Carinthia and ECSEL JU Join Forces and Combine Funding to Enhance Enterprise Innovation
in the Region
Klagenfurt, 16 September 2015 Research and innovation with a total value of several hundreds of
millions of euro will be supported in Carinthia through combining ESIF and H2020 funding to leverage
national, regional and private investments. Region of Carinthia and ECSEL Joint Undertaking today
signed a Memorandum of Understanding to this effect, with the objective to actively explore
synergies among the programmes and maximise their impact on jobs and growth in the region.
The new European rules allow for using different mechanisms, such as the European Structural and
Investment Funds (ESIF) and the Horizon 2020 programme, for supporting actions with synergistic
objectives. In addition, the ECSEL Joint Undertaking “for European Leadership" (ECSEL) receives
European funding through Horizon 2020 to leverage national, regional and public investments in
order to support innovation in electronic component and systems, the basis of the information and
communication technology.
Dr. Peter Kaiser, Governor of Carinthia, said: “The Region of Carinthia hosts leading organizations in
the ECSEL field of activity, and is now well positioned to take this collaboration to the next level,
enhancing its presence in the European context”. Dr. Gaby Schaunig, Vice Governor responsible for
Innovation and Research, said: “The closer collaboration with ECSEL will further increase our
contribution to European projects of strategic importance, maximising the impact of innovation
’made in Carinthia‘ on jobs and growth”. The regional Minister for SME and enterprises Christian
Benger underlined that “Carinthia pursues an active policy to strengthen enterprise competitiveness,
in particular for SMEs; innovative companies and research institution from our region now
experience the benefit of a coordinated public support”.
Dr. Andreas Wild, Executive Director of ECSEL JU, said: “Concepts like ’Industry 4.0‘ demonstrate that
technologies based on electronic components and systems become the engine for innovation and
growth in all areas. Collaborating with Carinthia, ECSEL confirms its capacity to bring together its
stakeholders, align strategies and enable considerable European investments for leading in the global
competition.”
Region of Carinthia and ECSEL JU will work together to identify synergistic objectives, coordinate or
synchronize actions, and develop mechanisms to minimise administrative burden.

About ECSEL JU
The “Electronic Components and Systems for European Leadership” (ECSEL) is a Joint Undertaking
under Art. 187 of the Treaty on the Functioning of the European Union; it is established by the
Council Regulation (EU) No 561/2014 that entered into power on 27 June 2014. It is a public-private
partnership contributing to the implementation of the European “Horizon 2020” programme. In the
period 2014-2020 ECSEL will engage up to 1.17 billion euro Union funding and combine it with at
least the same amount of national/regional funding to leverage about 5 billion euro R&D
investments in nanoelectronics, embedded and cyber-physical systems, and system integration
technologies. The R&D actors are represented by the associations AENEAS, ARTEMISIA and EPoSS.

Maximierung der Förderung von Innovationen in Unternehmen der Region

In Kärnten wird Forschung und Innovation in Höhe von mehreren hundert Millionen Euro durch eine
bessere Nutzung der Finanzierungsmöglichkeiten durch die ESIF und Horizon 2020 unterstützt. Dies
wird zusätzlich durch nationale, regionale und private Investitionen verstärkt. Heute unterzeichnen
das Land Kärnten und das “Electronic Components and Systems for European Leadership Joint
Undertaking“ (ECSEL JU) eine Absichtserklärung mit dem Ziel alle Synergien zwischen den EUProgrammen auszuschöpfen und dadurch die höchstmögliche positive Auswirkung auf Wirtschaft
und Wachstum in der Region zu erreichen. Die neuen europäischen Regeln im Bereich der ESIF und
Horizon 2020 ermöglichen die Ausschöpfung dieser Synergien. Weiterhin erhält ECSEL JU EU-Geld
durch das Programm Horizon 2020 und ermöglicht es durch nationale, regionale und private
Investitionen, Innovationen im Bereich elektronischer Komponenten und Systeme, welche die
Grundlage der Informations- und Kommunikationstechnologie bilden, zu finanzieren.
Landeshauptmann Dr. Peter Kaiser sagt: “Das Land Kärnten hat schon heute viele führende
Unternehmen im Bereich der Aktivitäten von ECSEL und ist daher sehr gut vorbereitet für den
nächsten Schritt der Kooperation, das heißt verstärkt auf europäischer Ebene Fuß zu fassen.“ Dr.
Gaby Schaunig, Landeshauptmann-Stellvertreterin und zuständig für Innovation und Forschung sagt:
„Die engere Kooperation mit ECSEL wird zu mehr europäischen Projekten von hoher strategischer
Bedeutung führen und damit durch innovative Projekte „made in Kärnten“ eine positive Auswirkung
auf Arbeitsplätze und Wachstum haben“. Der Wirtschaftslandesrat DI Landesrat Christian Benger,
unterstreicht, dass: „Kärnten alles unternimmt, um die Wettbewerbsfähigkeit von Unternehmen,
vor allem von KMUs, zu stärken; Innovative Unternehmen und Forschungseinrichtungen in Kärnten
können nun von den Vorteilen koordinierter öffentlicher Unterstützung profitieren.“
Dr. Andreas Wild, Exekutiv Direktor von ECSEL JU, sagt: “Konzepte wie „Industrie 4.0” zeigen, dass
Technologien, die auf elektronischen Komponenten und Systemen basieren, der Motor für
Innovation und Wachstum in allen Bereichen ist. Durch die Kooperation mit dem Land Kärnten zeigt
ECSEL wie wichtig es ist, Interessensgruppen zusammenzubringen, Strategien aufeinander
abzustimmen und bedeutende europäische Investitionen zu ermöglichen, um im globalen
Wettbewerb führend zu sein.“
Das Land Kärnten und ECSEL JU werden zusammenarbeiten, um gemeinsame Ziele zu erarbeiten,
gemeinsame Aktivitäten zu koordinieren und aufeinander abzustimmen sowie administrative
Hürden abzubauen.

Das “Electronic Components and Systems for European Leadership” (Elektronische Komponenten
und Systeme für Europas Führungsrolle) (ECSEL) ist ein gemeinsames Unternehmen nach Art. 187 des
Vertrags über die Arbeitsweise der Europäischen Union, das durch die Verordnung (EU)
Nr. 561/2014 des Rates gegründet wurde, die am 27. Juni 2014 in Kraft getreten ist. Es ist eine
öffentlich-private Partnerschaft, welche die Umsetzung des Forschungsprogramms Horizon 2020
unterstützt. In den Jahren 2014-2020 wird ECSEL bis zu 1, 17 Milliarden Euro an EU-Förderungen für
den EU Raum zur Verfügung stellen; diese sollen mit nationalen/regionalen Ko-Finanzierungen
kombiniert werden und dadurch insgesamt eine Hebelwirkung von 5 Milliarden Euro mit sich
bringen. Diese Summe soll in Forschung und Entwicklung vor allem in den Bereichen Nanoelektronik,
eingebettete und cyber-physische Systeme und Systemintegrationstechnologie investiert werden.
Die Forschungs- und Entwicklungsakteure werden von den Vereinigungen AENEAS, ARTEMISIA und
EPoSS repräsentiert.
