OPENING SESSION, Monday, 17 November
The Preparatory Segment was opened by Co-Chair Patrick McInerney
(Australia). Ségolène Royal, Minister of Ecology, Sustainable Development
and Energy, France, stressed the importance of the MLF to the Protocolʼs
success, and pledged Franceʼs support for its replenishment. She urged
forming a contact group to discuss the modalities of addressing HFCs under
the Protocol, suggesting that an agreement on HFCs at MOP27 could contribute to the success of UNFCCC
COP21 in Paris in 2015. Read more
Highlighting the MP as a “shining example of multilateralism,” Achim Steiner, UNEP Executive Director,
emphasized the need for: a strong global partnership; patience to see “the positive results of our actions” as it
takes time for planetary systems to recover; and taking into account decisions that bring results later in

2. Ministerial Roundtable Discussion to Focus on Challenges under the Montreal
Protocol
A ministerial roundtable will be held on 21 November from 10.00 to 11.30 a.m. under agenda item 5 of the
joint 10th Conference of the Parties to the Vienna Convention and 26th Meeting of the Parties to the Montreal
Protocol to discuss issues that constitute the main challenges to be addressed by countries in the coming decade
in the context of the Montreal Protocol.
The objective of the ministerial roundtable discussion is to enable an open and engaging dialogue to enhance
the focus on the key aspects of statements by heads of delegations. The roundtable will include discussants
from a number of parties, a moderator and a rapporteur.
Ms. Sanjaasuren Oyun, Minister of Environment of Mongolia and President of the United Nations Environment
Assembly, will deliver brief opening remarks focusing on the achievements of the Montreal Protocol to date.
She will also serve as the moderator of the roundtable discussion. Mr. Fernando Lugris, Ambassador and
Deputy Director-General of the Ministry of Foreign Affairs of Uruguay, President of the Committee of the
Whole of the United Nations Environment Assembly, will serve as rapporteur.
Discussants from Argentina, Bahrain, Ethiopia, European Union, Norway and United States of America have
been identified on the basis of equitable geographical representation. They will each deliver a three-minute
observation on the issues that they believe constitute the main challenges in the context of the Montreal
Protocol.
Following their observations, the moderator will invite participants from the floor to contribute in the ensuing
interactive discussion. At the end of the roundtable discussion, the rapporteur will present a summary of the
main discussion points that will form part of the report of the meeting of the Parties.

3. Benefits of Addressing HFCs under the Montreal Protocol
The United States, Canada, and Mexico have proposed an amendment to the Montreal Protocol
to phase down production and consumption of hydrofluorocarbons (HFCs) and control byproduct
emissions. The proposal includes binding reduction targets for all countries, and provides access
to financial support and extended phasedown time to developing countries.
HFC use and emissions are rapidly increasing as a result of the phaseout of ozone-depleting
substances (ODS) and growing global demand for air conditioning and refrigeration. Although
safe for the ozone layer, the continued emissions of HFCs – primarily as alternatives to ODS and
also from the byproduct emissions of HFC-23 from the continued production of
hydrochlorofluorocarbon (HCFC)-22 – will have an immediate and significant effect on the
Earth’s climate system. Without further controls, it is predicted that HFC emissions could partially negate the
climate benefits achieved under the Montreal Protocol. The proposal calls for a gradual phasedown of HFCs to
allow for early transition in sectors where we have alternatives, and gives more time and incentive for
innovation to deploy alternatives in other areas. Some niche areas may never transition, which is why the
phasedown ends at 15% of allowable use of HFCs relative to an established baseline.
Adoption of the HFC amendment would produce environmental benefits of more than 90 gigatons of carbon
dioxide equivalent (CO2eq) cumulatively by 2050. To provide some context, current global climate emissions
from all sources are about 45 gigatons CO2eq annually. The proposed Amendment builds on the success of the
Montreal Protocol, relies on the strength of its institutions, and realizes climate benefits in both the near and
long-term. Table ES-1 displays the projected benefits from the Amendment at various intervals to 2050.
The 40-year (i.e., through 2054) benefits from the amendment are between 100,100 –125,400 MMT CO2eq of
consumption reductions; combined with byproduct controls emissions reductions of 15,700 MMT CO2eq,
equate to a total of 115,800 – 141,100 MMT CO2eq cumulative HFC reductions.

4. U.S.-China Joint Announcement on Climate Change

5. 73rd Meeting of the Executive Committee, Paris, 9-13 November 2014
The 73rd meeting of the Executive Committee of the Multilateral Fund took place from 7 to 13 November in
Paris the week prior to the Montreal Protocol meetings including the 26th Meeting of the Parties.
The final report of the meeting containing the 75 decisions taken by the Committee is available as document
UNEP/OzL.Pro/ExCom/73/62 on the Multilateral Fund’s web site.
The Executive Committee approved a total of US $68,784,379 including support costs for agencies for phaseout projects and activities in 62 Article 5 countries.

6. Ozone Layer on Track to Recovery

9. A New Phase for Countering Ozone Depleting
Substances
THE SECOND PHASE OF THE “ANTI-SMUGGLING ODS PROGRAM” WAS LAUNCHED ON NOVEMBER 5th
IN URUMQI
To counter the smuggling of Ozone Depleting Substances (ODS), the
second phase of the “Anti-smuggling ODS program” was launched on
November 5th in Urumqi, Xinjiang, as part of the expanded effort to
complement China’s promise towards fulfilling their Montreal
Protocol commitments. The UNDP China Assistant Country Director
Carsten Germer witnessed the official launch of this project, along
with representatives from FECO and the General Administration of Customs (GAC).
ODS such as HCFC (Hydrochlorofluorocarbons) and CFC (chlorofluorocarbons) contain elements like
chlorine and bromine, which cause the thinning of the ozone layer when they react with the stratospheric
ozone. Continued ozone layer depletion could have negative impacts on human health as well as ecosystems
since the ultraviolet radiation would damage the human immune system and increase the risk of skin cancer,
deplete the numbers of small organisms in the sea and thence negatively affect the whole marine food chain.
“Since China ratified the Montreal Protocol (on substances that deplete the ozone layer), China has made
great achievements in compliance to the Protocol.” Mr. Germer stated. China has achieved the goal of
completely phasing-out CFC usage two years ahead of the deadline and had committed to accelerating
phase-out of HCFCs in the 19th meeting of Montreal Protocol parties. By 2013, China had already
successfully met the target of freezing HCFC consumption and is expected to reduce a further 10 percent of
its consumptions by 2015.
Despite the Montreal Protocol’s successes in tackling ozone layer depletion, the architects of the protocol,
which designed the phase-out system by incorporating different schedules between developed and
developing countries, had inadvertently created conditions for a black market in ODS. China, as the biggest
developing country in terms of ODS origin, is facing an urgent need to tackle this illegal ODS trade.
“UNDP, as the leading agency for the Stage I and Stage II consumption sectors HCFCs Phase-out
Programme, is fully supporting China to strengthen the ODS anti-smuggling program, as well as the
cooperation between MEP and GAC in the field of ODS anti-smuggling.” Mr. Germer said. In the first phase
of the ODS anti-smuggling program, four customs offices had been funded to receive training in identifying
ODS smuggling as well as upgrade to technical detecting devices, resulting in 14 cases of illegal trades
being discovered by the customs offices. The second phase of the project will be expanded to all 11 regional
customs offices in China.
“In order to crack down on ODS smuggling in China, the cooperation between the Ministry of Environment
and the General Administration of Customs is very important.” Mr. Germer said, “This is of great
significance to China, as well as to other countries, and also reflects China’s commitment and position on the
Montreal Protocol.”

10. How Refrigerants Can Deliver $10 Billion a Year in
Savings
President of the Australian Refrigeration Association Tim Edwards believes the
Australian property sector can reduce energy use by between 60 and 70 per cent
and achieve savings in the order of $10 billion a year…

13. Canada to Align with the US on Limiting the Use of HFCS
Like the US, Canada is proposing rules to cut down on the use of HFC refrigerants with
high global warming potentials.
Canadian Minister for the Environment, Leona Aglukkaq, outlined in her UN Climate
Summit speech that the government plans to reduce emissions of HFCs and to publish a
Notice of Intent to regulate these climate-changing gases, in-line with similar proposals
published by the US Environment Protection Agency (EPA) under the Significant New
Alternative Policy (SNAP) program…

14. Cabinet Ratifies Draft Law on Regulating OzoneDepleting Substances in GCC
The weekly Cabinet meeting, presided over by HE the Prime Minister and Interior
Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani, yesterday ratified a draft
law on regulating ozone-depleting substances in the GCC [Gulf Cooperation
Council]. The bill comprises regulations related to the authority of the Environment
Ministry’s Prevention Department to annually set for importers a certain quota of
any controlled substance. It also includes grievance procedures against the quota,
setting the fees through a decision of the minister of environment, granting judicial policing rights, and
sanctions…

Flammable Refrigerants Safety Guide, AIRAH - Many of the refrigerants
traditionally used in refrigeration and air conditioning systems in Australia
have been non-flammable, non-toxic, synthetic greenhouse gases (SGGs) that

AIRAH’s Graduate Training Program on Track for 2015 Launch – The training program will cover
