貸切(観光)バスの路上混雑緩和に向けた
マナーアップキャンペーンについて
日本を訪れる外国人旅行者数は、昨年1973万人に達しました。また、今年も順調な伸びを
示しており、2020年のオリンピック・パラリンピック東京大会に向けて、更なる増加が見込
まれます。
それに伴いまして、都内の商業地・観光地では、貸切(観光)バスの路上混雑による交通渋滞や
アイドリングによる環境汚染などの社会問題が発生しています。
そのような社会問題対策の一環として、下記のとおり「貸切(観光)バスの路上混雑緩和に向け
たマナーアップキャンペーン」を実施することといたしましたので、お知らせいたします。

1.キャンペーン期間
・平成28年9月21日(水)∼平成28年10月7日(金)
2.キャンペーン実施エリア(東京都内)
・中央区銀座エリア、千代田区秋葉原エリア、台東区浅草エリア、新宿区新宿エリア
3. キャンペーン参加団体
国土交通省関東運輸局、関東地方整備局、東京都、警視庁交通部、(一社)日
本旅行業協会、(一社)全国旅行業協会、(公社)日本バス協会、(一社)東
京バス協会、日本百貨店協会、全国免税店協会、(一社)アジアインバウンド
観光振興会、千代田区、中央区、新宿区、台東区
4.キャンペーン概要
・都内の上記4箇所において、マナーアップキャンペーンパンフレット(別添参照)
を活用して、ツアー添乗員や貸切バス運転手等に対し、貸切(観光)バスの路上
混雑緩和に資するマナーを啓発する。
なお、以下の日程については、関係者によるパンフレットの街頭配布を予定。

To those involved in tourism
Almost 20 million foreign tourists visited Japan last year - the total continues to increase steadily and
is expected to grow even further in the run-up to the 2020 Tokyo Olympics and Paralympics.
This is leading to social problems in commercial areas and tourist spots in Tokyo, such as traffic
jams due to congestion involving chartered (sightseeing) buses on the roads and environmental
pollution due to idling, etc.
The relevant parties must tackle these problems through cooperation. We would also like those
involved in the tourist industry to reaffirm their efforts to uphold manners for all bus-related travels.

- Manners and compliance of chartered sightseeing buses 1. Securing a parking lot during your tour route
Please proceed on your tour route after securing parking lots in the respective sightseeing spots, etc.
Please refer to parking lot information applicable for large-sized sightseeing buses.
2. Compliance with Road Traffic Law requested for chartered (sightseeing)
bus operators
Loading and unloading of passengers at or near intersections and on pedestrian crossings is prohibited.
Even with a driver on board, parking for an extended period is illegal.
3. When loading and unloading passengers on the road, we request that
you expedite the process and allocate buses at the time when all the
passengers are collected.
When passengers board a bus on a road, parking for an extended period results in road congestion.
Accordingly: Allocate buses when all passengers have been collected.
Reducing the time needed to load and unload passengers helps alleviate road congestion.
Please remind all tour conductors and drivers of this point.
