record of the Federation can also be kept. It was also decided to appoint one of the members as custodian of the said record. (iii) Agenda No.6C: The Rule no. 12.d is to be a amended with a word, "President". Existing Rule no.12.d: Honorary Joint Secretaries: They shall perform such duties as may be assigned to them from time to time by the General Secretary. Resolution no. 6C: The House unanimously passed a resolution to amend the Rule as follows, Amended Rule no.12d: They shall perform such duties as may be as assigned to them from time to time by the General Secretary/President. However, it was decided that the President, Treasurer & Secretary will examine the provisions in the constitution of other Sports Federations & will suggest the correct amendment. (iv) Agenda No. 6D: The Rule No. 31.b to be deleted. Existing Rule no. 31.b : GFI shall not affiliate a sports unit of any State/Department that has not been affiliated/recognized by the State Olympic Association, which is affiliated to the IOA. Resolution no. 6D: It was resolved unanimously to delete the said Rule as GFI is the supreme body in the field of Gymnastics in India. (10) Agenda No.7: Amendment in Rule 8: Office bearers. (i) Existing Rule 8 Office Bearers: (a) President :1 (b) Vice President :15 (c) General Secretary (d) Joint Secretaries : 7 (e) Hony. Treasurer : 1 :1 Resolution no. 7(i): The House unanimously passed a resolution to amend the Rule as follows, Amended Rule no. 8: Office Bearers: (a) President :1 (b) Vice President : 4 (d) Joint Secretaries : 4 (e) Hony. Treasurer : 1 (c) Hony. General Secretary: 1 (ii) Existing Rule no. 6(ii): 7 members elected during election of office bearers. Resolution no. 7(ii): The House unanimously passed a resolution to amend the Rule as follows, Amended Rule no. 6(ii): 4 members elected during election of office bearers. (11) Agenda No 8: Sub Committees to be appointed by the President. Resolution no. 8: The matter was discussed in length and it was brought to the notice of the House that during past years all the sub committees were formed by the President/GFI considering merit of each member. Therefore, as per the recommendation and approval given by the Executive Committee/GFI, it was unanimously resolved that, “All the Sub Committees of the Federation will be appointed by the President / GFI”. (12) Agenda No.10: Any other matter of discussion. The following matters were discussed with the permission of the Chair and approved by the House unanimously. (a) It was unanimously resolved to incorporate all the disciplines of Gymnastics, as defined by FIG in the Rules of GFI as New Rule. 1 2 3 4 5 6 7 New Rule No. 1.g: The Gymnastics Disciplines include: MAG (Men’s Artistic Gymnastics), WAG (Women’s Artistic Gymnastics), RG (Rhythmic Gymnastics), TRAM (Trampoline Gymnastics), ACRO (Acrobatics Gymnastics), AERO (Aerobics Gymnastics), Gymnastics for All and any other disciplines as described & introduced by the International Gymnastics Federation (FIG). (b) Disciplinary action against any member for misconduct or involved in any undesirable activities. 1 As per the resolution passed by the Executive Committee about unauthorized activities carried out by Mr. Kaushik Bidiwala, the General Secretary of GFI and considering the acts of omissions and commission by Mr. Kaushik Bidiwala, who has been conducting the affairs against the interests of GFI by addressing letters to various organizations without there being any resolutions/decisions of the Executive Committee, the House unanimously resolved that powers being exercised by Mr. Kaushik Bidiwala in the capacity of General Secretary of GFI, be withdrawn forthwith. 2 It was further unanimously resolved that in the place of Mr. Kaushik Bidiwala, henceforth, Mr. M.A. Chemburkar, Senior Joint Secretary shall exercise powers of General Secretary of GFI in the capacity of Joint Secretary and conduct the affairs of GFI as officiating General Secretary of GFI in terms with the decisions/resolutions of GFI. 3 It was also resolved that Mr. Kaushik Bidiwala shall, henceforth, not be authorized in any manner to represent the GFI in the capacity of General Secretary of the Federation before any forum, nationally or internationally, may it be IOA, AGU, FIG, Commonwealth Federation, SAI, Sports Ministry or any of the sports events. It was further resolved that he is also not authorized to correspond by writing through the official GFI E-mail & using GFI letter heads bearing logo of GFI. 4 It was also resolved unanimously to write to all the concerned authorities for their kind information and to take further necessary action at their end. (c) It was suggested by Mr. Ram Dulare, Joint Secretary/GFI to consult from the Sports Ministry as to application of clauses of Age & Tenure, whether from the date of last election or the present election. (d) Mr. Anil Mishra suggested that GFI may observe Gymnastics day on 31st Jan. 2015 during the National Games 2015 to be held at Thiruvanthipuram. (e) Mrs. Meera Korde will provide design of Banners/posters/caps to be displayed during the said Gymnastics Day. (f) President/GFI announced to share 50% of the cost of T-shirts, Caps to be given to all the participants, judges & officials. (i) It was approved to display D & E score of each gymnast during all the National Championships with appointment of Reference Judge. The D & E score may be subject to protest by the participants, as per procedure. (j) Mr. UK Mishra suggested to recommend UP Gymnastics Association for infrastructural assistance under Govt. scheme of 75:25 for purchasing allied gymnastics equipments and to take follow up action in other pending cases. (k) It was suggested that the Secretary & Treasurer should finalize ACTC urgently for onward submission to Ministry. (l) President/GFI appeal all the state associations to involve all the gymnasts of the state in its State Championships &/or National selection trials. (m) The President/GFI appealed all the members for extending cooperation for bringing the Gymnastics Game in Priority list of the Ministry. (n) All the state associations were directed to submit its Registration certificates along with requisite form urgently to prepare Electoral Roll of GFI. (o) The President/GFI announced that the election of GFI will be held in the month of Jan. 2015 at Chandigarh/Mohally as per the guidelines of National Sports Development Code. The exact date & venue will be declared after appointment of Returning Officer duly sanctioned/approved by the Ministry. As there was no business to transact before the House, the Chair declared the meeting adjourned, after the vote of thanks given by Dr. Shantikumar, Treasurer/ GFI.
