Title The name of the League shall be the “Hertfordshire Premier Cricket League” (hereinafter referred to as “the League”) and may also incorporate a sponsor’s name or identity if appropriate. 3. Membership Divisions 10a and below: Changing rooms, showers (in full working order) and toilets must be available close to the playing area, together with a suitable room where food can be consumed under hygienic conditions. In the absence of a scorebox, a scoreboard is required, visible from the pitch. Boundaries shall be clearly marked by a white line, rope or flags. A well-stocked first aid kit shall be available. A working clock must be provided, visible from the pitch. Divisions 7a-9b As above except that changing rooms etc. must be adjacent to the playing area. In addition, boundaries must be marked by a white line or rope, with flags added where possible Divisions 5a-6b: As above, plus: sightscreens positioned at each end of the ground. In addition, there must be a fully functioning score-box and a telephone must be available in the pavilion. Division 4b & above. As above, plus bar facilities available within the pavilion. Changing rooms must be an adequate size for each team and all players’ kit. Premier & Championship Divisions; All clubs must meet Premier & Championship Division “Assessment Criteria” & “Criteria for promotion to these divisions” and any future ECB specified requirement, prior to any seasons commencement. This includes a separate, adequate Umpires Changing room. In divisions 7a-9b inclusive; the Executive Committee may grant dispensation from the minimum standards for facilities for 3rd XI’s and lower. An artificial pitch may be used only in divisions 10a and below. All Agreed Saracens Hertfordshire Cricket League 2015 Changes to the Constitution (2) 5. Officers a) The Officers of the League shall be: the President, Chairman, Hon. Secretary, Hon. Treasurer, Results and Fixtures Secretary. Committee Members b) The Committee shall appoint members to following tasks; Registration Officer, Umpire and Scorer Coordinator, Sponsorship Coordinator, Facilities Coordinator, League Welfare officer, Disciplinary Coordinator and Premier & Championship Divisions Representative c) Officers and committee members standing for re-election shall be included on the agenda for the AGM. d) Nominations for New Officer(s) or Committee member(s), must be received by the Hon. Secretary, from Member clubs (together with their seconders), at least 28 days before the AGM. Agreed Saracens Hertfordshire Cricket League 2015 Changes to the Constitution (3) 13. Player Eligibility c) After July 31st: I.No player who has normally appeared for a particular XI shall play for a lower XI II.No new member who has not previously been registered for a club in that season, shall appear in a league match for that club in the remainder of that season. Special application may be made to the League to register a player to play who has moved to live in the Hertfordshire Premier League area having not previously lived within a reasonable distance from a Hertfordshire Premier League club. III.In the event of any allegation against a player under this rule, the club concerned will be required to justify its selections for the match concerned. e) Before the toss of the coin the captains shall hand a written list of their team members for that match to the umpires, or if no umpire to the opposing captain. After each match, any substitutes used shall be added to the team sheet, which shall then be countersigned as valid by one non-playing umpire (where there are umpires) and by the opposition captain. In divisions 3a and below, team sheets from opposing teams should be retained by the captains after the game and each captain (or a club officer) is subsequently responsible for checking that the opposition’s players are all registered on the league web site. Any discrepancies to be reported to the League Registrations Officer by submitting the team sheet,, accompanied by details of the alleged discrepancies, within three days. In Premier & Championship and Divisions 1, 2a & 2b, the appointed umpires, shall return the team sheets to the League Registrations Officer for checking. All Agreed Saracens Hertfordshire Cricket League 2015 Changes to the Constitution (4) 15. League Structure a) The league will be divided into an appropriate number of divisions in a single structure with the exception of the regional divisions. All teams shall have the same rights to promotion to a higher division, providing the minimum requirements for facilities have been met. The Executive Committee shall determine the size of all Divisions, except as required by 11e above b) Only Clubs 1st X1 are eligible for promotion to Premier & Championship divisions c) Normally two clubs will be promoted from the Championship to Premier Division, subject to play-off matches. i) Promotions will be on following basis: Championship, Divisions 1 & 2A, 2B, 3A Top 2 sides promoted 1 division, (2nd side in Championship subject to Play-Off) Divisions 3B to 10B Side finishing 1st promoted 2 divisions, Side finishing 2nd promoted 1 division Regional Division A Side finishing 1st promoted to Division 10B Regional Divisions B & C Top 2 sides promoted 1 division ii) Relegation will be on following basis: Premier, Championship & Division 1 Bottom 2 sides relegated 1 division, (9th place in Premier subject to Play-Off) Divisions 2A to 9B Side finishing 9th relegated 1 division, Side finishing 10th relegated 2 divisions Division 10A Side finishing 10th relegated 1 division, Side finishing 9th not relegated Division 10B,Regional Divisions A & B Sides finishing 9th & 10th relegated 1 division, (10B into Regional structure) All Agreed Saracens Hertfordshire Cricket League 2015 Changes to the Constitution (5) d) the Executive Committee shall have the discretion to vary the numbers promoted and relegated between the regional divisions depending on the number of clubs participating in those divisions. e)In all cases, if any of the clubs in a promotion place is deemed ineligible, due to the standard of facilities or for any other reason, only the club finishing in the next place below the promotion places may be considered for promotion. f)Those clubs eligible for promotion shall be promoted only if, their facilities are deemed acceptable by the Executive Committee. g) Where two or more clubs finish with the same aggregate of points, the club with the higher number of wins shall be placed higher in the league. If still equal, then the club with fewer losses shall be placed higher. If still equal, then the club with the higher scoring rate in completed matches, based on runs per wicket, shall be the higher. h) In the regional divisions the side finishing top will be the side that has the best average points score. That average shall be calculated by dividing the total number of points accumulated throughout the season by the number of games played. The number of games played shall not include games where an opponent has conceded a game or games against it but will include a game or games that it has conceded against its opposition. Where two or more sides finish with the same points the procedure in i) above shall apply. For the avoidance of doubt no points will be awarded for conceded matches in the Regional Divisions. All Agreed Saracens Hertfordshire Cricket League 2015 2014 Match Rule Changes to be ratified under rule 11d Saracens Hertfordshire Cricket League 2015 Permanent Adoption of Rule Changes a) b) In rule 7 after “innings” in line four add “ in all matches unless both captains agree to carry on with the old ball in accordance with the laws of cricket. Should the old ball be used then the side bowling second shall have the option of taking the new ball at any time up to the delivery of the first ball of the last 20 overs ” the remainder of that paragraph shall be deleted. In the Readers Trophy Rules in the first sentence after “in the current season” add “unless approval is given by the League Management Committee. This will normally be given when a bona fide club member is in full time education and the Committee is satisfied that it is not practical for the player to return to play for his/her club at weekends.” All Agreed Saracens Hertfordshire Cricket League 2015 Changes to Match Rules NB Under rule 11d of the Constitution, clubs will be voting to introduce changes to Match Rules on an experimental basis for one year. Such changes will then be put to next year's AGM for permanent adoption. Saracens Hertfordshire Cricket League 2015 Match Format Match Rules Divisions One and below (Proposed by Stevenage CC under 11 b) of the constitution) Half of the matches will be played using Format 1 (the existing match rules for these divisions –as amended by this AGM) and half of the matches will be played using Format 2. The scheduling of the different formats should mirror that of the Premier league and Championship. Please note that this proposal seeks to introduce the new playing format for half of the matches during the season and that the remaining match rules ( as amended by the AGM) will continue to apply to all matches in the divisions affected unless inconsistent with the Format 2 match rules. Format 1 - Win, Lose, Draw As per 2014 match rules subject to changes made at 2015 AGM Format 2 – Win, Lose (see hand-outs) Agreed Saracens Hertfordshire Cricket League 2015 Format 2 Points System The league tables will be produced on an aggregate points basis. Points will be awarded as follows: Win 30 points Tie 20 points Loss Bonus Points Draw Draws are not possible in this format of the game. Abandoned 10 points or bonus points, whichever is the greater. Batting Bonus Points Divisions 1-10b: 1 point for every 15 runs scored from 110 to 245 (i.e. a max of 10 points) Regional Divisions: 1 point for every 15 runs scored from 80 to 215 (i.e. a max of 10 points) Agreed Bowling Bonus Points All Divisions: 1 point for every wicket taken. If a team takes all the available wickets of a team playing with less than 11 players they shall receive 10 bowling bonus points. Except in the Regional Divisions if any side fails to fulfil a fixture, the opposing team shall be awarded the full 30 points available for that fixture. Any side which fails to fulfil a fixture shall additionally be deducted 10 points from its points total in the division in which it plays. Saracens Hertfordshire Cricket League 2015 Further proposed match rule changes Divisions 1 and below The changes to the divisional structure will necessitate changes to the numbering of the divisions referred to in the match rules as follows :Where ‘Divisions One to Twelve’ appear replace with ‘Divisions one and below’ Where ‘Divisions 11 & 12’ appear replace with ‘The Regional Divisions’ Where ‘Divisions 1 & 2’ appear replace with ‘Divisions 1- 2a’ Where ‘Divisions 1-3’ appears replace with ‘Divisions 1-3b’ Where ‘Divisions 1-6’ appears replace with ‘Divisions 1-6b’ Where ‘Division 2’ appears replace with ‘Division 2b’ Where ‘Divisions 3 to 6’ appears replace with ‘Divisions 3a-6b’ and Where ‘Divisions 10-12’ appears replace with ’10a,10b and the Regional Divisions’ All Agreed Saracens Hertfordshire Cricket League 2015 Match Rule 4 – Number of Players Both teams are required to field a minimum of 8 players during both innings to constitute a league match. In matches where panel umpires are appointed the panel umpires shall decide on the start of the game or a concession should there be fewer than 8 players present at the start time. In all other matches where both captains agree, a match may start, even though the batting side has less than 8 players at the ground, providing the missing players, whose names must be on the team sheet, are expected to arrive. Any team unable to field a minimum of 8 players shall be deemed not to have fulfilled the fixture. Any delay to the start of the match arising from this rule shall result in a reduction of overs calculated in the same way as match rule 2i) while also subject to the minimum overs requirement of rule 2ii). There will be a general ‘allowance’ that games may start up to 15 minutes after the scheduled start time without agreement to take account of traffic or similar problems and to get a full game in those circumstances.’ Agreed Saracens Hertfordshire Cricket League 2015 Match Rule 8 – Umpires and Scorers Sub-clause e) of match rule 8 shall be deleted and replaced with ‘In divisions 1-2b each club is required to register with the League a minimum of one scorer who has • attended and passed the ACO scorer’s training course level one or equivalent or • Received dispensation from the League on the grounds that the club has a long-standing and experienced scorer. A League sub-committee will agree any dispensation on this basis Failure to provided a competent scorer for the duration of matches in Divisions 1-2b will result in a 5 point penalty’ Note this rule will also apply to the Premier and Championship divisions and shall be added at the beginning of match rule 3 with the exception of the last paragraph. Agreed Saracens Hertfordshire Cricket League 2015 New Match Rules 11 & 12 A new rule11 shall be added as follows: ‘In Divisions 1-10b no bowler shall bowl more than 15 overs in any innings and in the Regional divisions this shall be reduced to 13 overs.’ A new rule 12 shall be added as follows: ‘No visiting team shall be charged by the home team more than £40.00 for teas.’ All Agreed Saracens Hertfordshire Cricket League 2015 Changes to Match Rules for Premier Division and Championship The Premier Divisions Sub-committee has control over the rules for the top two division. The following rule changes are detailed here for information only and no vote is required Saracens Hertfordshire Cricket League 2015 Hours of Play ‘Timed’ Matches: Start: 11.30am Lunch Interval: 1.30pm to 2.00pm Tea Interval: 4.50pm to 5.10pm Last Hour: The later of 6.00pm or when 17 overs remain to be bowled in the match Close of Play: The later of 7.00pm or when a minimum of 17 overs have been bowled in the Last Hour 50-Over Matches: Start: 11.30am Tea Interval: 2.45pm to 3.15pm Close of Play: 7.00pm Latest time for starting a minimum 20-over match: 3.30pm Saracens Hertfordshire Cricket League 2015 Bonus Points and Play-Off Venue Bonus points - ‘Timed’ Matches: Batting points: 125, 175, 225, 275, 300 (maximum 5 points) Bowling points unchanged (maximum 5) Winning draw: increased from 5 points to 6 points Losing draw remains at 2 points Bonus points - 50-Over Matches: Batting points: 125-150-175-200-225-250-275 (maximum 7 points) Bowling points unchanged (maximum 7 points) Venue for Play-Off Final The Final will be played at the ground of the highest placed Finalist unless the League Committee arranges a neutral venue.
