『地域再生の制度と運営－鉄道，健康』
プログラム
地域再生に果たす鉄道と医療・介護について議論します。ご参加を募ります。それぞれの
分野で最先端でご活躍の 3 人の講師をお招きします。第 1 の講師は，地域再生を鉄道から行
うために，公設民営の枠組みを提示，実現し，ご活躍を続ける小嶋光信講師(両備グループ
代表兼 CEO)です。第 2 の講師は，鉄道技術の権威として研究ならびに社会的発言を続け
る曽根悟講師（工学院大学特任教授）です。第 3 の講師は，堀田聡子，国際医療福祉大学
大学院教授で，介護に関する実態調査の気鋭の研究者です。地域再生の観点から議論を深
めたく，皆様のご参加を募ります。
1．開催趣旨説明
13:00－13:10 姉川知史プログラム企画代表(慶應義塾大学大学院経営管理研究科教授)
内容：健康的加齢に関する本プログラムとフォーラムの取り組み，ならびに課題設定，分析
枠組み，提言の方法などのオリエンテーションを行う。
第Ｉ部地域再生と鉄道
講演 1．13:10-14:30 小嶋光信講師, 両備グループ代表兼 CEO
講演名「地域公共交通を影から光にする公設民営の取り組みと法整備について」（仮題）
内容地域公共交通を民間に任せ切った先進国は日本一国と言える。2000 年，2002 年の規
制緩和で 30０数社の公共交通業者が倒れ，再生されていったが，その本当の病巣について，
和歌山電鐵などの再生に取り組んできた立場から明らかにし，法整備まで進めてきた経緯と
今後を語る。
講演 2．14:40-16:00 曽根悟講師，工学院大学特任教授
講演名「鉄道技術・サービスと地域再生」
内容：日本の鉄道は特性分野が狭すぎるために高密度の首都圏では混雑問題が未だに解
消されず，低密度の地方では鉄道が維持できないケースが続出している。現場主義・技術面
からの解決の可能性を，小嶋講演を補強する意図からお話しする。
第ＩＩ部地域再生と介護
講演 3．16:15－17:30 堀田聡子講師，国際医療福祉大学大学院，教授
講演名「地域包括ケアと共生のまちづくり」
内容：住み慣れた地域での自立と尊厳ある暮らし、あるいはすべての人に居場所と出番があ
り、よりよく生ききることができる地域の持続可能なモデルが模索されている。地域包括ケアシ
ステムをめぐる潮流を概観するとともに、国内外の移行のムーブメントを紹介する。

Cities and Healthy Aging –Institutions and Operations
-Railway Transportation and Long-term Care Program: This forum will focus on the future of “Healthy Aging and Cities”.
With inviting renowned researchers in this field, we harbor discussion among professionals as
well as students. Professor Hashiyama, will discuss the future of linear Chuo Shinkansen with
linear motor technology. The second speaker, Professor Yoshitaka Fukui at Aoyama Business
School, will talk on the future of railway transportation. He claims it is from rosy picture.
Professor Natori, former professor at Tokyo Institute of Technology and currently CEO of Bio
Thinktanc, will propose a new high-speed rail service connecting airports in the region.
