■ ご挨拶
わが国を取り巻く環境は、環太平洋経済連携協定（TPP）の大
筋合意や、国連気候変動枠組み条約第 21 回締約国会議（COP21）
でのパリ協定締結など、長らく停滞していた構造的な問題が解決に
向けて動き始めており、大きな転換期を迎えています。
依然、世界第 3 位の経済大国である我が国は、高い教育レベル
と技術力、素晴らしい観光資源や伝統文化を有しており、インバウ
ンド市場が大幅に拡大するなど諸外国から日本の良さが改めて高く
評価されています。舞台が整えられつつある今こそ、日本の経済界
が一丸となってデフレマインドから脱却し、自信をもって大きく飛
躍すべきときであります。
東京商工会議所は、日本経済がいまだ黎明期にあった 1878（明
治 11）年に、
「日本経済を隆盛に導かん」として、渋沢栄一翁（初
代会頭）ら当時の実業人によって設立されました。以来 130 年以
上にわたり、経営環境を左右する潮流変化を迎えるたびに、大企業
から中小企業までの商工業者の世論を集約した政策提言活動をはじ
め、企業の個々の経営課題に対応した経営支援活動や、地域に根差
したきめ細かな地域活性化策を展開し、活力ある東京の実現を図っ
てまいりました。
東京商工会議所は、「会員企業の繁栄」、「首都・東京の発展」
、
「わ
が国経済社会の発展」の 3 つのミッションを持っています。そし
てこの 3 つが同一方向を向いていることが極めて重要です。私は、
商工会議所の役割を「新たな日本再出発の礎を築く」にあると考え、
絶えざる進化による、さらなる飛躍の実現に向けて全力を尽くすこ
とを中期ビジョンとして策定しました。新たな再出発を果たして成
長を実現していくため、「わが国の強みと潜在力の再認識とその発
揮」
、
「民間の自助努力」、「成長につながる国際化」の 3 つの視点
を踏まえた上で、
「現場主義」と「双方向主義」を基本行動として
さらに活動を進めてまいります。
3 つのミッションの実現に向けて、首都・東京の牽引により、日
本再出発に向けた力強い一歩を踏み出すよう、大いなる気概と自信
と明るさを持ち、
「実行あるのみ」を合言葉に、皆さまと共に取り
■ A Message from the Chairman
Japan is reaching a major turning point. Structural problems
that have long persisted in the Asia region are beginning to
be solved, with developments like the broad agreement on
the Trans-Pacific Partnership (TPP) and the Paris Agreement
signed at the 2015 United Nations Climate Change Conference
(COP 21).
Japan is the third-largest economy in the world. With our
high levels of education and technology, our wonderful tourist
attractions, and our traditional culture, Japan is regarded highly
by countries all over and the inbound tourism market continues
to grow immensely. It is now, as the stage is being set, that
the Japanese business world must come together, defeat the
deflation mindset, and spring forward with confidence.
The Tokyo Chamber of Commerce and Industry (TCCI) was
established by a group of businessmen including Viscount
Eiichi Shibusawa (the 1st Chairman of TCCI) in 1878, when the
Japanese economy was still in its infancy. Their aim in doing
so was to “lead the economy to prosperity.” In the over 130
years since then, with each tide change that has impacted the
business environment, TCCI has engaged in business support
activities in response to the individual challenges that members
face, including making policy recommendations that represent
the views of businesses, from small and medium enterprises
to large corporations. It has also developed finely-tuned local
revitalization measures rooted in the community in pursuit of a
vigorous Tokyo.
TCCI has three missions: “the prosperity of member companies,”
“development of the Tokyo metropolis,” and “development of
the Japanese economy.” It is extremely important that these
three missions face in the same direction. Seeing TCCI’s role
from now on as one of “building the foundation for a fresh
start by Japan,” I have pledged to all our members that we
will exert every effort to achieve further advances through
tireless evolution. In order to achieve a fresh start and attain
growth, our basic tenets will be a “hands-on approach” and
an “interactive approach,” based on three perspectives:
“re-acknowledging and exerting Japan’s strengths and
latent power,” “self-help efforts by the private sector,” and
“globalization that leads to growth.”
We will address forward, propelled by the capital Tokyo, with
backbone, confidence, and optimism—with our motto of “action
is what counts”—toward achieving our three missions and,
together, toward a new start for Japan.

東京商工会議所は、7 万 7 千社を超える東京 23 区内の会員（商
工業者等）で構成される地域総合経済団体です。
1878（明治 11）年に、日本の資本主義の父・渋沢栄一初代会頭
のもと設立され、以来商工業の健全な発展と社会福祉の増進を目
的に、幅広い活動を展開しています。
1. 政策提言・要望活動
経済社会のあるべき姿を提示するとともに、企業が活力を維持し円滑
な経営が実現するよう、また、豊かで魅力あふれる地域社会を築くこと
ができるよう、会員企業の声を広く集め、政治や行政に対して政策提言・
要望活動を行います。
2. 経営支援活動
企業の経営改善と新たな成長に向けて、挑戦する企業をサポートしま
す。経営相談をはじめ、資金調達、販路開拓・PR、人材採用・育成、共済・
福利厚生、証明などの多彩なメニューを揃え、最適な方法で経営を支援
します。
3. 地域振興活動
東京には、地域ごとに特色ある地場産業や文化が集積しています。そ
の魅力やブランド価値を高め、地域の活力を強化するために、新たな地
域資源の発掘や観光事業の実施などさまざまな活動に取り組んでいま
す。
The Tokyo Chamber of Commerce and
Industry (TCCI) is a local comprehensive
economic organization comprising more
than 77,000 members in the Tokyo 23-ward
area.
Founded in 1878 by the 1st Chairman
Eiichi Shibusawa, the “father of Japanese
capitalism,” TCCI has since then engaged
in a wide range of activities designed to
promote social welfare and the healthy
development of commerce and industry.
1. Policy Recommendations and
Requests
TCCI broadly gathers the views of members to make
policy recommendations and requests to the government
and administrative agencies: striving to present ideal
directions for the socio-economy, ensuring member
companies maintain their vigor and achieve efficient
management, and creating rich and highly attractive local
communities.
2. Business Support
TCCI supports daring companies that take on the
challenges of improving their corporate management and
achieving new growth. We support business management
with a diverse menu of measures: management
consultation, financing arrangements, market development
and PR, recruitment and training, mutual aid and welfare
programs, and business certificates.
3. Community Development
In Tokyo, unique and newly uncovered industries and
cultures with local character can be found in each
respective part of the metropolis. TCCI undertakes various
activities designed to enhance their attraction and brand
value while further boosting local vitality, by identifying
new local resources, and promoting tourism.

■ 政策提言・要望活動
東京商工会議所は、将来の日本の方向性を左右する重要政策課題
について、他に先んじて意見集約・要望活動に取り組むとともに、
より長期的な視点から、経済社会のあるべき姿や企業経営の方向を
研究し、提言としてまとめています。
■ 主な成果（2014 〜 2015 年度）
・学生の就職活動開始時期について、会員大学との意見交換会を
実施し提言書を公表。商工会議所の意見の多くが採択
・ODA の基本原則等を定めた「開発協力大綱」に初めて中小企
業の役割が明記され、予算が大幅に拡充予定
・法人実効税率の引き下げ、機械・装置の固定資産税の減免措置
が初めて導入されるなど商工会議所の意見の多くが反映
・首都圏広域地方計画に東京の国際競争力と防災対策の強化を含
む意見が多く反映
・労働政策審議会で雇用保険法改正案について料率引き下げを要

TCCI makes policy recommendations with
respect to key policy issues that influence
the future direction of our nation by taking
the lead in representing members’ views and
research on a desirable socio-economy and
directions for corporate management from
longer-term perspectives.
■ Major Achievements (FY2014-2015)
・Submitted a list of proposals regarding the timing of the start of
the student recruitment season after a brainstorming session with
member universities. Most TCCI opinions were adopted.
・For the first time, the role of SMEs was spelled out in the
Development Cooperation Charter, which established the core
principles of ODA, and a plan was laid out for expanding the
budget.
・Many TCCI views were adopted: the effective corporate tax rate
was lowered, fixed asset taxes on machinery and equipment were
lowered or removed, and more.
・Many views on strengthening Tokyo’s international
competitiveness and disaster preparedness measures came to be
reflected in Tokyo’s Capital Region Plan.
・At the Labour Policy Council, TCCI demanded lowered rates in a
bill to amend the Employment Insurance Act.

の改善を図るために、多国間・二国間の国際経済会議の開催や各国
要人との対話を行うなど積極的な民間経済外交を推進しています。
近年は、中小企業が加速する経済のグローバル化に対応していける
よう、中小企業の海外展開支援を強化しています。
TCCI actively promotes private diplomacy through

economic conferences and having dialogues with
leading figures of countries, aiming to expand the
trade and investment activities of the member
companies and improve the business environment
of each country.
In recent years, TCCI have enhanced support
measures to expand the overseas business
activities of SMEs to correspond to the accelerating
economic globalization.
各国・地域との民間経済交流を推進　貿易の自由化・円滑化などを推進するために、経済連携協定の締結促
進に向けた積極的な提言・要望活動を行っています。また、多国間・二
国間経済委員会の開催や経済ミッションの派遣・受け入れなどを通じた
経済交流の促進に努めています。
中小企業の海外進出を支援　グローバル化の進展は、中小企業の新たな挑戦、イノベーションにつ
ながる機会となっています。海外展開に関するさまざまな相談に対応す
るために専門窓口や国際展開アドバイザー制度を設置しているほか、セ
ミナーや現地視察会などの実施による情報提供、支援機関との連携・協
力により、中小企業の海外進出を支援しています。
■ 主な成果（2015 年度）
・三村会頭を団長にタイ、マレーシアの 2 カ国へ経済ミッショ
ンを派遣。両国首相や政財界関係者との対話を通じ、両国との
貿易・投資の拡大およびビジネス環境の整備、改善を要望
・経団連、日中経済協会とともに過去最大規模の合同訪中団を派
遣。経済界の代表団として 6 年ぶりに李克強国務院総理と面談
・日豪 EPA 発効に伴う政府の「経済関係の緊密化に関する小委
員会」に日豪経済委員会が出席し、ビジネス環境の改善を要望
・日印経済委員会の主催で、インドへ現地事情視察ミッションを
派遣。投資誘致イベントへの参加や、現地企業や州政府機関を
訪問
・日智経済委員会による長年の要望が結実し、2015 年 10 月に
日智租税条約が実質合意に至った

Expand Economic Relations with
Various Countries and Regions
TCCI make policy recommendations for concluding economic
partnership agreements in order to enhance trade liberalization
and facilitation. TCCI also strive to expand economic relations
with various countries through such activities as holding
multilateral or bilateral economic conferences and dispatching
missions to and receiving missions from various countries.
Support SMEs to Expand Overseas
Business Activities
The tide of globalization provides both challenges and new
opportunities for innovation to SMEs. TCCI supports SMEs
in expanding their overseas business activities through such
measures as providing consultations, providing specialized
advice by experts, providing information through seminars and
field tours, and collaborating with other support organizations.
■ Major Achievements (FY2015)
・Economic missions were dispatched to Thailand and Malaysia,
with Chairman Mimura at the head. The missions met for talks with
the leaders of both countries and representatives of politics and
industry to call for increased trade and investment in the countries
as well as the establishment of a better business environment.
・Dispatched the largest joint missions to China in history, in
cooperation with Keidanren (Japan Business Federation) and the
Japan-China Economic Association. This was the first meeting
between representatives of the business world and Premier Li
Keqiang of China for the first time in six years.
・The Japan-Australia Business Co-operation Committee
participated in the government’s Committee on Strengthening
Economic Ties and called for a better business environment. The
government held this committee to accompany the enactment of
the Japan-Australia Economic Partnership Agreement.
・An observation mission was dispatched to India, organized by
the Japan-India Business Co-operation Committee. The mission
participated in investment promotion events as well as visited
local companies and state government agencies.
・After years of work by the Japan-Chile Business Co-operation
Committee, in October 2015 Japan and Chile reached substantial
agreement in substance on Tax treaty.

わが国の中小企業の数は、全企業数の 99.7%、雇用者数
の約 7 割を占め、経済発展の重要な担い手となっています。
新たな成長に向けて挑戦する中小企業を支援するため、東
京商工会議所では、多彩な会員サービスを用意し、経営の
サポートを行っています。
In Japan, SMEs account for 99.7% of all enterprises
and employ approximately 70% of the workforce. As
such, they play an important role in developing the
economy. TCCI provides support for management
through a wide range of membership services to help
daring SMEs striving for new growth.

弁護士、税理士、社会保険労務士など専門家への相談や、都
内 4 カ所に新設された「ビジネスサポートデスク」による経営
課題に応じた専門家の派遣、M&A を活用した事業承継や新たな
事業に取り組む経営革新などさまざまな経営支援ニーズに対応
しています。また、創業に関する支援セミナーや交流会の開催
をはじめ、個別相談などにより新たな需要に対応する創業を積
極的に支援します。
Management Consultation
TCCI serves a variety of management support needs, including:
consultation services by lawyers, tax accountants, and labor & social
security attorneys; dispatching experts to handle management issues at
new Business Support Desks located at four locations in Tokyo; business
succession through M&A; and management innovation for tackling new
business. TCCI also actively supports business startups that suit new
market demand by holding startup seminars and networking events.

TCCI offers a broad support menu for SMEs to facilitate access to
finance, including “Managerial Improvement Loans for Small Businesses
(MARUKEI Loans),” a public-financing system that does not require
collateral or a guarantor but requires recommendation by a chamber of
commerce and industry.

無担保・無保証人で商工会議所の推薦に基づき融資が可能と
なる国の融資制度「小規模事業者経営改善資金（マル経融資）」
企業のニーズに応じて、さまざまな商談会やビジネス交流会
を開催し、ビジネスマッチング（商談）の場、出会いの場、自
社 PR の場を提供し、販路の開拓を支援しています。また、厳
しい環境の中で勇気ある挑戦を行っている企業やグループを
「勇気ある経営大賞」として顕彰し、広く知らしめることで、
他の企業がイノベーションに取り組むきっかけを提供すると同時
TCCI hosts various business discussions and social gatherings as
appropriate for companies’ needs, providing opportunities to open new
sales channels through business matching (discussions), networking,
and publicizing. TCCI holds the “Entrepreneurial SME Grand Prix,” which
commends companies and groups that take up bold challenges amid a
harsh economic environment. By publicizing these widely, TCCI not only
gives motivation to other companies to embark on innovation but also
helps award-winning companies enhance their corporate value.

TCCI has affordable and reliable mutual aid programs that
help secure the reassurance of employers and employees,
based on scale merits. TCCI also provides a “CLUB CCI”
employee welfare outsourcing service system that offers
more than 20,000 discount menus nationwide, including
lodging, fitness clubs, tickets and amusements.
TCCI certifies and issues various trade-related certificates,
including a non-preferential certificate of origin and a
preferential certificate of origin based on EPAs that Japan
has concluded. These are the most trustworthy certificates
in international business transactions, and are thus useful
when doing business with overseas concerns.

Recruitment and Training
TCCI provides recruit support services including joint
company information sessions and employment information
mailing lists for new graduates, in collaboration with schools
and universities, as well as services suited to companies’
need for foreign students and/or mid- or late-career
personnel. TCCI also offers systematic human resource
training programs to improve the skills of management
and employees, including new employee orientation
training, level-specific training, and sector-specific training.
In addition, TCCI conducts certification tests designed to
promote self-improvement and the cultivation of personnel
who can meet the needs of the industry. These tests
include the “Business Management Certification Test,”
the “The Japan Business Law Examination,” and the
“Certification Test for Environmental Specialists (Eco Test)”.

Various mutual aid program
TCCI publishes the “TCCI Newspaper” twice monthly
in both print and digital formats. This newspaper covers
TCCI activities and provides information that would be
useful in business management. TCCI also shares event
information in a timely fashion on our website, email
newsletter, Facebook page, and other media. We also
support the sharing of information through our “TCCI CEO
Net” website, which showcases interesting representatives
of TCCI member companies. Even further, TCCI has
created several promotional movies featuring interviews
with those at member companies who use our services,
which we publish to our website and many other places.

■ 地域振興活動
首都・東京の魅力を高めるため、観光振興や都市基盤の強化に関する意見を
政府や東京都に要望するとともに、23 区に設置された支部を通じて、商店
街の振興をはじめ、地域経済を活性化するためのさまざまな活動を行ってい
ます。
東京の魅力あふれる都市づくりに向けて
海外から多くの外国人旅行者が訪れる都市づくりに向け、地域資源の掘り起こし
や都市型観光プログラムの実施、東京の魅力発信サイト「地球の宝ネット」を開設
するなど東京のさらなる魅力向上に努めています。
また、首都・東京の国際競争力強化に向け、交通インフラの整備をはじめとする
都市基盤の整備や再開発の促進、都市防災機能の強化などを提言・要望しています。
さらに、高齢者や子どもなど誰もが安心・安全・快適に暮らし過ごせる地域社会の
実現を目的とした「声かけ・サポート運動」を推進しています。

TCCI recommends tourism promotion
and urban infrastructure strengthening
to both the national government and
the Tokyo Metropolitan Government
in order to enhance the attractiveness
of the Tokyo metropolis. In addition,
TCCI undertakes a variety of activities
designed to energize local economies,
such as promoting shopping streets,
through our Chapters established in
each of the 23 wards of Tokyo.
Urban Development to Enhance
the Attractiveness of Tokyo
TCCI works to build Tokyo into a more attractive
tourist location to bring greater numbers of foreign
tourists by utilizing local resources, implementing
urban tourism programs, establishing the “Local
Treasures Net” website promoting Tokyo, and more.
In addition, TCCI recommends measures to improve
Tokyo’s international competitiveness, such as
improving or redeveloping urban infrastructure (e.g.
transportation infrastructure) and strengthening
disaster prevention capabilities. TCCI also promotes
Helping Hand Support Activities that aim to create
a local society in which the elderly, children, and
anyone else can live in safety, security, and comfort.

■ About TCCI
東京商工会議所は、東京 23 区に事業所を持つ法人、個人、
団体などを会員とする地域総合経済団体です。
会員は、業種別に設置された 10 の「部会」と、23 区に
設置された「支部」にそれぞれ所属し、さまざまな形で情報
交換や人的交流を行います。支部では、会員に対するより身
近なサービスの提供や地域に密着した活動を通じて、地場産
業の振興育成や、企業間連携の促進、地域ブランドの向上な
どに取り組んでいます。
また会員は、選挙などを通じて議員企業（150 社）を選
出し、会員から選ばれた法人の代表者が議員として「議員総
会」を構成します。議員総会では、会頭・副会頭の選任や予
算・決算など重要事項の審議決定を行います。会頭、副会頭、
特別顧問、専務理事、常議員、監事などの役員と支部会長で
構成される「常議員会」では、課題別に設置された「委員会」
が取りまとめた意見や要望・提言などを審議し、経営環境の
改善などに結び付けています。
The Tokyo Chamber of Commerce and Industry is a local comprehensive economic
organization with members consisting of corporations, individuals, and associations
that are doing business in the 23 wards of Tokyo.
Each member belongs to one of 10 “divisional groups” based on its line of business,
and to a “Chapter” set up in each of the 23 wards. Members engage in information
exchange and networking in diverse ways. Chapters undertake works to promote
industries, enhance collaboration among member companies, and enhance the
value of local brands through accessible member services and community-based
activities.
Members elect 150 councilor companies by various methods including election, and
representatives of councilor companies form a “Meeting of Councilors.” The Meeting
of Councilors appoints a Chairman and Vice Chairmen, and deliberates important
matters including budgets and final accounting results. The “Meeting of Executive
Councilors,” which consists of the Chairman, and Vice Chairmen, special advisors, a
president, executive councilors, auditors, and other officers along with the chairmen
of the 23 Chapters, deliberates on policy recommendations and viewpoints
developed by “Committees” set up to address key policy issues, and aims at the
improvement of business.
