Der Vorsitz teilt Folgendes mit:

Sitzung des ENVI-Ausschusses: Die Nachmittagssitzung am Donnerstag,
16. Juni, entfällt.

Feierliche EMAS-Unterzeichnung: Alle Ausschussmitglieder sind eingeladen,
an der am 21. Juni um 15.00 Uhr stattfindenden feierlichen Unterzeichnung der
EMAS-Politik des Europäischen Parlaments für 2016 durch Präsident Martin
Schulz und Generalsekretär Klaus Welle teilzunehmen.

Dolmetschangebot: Das Dolmetschangebot entspricht dem
Standardsprachenprofil des Ausschusses: Es stehen Dolmetscher für 21 Sprachen

Mitteilungen des Vorsitzes zu den Empfehlungen der Koordinatoren vom
24. Mai und 7. Juni 2016
Der Vorsitz teilt den Ausschussmitgliedern mit, dass die Empfehlungen der
Koordinatoren elektronisch verteilt wurden. Da keine Einwände erhoben wurden,
gelten sie als genehmigt (siehe Anlage II).

2.1 Main items discussed at last CCC meeting
Exchange of views with Mr Panzeri on the cooperation between committees and
interparliamentary delegations
Mr Panzeri illustrated his views on the cooperation between committees and
interparliamentary delegations, that he would like to see strengthened with regular
information provided by the delegations to committees on the outcome of missions in their
areas of responsibility.
Exchange of views with Mr Dombrovskis, VP of the Commission responsible for the Euro
and Social Dialogue
The exchange of views focused most of all on the European Semester. The ENVI Chair raised
the issues put forward by the ENVI Committee in its opinion, namely the inclusion of the

circular economy in the European Semester, but the Commissioner maintained that the
Semester should focus on a very limited number of priorities.
2.2 Joint exchange of views ENVI/INTA/DEVE with the Commission on FLEGT and
Timber regulation
A joint ENVI-INTA-DEVE debate will be held on 16 June at 9.00 on the FLEGT Action Plan
Evaluation and the implementation of the Timber Regulation.
2.3 EMAS signature ceremony
Following the approval by the Bureau, at its last meeting, of the Parliament's environmental
policy, the formal EMAS signature ceremony with the participation of the EP President and
Secretary-General will take place in one of the next ENVI Committee meetings.
2.4 Delegations
The Chair reminded that the deadline for communicating names of participating Members in a
number of delegations had been fixed for this week. He also reminded that a delegation which
does not include at least one non-national from the Member States of destination cannot be
considered as having a strong enough European dimension.
2.5 Objection on Health Claims
The Chair informed that an objection was received by Ms Willmott to an RPS measure that
authorises health claims on caffeine.

The draft agenda was adopted in the form shown in these minutes.
2. CHAIR’S ANNOUNCEMENTS
2.1 Fertilisers
On the conflict of competence on the fertilisers regulation, there were some informal contacts
with IMCO and AGRI. AGRI has asked that the matter be referred to the Conference of
Presidents for decision.
A detailed proposal for ENVI exclusive and shared competences will be circulated in written
procedure to coordinators.
3. DECISIONS ON URGENT MATTERS
3.1
Follow-up to the Circular Economy Action Plan

The following actions were decided:
A. Requests to be addressed to the Commission

1. letter to VP Timmermans requesting that the Commission drafts an annual report
on the implementation of the Action Plan to be transmitted to the EP and Council;
2. to VP Timmermans and VP Katainen: to hold a regular exchange of views on the
implementation of the Action Plan (every 6 months with either of the VPs)
B. INI reports
1. Initiative on resource efficiency: reducing food wastage, improving food safety
C. Workshops
1. Supporting the market for secondary raw materials (to be organised jointly with
ITRE and IMCO in December 2016)
2. EU action to combat marine litter (including retroactive measures, i.e. clean-up) (to
be organised in early 2017)
3. Analysis on how to reduce chemicals of concerns in products for a non-toxic
environment (to be organised in early 2017)

To seek the authorisation for an own-initiative report on Palm oil and
deforestation of rainforests.

Decision taken:
To send a letter on behalf of the ENVI Committee to Commissioner
Andriukaitis (and Vice-President Timmermans in cc). A revised
draft will be prepared by the secretariat and circulated to
coordinators.
