The mission of the Green Climate Fund is to expand collective human action to respond to climate change — the
defining challenge of our time. Jointly established by 194 Member States of the United Nations in 2010, GCF invests
in transformational projects that build low-emission and climate-resilient economies in developing countries. The
Fund will serve as an enabler of the Paris Agreement on Climate Change, channelling significant financial resources
to developing countries to make an ambitious contribution to global climate action.
To realize this unprecedented mission, GCF is expanding its workforce. It is seeking a Risk Policy and Procedure
Specialist who will be part of a growing organization that offers exciting challenges and responsibilities.
Position description
The Risk Policy and Procedure Specialist will play a key role in the Office of Risk Management as the owner, and
person in charge of implementing, maintaining and enforcing GCF’s risk policies, procedures and risk appetite
statement. S/he will work with other teams across the Fund to craft and shape policies, procedures and risk appetite
statement in order to protect the Fund's reputation and brand. S/he will be responsible for maintaining other
supporting documents for risk policy related to financial risks. S/he is the owner of annual risk self-assessment
covering market, credit, compliance and ALM risks as well as procedures that legitimize process flow around funding
proposals in the Fund. The Risk Policy and Procedure Specialist will be a key contributor to establishing the evolving
risk culture of the Fund.
Duties and responsibilities
The Risk Policy and Procedure Specialist will be responsible for:





Regular review and update of all risk policy and procedure documents related to financial risks;
Assessment of process implementation of limits, guidelines, credit assessments, tools etc;
Development and maintenance of financial risk processes for defining mitigating actions and monitoring
their implementation;
Establishment and implementation of escalation mechanisms;



Monitoring of external indicators and market developments;
Identification and treatment of emerging financial risks;
Value-added commentary to financial risk reporting regarding risk processes and risk compliance;
Internal control function

In partnership with Compliance and Audit Officers, produce and maintain related policies and provide
assistance with the design of compliance monitoring, event reporting systems, training etc.;
Required experience and qualifications
Education (minimum requirement)

Master's degree in business, finance, economics, policy etc. from a respected institution. CFA / PRM / FRM /
CIA or other Professional Designation would be a plus
Relevant work experience (minimum requirement)

A minimum of 9 years of relevant professional experience in a financial services institution, with a
minimum of 5 years in a global financial institution and crafting policies and procedures that affect
transactions in different asset classes (credit, debt, equities, guarantees, derivatives and grants)
Skills (i.e. technical skills)






Experience in writing policies in financial institutions
Exceptional financial skills, with strong written and verbal skills and ability to work in multi-cultural
environments and strong political sensitivity
Experience with credit, debt, and equity transactions
Experience with policies governing cross-border exposure into developing markets
Experience with dealing with regulators and managing governance issues
Exposure to international funds or other multilateral financial institutions is a plus
Language requirements

Fluency in English is essential and knowledge of another United Nations language is an advantage.
