BID INSTRUCTIONS & INFORMATION
TENDER NUMBER: SR-24-I-14
1.
The NSLC Policy is to ensure that all firms interested in becoming
government suppliers shall be given equitable access to contract
opportunities, except that consideration may be shown to Atlantic Provinces
suppliers, manufacturers and contractors whenever practical and
economically feasible to do so, consistent with the Atlantic Procurement
Agreement.

Tender quote responses must be delivered in a sealed envelope, or package
or faxed to the Nova Scotia Liquor Corporation prior to tender closing date
Thursday, September 4, 2014 at 2:00 pm ADT. Late quotes received
after closing date will be disqualified from competition and returned to the
bidder. Our fax machine activity record will govern the receiving date and
time.

Bidders are urged to reply to specific sections of the quote in the manner
requested, i.e.
a) The terms are FOB NSLC Warehouse, price quote per case will
include all costs for delivery from vendor’s warehouse in France to the
NSLC warehouse located at 93 Chain Lake Drive, Halifax, N.S. B3S 1A3
b) Price, excluding H.S.T., to be quoted in Canadian Dollars and
should be an amount per case.

c) Insurance is required on all shipments and should be included in the
case price.
d) Measurements of the cases: weight, height, width, and length are
subject to change by the vendor from what is quoted on the spec
sheet. The number of cases per tier, per layer, and per pallet are also
subject to change by the vendor.
e) Orders should be consolidated and transported as one shipment;
however, goods must arrive by the date as specified in the RFQ.
The NSLC will consider air freight of the orders to Montreal and then
movement by road to the NSLC Distribution Center in Halifax.
However, the goods must arrive at the NSLC Distribution Center by
Friday, November 7, 2014.
The absolute deadline for delivery to the NSLC Distribution Center,
with all correct manifests, bill of ladings and relevant paperwork is
10:00 a.m. on Monday, November 10, 2014.
An appointment for delivery to the NSLC Distribution Center must be
made in advance.
All goods must be protected from frost.
f) Previous experience with consolidation and shipment via Air Freight
of beverage alcohol from overseas countries to the NSLC is required.
g) Any and all damages and shortages of product will be deducted
from the freight forwarders account at the duty paid landed cost.
There will be no consideration of a deductible amount.

All bids submitted must identify and comply with the specifications requested
unless the Nova Scotia Liquor Corporation specifically requests an equivalent
or alternative.
6.
Notification of the successful bidder will be faxed to all suppliers immediately
after the tender is awarded.
7.
All bid submissions are subject to evaluation after opening and before award
of contract. Bids may be evaluated not only on the submitted price but also
on quality of goods, delivery, availability of supply, parts, servicing and the
capacity of the bidder to meet the requirements of the procurement in
accordance with the criteria stated in the bid request documents. On request,
unsuccessful bidders are entitled to receive an explanation and a debriefing
on their bid submission.
All buying activity will attempt to seek out best
value, which maximizes the effectiveness and profitability to the Corporation.

8.
The Corporation is not obliged to award lowest bid and reserves the right to
re-address the requirement, should there be reasonable doubt that prices
received are not competitive. The NSLC reserves the right to reject any or all
bids. This tender implies no obligation on the NSLC to accept this bid or any
bid submitted and has the right to cancel this tender if required.
9.
The NSLC reserves the right at any time, with 30 days advance written
notice, to cancel the contract with the successful proponent without giving
specific reason.
10.
All contracts resulting from this tender will be governed under the laws of
Nova Scotia.
11.
Bidder should ensure that all calculations and totals are correct. If any
discrepancies/errors are noted in the evaluation process, the unit price
quoted will prevail.
12.
Additional requirements may be needed at a later date. Bidders are required
to specify the length of time their price will be guaranteed.
13.
Submission of bids by FAX is permitted.
14.
Changes/Amendments to Bid Submissions will be accepted by fax provided
they are properly identified by company name, control number and due date.
Faxes must be addressed to the attention of the Manager – Procurement and
Tendering, at (902) 450-6007, before the closing date and time. Our fax
machine activity record will govern the receiving date and time. Amendment
is to identify change in price only, not revealing the amount of the original
bid submitted.
15.
Bid Evaluation Criteria:
1. Pass/Fail: Meet delivery date and time of no later than Friday,
November 7, 2014 @ 8:00 PM to the NSLC OR as soon as released by
French authorities for pick-up at the vendors locations and delivery to the
Nova Scotia Liquor Corporation Distribution Centre, Halifax, Nova Scotia,
Canada B3S 1A3. The absolute deadline for delivery to the NSLC
Distribution Center with all correct manifests, bill of ladings and relevant
paperwork being 10:00 a.m. on Monday, November 10, 2014.
2. Experience with successful communications, pickup, and delivery of liquor
products from overseas countries to the NSLC Distribution Center. 25%
