Walk towards the Silver Pavilion in the direction of the mountains in the distance, where very shortly you'll fine a small koban (Police Box) on the left. Directly next to the koban is a small street, take that and immediately make the first right paralleling the canal. Walk for about a minute or so to the first left, where in the distance, you'll see a long stone staircase. Walk to that, and we're at the base, on the left, just up the small set of steps.
