MISSION STATEMENT FOR CTUIR:
Exercise the Tribe's sovereign authority to achieve the maximum protection of resources identified in the
Treaty of 1855, to protect newly acquired lands wherein the Tribe has a vested interest, to protect the lands of
all the citizens and residents of the Umatilla Indian Reservation. This position will protect human life, water,
land, air, and wildlife by exercising professional skills and abilities in the protection of the resourcos of the
Confederated Tribes of the Umatilla Indian Reservation.

To protect public health and safety through enforcement of Tribal control laws and provide information
supporting quality pet care. This position will be exercising professional skills and abilities in the protection of
the resources and assets of the Confederated Tribes of the Umatilla Indian Reservation.

GENERAL STATEMENT OF DUTIES:
Assist communþ education regarding the importance of licensing uncontrolled pets. Promote responsible pet
ownership and pet population, in Housing Depafment areas. Enforce Tribal Codes and Laws regarding animal
violations. Assist development of community problem solving techniques regarding nuisance animals and
coordinate effectively with the local reservation Housing Department, Tribal Court, OLC, Planning and other
departments.
Essential Duties and Responsibilities:

Receive and respond to animal complaints; including animals a|Iarge, stray, vicious, abandoned,
nuisance or abused within CTUIR's Housing Department areas.
Patrol boundaries of the Housing tenant areas canvassing for unlicensed animals on a weekly basis
Monitor and recommend changes or updates for violations of animal control regulations and laws
Apprehend stray or at large animals for impoundment
Apprehend diseased or injured animals
Determine ownership of animals at large
Handle vicious animals or irate citizens, utilizing officer safety
Offer suggestions to animal owners to aid in compliance with laws and ordinances
Investigate incidences of animal cruelty, dog bites and dog attacks & report to UTPD & Housing.
Prepare reports, gather evidence, prepare search warrants and witness statements
Enter data into computer for waming citations
Maintain records on violations
Maintain records on licensing
TestiÛ in court
Pick up deceased animals in roadway in Housing areas.
Pick up animals caught in traps.
Enforce and provide proper notice to departments or residents in accordance to the Environmental
Health Code
Customer Service:
o Answer phones and provide information to assist public with locating lost/found animals, adoption
procedures, licensing requirements, spaying, neutering and disease information
r Research veterinary partnership and grant funding resources available to the tenants & public and to
help them with reduced fees
o Complete paperwork for customer licenses, adoptions, claims, releases, stray and any pertinent
forms for this position
o Access computer files as needed
o Vaccinate and care for drug dog
o Coordinateeuthanization
o Manage and maintain dog kennel; responsible for septic dump and fees
o Deliver and demonstrate proper use of traps
o Place and remove animals from cages

Record animals claimed, adopted, released, and impounded into log books and board
File paperwork and cards; maintain database
Collect licensing and registration fees
Coordinate with Veterinary for Euthanasia:
o Determine animals to be euthanized and communicate with appropriate clinic
o Record essential data in euthanasia log
o Mandate and coordinate with departments on the Tribal Codes
o LEA authorization
Animal Shelter Maintenance :
o Perform census of sheltered animals
o Disinfect and rinse all outside runs until clean
o Monitor security of all cages

Remove all food dishes and wash
Rinse drains to assure feces and disinfectant removal

REOUIRED MINIMUM OUALIFICATIONS: (It is the responsibility of the applicant to demonstrate in
