Growth in the hydro power sector in the country has been slow over the past few years. Only 1,000 MW of capacity was added in 2013-14, while
just 300 MW has been added in the first six months of the current fiscal. Given the challenges being faced by coal-based generation in the country,
hydro power could have provided an attractive alternative, but has failed to do so.
z
A key issue responsible for the slowdown in the sector is project delays. The key causes for the delays include unduly long timelines for securing
environmental and forest clearances, poor geology at project sites, contractual complications, difficulties in land acquisition, resettlement and
rehabilitation (R&R) issues, inclement weather conditions and infrastructural bottlenecks.

Construction in the Himalayas has always been a key challenge for hydro power developers due to the poor strata involved. The development of new
techniques and the availability of modern and efficient equipment have made a difference and helped address the challenges to some extent.
Geotechnical investigations play a critical role in reducing the risk during project execution.
z
Tunnelling technology has also evolved with the adoption of tunnel boring machines (TBMs) in many projects. Other techniques that make tunnel
boring faster and safer are also being used by hydro power project developers.
z
Environmental issues are among the biggest challenges facing the sector. Hydro projects have been held responsible for causing the large-scale
devastation in Uttarakhand, which led to a blanket ban on projects in the state. There is a need for the key stakeholders to identify ways for sustainable
hydro power development.
z
Due to the very nature of hydro power projects, contractual disputes are common. Changes in scope, cost escalations, delays in approvals, and the
lack of risk allocation between the developer and the contractor are among the key reasons for such issues.
z
The government has been considering options to promote hydro power. The Ministry of Power recently announced that a fund could be set up for
hydro power financing. Steps like the establishment of an online forest clearance portal, easing of lending norms to facilitate financing of
infrastructure projects and increasing the budgetary allocation for the sector are also positive moves.
z
Cross-border opportunities have increased after the signing of a memorandum of understanding (MoU) by India and Bhutan. Agreements were also
finalised between the Indian and Nepalese governments for the sale of power as well as for Indian cooperation in generation and production of
hydroelectricity in Nepal.
z
