WELCOME to REAL CORP 2016, the 21st International Conference on Urban
Planning, Regional Development, Information Society and Urban, Transport,
and Environmental Technologies!
Smart cities go hand in hand with evolvement and improvement of digital
technology. They are a post-industrial reaction to the economic, social and political changes and challenges the world has been facing throughout the last decade – like the demographic change, the financial crisis or scarcity of resources.

In cities there are plenty of players with very different tasks and interests.
Many of them are trying to own the term „Smart city“. It is somehow fascinating
to compare the different interpretations of this label – from a geographic point
of view (for example in Europe, USA, China, ...), through its perspective (humans
and quality of life or technology and efficieny as centre point?), or generally
from an economic position (potential savings on the one hand, rapidly growing
business field on the other hand) and via approaches to standardisation of the
city and its services.
There are lots of methods to achieve smartness, and there are lots of approaches to define proper smart indicators that tell us something about the
smartness of a city. What are their advantages or disadvantages, which approach may claim to be the right one – and
why? What can the planning community do to benefit from smart technologies developments while creating the cities for
today‘s and following generations? During the international conference REAL CORP 2016 some 250 experts coming from
50 countries all over the world are exchanging their knowledge and discussing how to become and stay a Smart City..
What are the most important key factors of Smart Cities: energy, mobility, logistics, housing, security? Which role do other
parts play, like environment, disaster management, leisure, research and development? These fields of expertise will be
the leading topics of REAL CORP 2016 under the motto “Smart Me Up!”. The proceedings comprise about 1,000 pages of
hand-picked and mainly double-stage peer reviewed knowledge for planners and for cities.
More than 100 expert presentations and keynote speeches, workshops on different topics as well as excursions to historic
and future development sites of Hamburg complete the programme of this year’s conference.
What makes REAL CORP unique is the interdisciplinary and highly international approach of our partners, speakers and
participants. Welcome to three days of world-wide networking, sharing of thoughts and development of project ideas in
the wonderful Free and Hanseatic City of Hamburg.

on urban and transport planning. His fields of specialisation are urban planning and spatial development in information and
knowledge society, mobility and transport planning, international urban development, urban, transport and environmental
technologies, GIS and planning technologies. He is organiser of the annual international CORP conferences since foundation in 1996. He
has been Vice President Events & Treasurer ISOCARP (International Society of City and Regional Planners) and Deputy President AGEO

Öffentliche Verkehrsmanagementstrategien und private Mobilitätsservices: Lösungsinseln in Konkurrenz oder
Synergien durch Kollaboration?
Um Verkehrsmanagementstrategien der öffentlichen Hand erfolgreich in privatwirtschaftliche Mobilitätsservices einzubinden, sind Kooperationen zwischen den beteiligten Akteuren erforderlich. Nur durch die Vereinbarung von standardisierten Schnittstellen, Formaten und Prozessen funktioniert der Datenaustausch zwischen den zuständigen Verkehrsbehörden,
den Kontrollzentren der Straßenverwaltungen und den privaten Anbietern von Informationsservices. Dieses Ziel verfolgt
die Plattform Traffic Management 2.0 unter der Leitung von ERTICO, die NUR in der KOOPERATION zwischen den zentralen Akteuren – Politik, Verwaltung, Mobilitätsdienstleister und Diensteanbieter – eine Lösung der verkehrlichen Probleme in
Städten sehen. Zentral ist dabei ein Ausgleich zwischen den unterschiedlichen Prioritäten, Rollen und Verantwortlichkeiten
der Akteure.
In diesem Kontext werden im Workshop zunächst Lösungsbausteine vorgestellt, die in den Bereichen Informationslogik
und verkehrliche Logik, Verhaltensincentivierung und Kooperation über den State-of-the-art hinausgehen. Anhand von
praktischen Beispielen aus unterschiedlichen Städten und Regionen können die Einsatzmöglichkeiten sowie die Wirkung
dieser Ansätze gezeigt werden, mit der die Rückkoppelung zwischen der Systemwelt von Politik und Verwaltung mit der
Lebenswelt der Bürger verbessert werden kann. Da technologische Lösungen nur Teillösungen darstellen werden auch die
notwendigen Rahmenbedingungen für eine erfolgreiche Einführung auf lokaler und regionaler Ebene diskutiert. Das wird
im Beitrag zur aktuellen Erarbeitung der IVS-Referenzarchitekturen in Deutschland gezeigt, womit die Verknüpfung von
regionalen Lösungen mit der nationalen und europäischen Ebene sichergestellt werden soll. Der Ausblick auf zukünftige
Mobilitätslabore, die als Living Lab die Lücke zwischen zwischen Forschungsinnovationen und Praxiseinsatz schliessen sollen, zeigt mögliche Ansätze zur laufenden Verbesserung von Mobilitätslösungen.
EmoCycling Workshop

Safety is one of the most important goods we have these days. When it comes
to traffic in our cities and the interactions between the different traffic participants it is especially the everyday cyclist whose need for safety is crucial. How
can you measure a good feeling or perceived safety? One possibility is to do
a survey for some specific routes through the cities. To get more detailed results
you invert the idea of safety. You measure unsafety by collecting negative
emotional experiences while cycling. But how is this done?
In this workshop,
participants
will
have the opportunity to measure their own stress while cycling through the streets
of Hamburg. The test lasts about 30 minutes. After collecting
the data on the first day, the datasets will be evaluated directly
so that the results can be visualised and discussed the following
days in a larger group of people. If you are interested in how
the datasets are analysed, we will explain it to you as well live.
Due to the manual effort to analyse the datasets the workshop
is limited to 15 participants. Rental bikes are provided by the
city of Hamburg.

Block 1 (09:30 – 11:00):
Planning Attractive and Sustainable Urban Areas: Public Transport, Travel Behaviour and Lifestyles
In this session, we would problematise the link between sustainable urban planning, the provision of infrastructures and
other sorts of built environment. Empirically, the preferences and mobility behaviour of individuals has been analysed, esp.
by a long-term case study of the Netherlands TOD (transport-oriented development). Finally, the related urban discourses,
paradigmatic changes in the planning sphere and the role of knowledge supporting this discourse, will be discussed.
Block 2 (11:30 – 13:00):
Urban Labs – Appropriate Approach for Smart City Development?
This session will discuss the concept of “urban living labs” and other temporary, soft modes of urban governance. It will
question the scope for experimentation and co-creation in urban planning as well as discuss the applicability of new methods (e.g. cultural probing) for planning and citizen participation. One key issue would be the extent to which such new
forms of inclusive soft urban governance can unfold agency and if they are absorbed by or even integrated into other
forms of urban planning and governance.

A Smart City integrates physical, digital and human systems to deliver a sustainable, prosperous and inclusive future for its citizens. Many of these innovative
solutions will be based on sophisticated information and communication technologies. However, technological complexity, as
well as the complexity
of the various sectorial
services involved within
a Smart City, require
holistic approaches with
an urban perspective.
This workshop will give
an overview about
ongoing research approaches in this field
funded by the European Union. This embraces projects regarding the topics of
Urban Data Management, Standardization, Decision Support and also Citizen‘s
involvement. Participants of this workshop will have the chance to join an broad,
open and active discussion in the regarding fields.

KEYNOTE SPEAKERS
M
atthias Kock was born 1956. After his law studies he start working for the environment
protection organisation Robin Wood in 1990. Two years later he became consultant of
Hamburg‘s data protection office, and since 1993 he has filled several positions in the
authority of urban development and environment of the city of Hamburg. In the year 2008 he was
appointed head of the housing branch in the department of housing, urban renewal and real estate
regulations. In 2011 he additionally became coordinator of the “Confederation of housing in Hamburg”. Since 17 April 2015 he has been State Secretary for the urban development and housing
branch of the department of urban development and environment, and since 1 July 2015 he is State
Secretary for Urban Development and Housing .

olette Maloney is Head of Unit Smart Cities and Sustainability unit at the European Commission‘s
Directorate-General for Communications Networks, Content and Technology. The unit is charged with developing policy around information and communications technology (ICT) contributions to smart cities, and resource efficiency, climate, transport and energy. It is also responsible
for research and development activities on ICT and sustainability including energy-efficient buildings
and cities, smart electricity grids, low-carbon transport and mobility, and efficient water management. From 2004-2008, she was Head of Unit Cognitive Systems and Robotics and was responsible
for building up a substantial R&D initiative in this domain. She has a BSc in Mathematics and Physics
and a PhD in Physics from Trinity College Dublin.

D
r Igor Calzada, MBA, is a researcher at COMPAS on the Programme for the Future of Cities
at Oxford University, working primarily on the European regional comparative dimension. He
also holds a lecturer position in Global Cities and Public Policy, Governance and Strategic
Change in Cities at the Institute for Future Cities at the University of Strathclyde in Glasgow (UK).
Recently, he was awarded the 2016 Visiting Research Fellowship at Vrije Universiteit Brussel where
he will be organising scientific exchange activities. He is an experienced and entrepreneurial academic with expertise in social innovation, smart cities and city-regions. His main research interests are
comparing social, technological, economic, democratic and political innovative processes in cities and
regions by paying special attention to cases and issues of regional and metropolitan devolution.

information and communication technologies, architecture, ecology, real estate, GIS and surveying, multimedia technologies and

between sustainable urban planning, the provision of

Empirically, the preferences and mobility behaviour of

This session will discuss the concept of “urban living
labs” and other temporary, soft modes of urban
governance. It will question the scope for
experimentation and co-creation in urban planning as
