The article deals with the cultural policy of the Greater London Council (the
GLC) during Ken Livingstone’s years (1981-86), focusing on its unprecedented
support of black visual artists’ practice. The key questions are whether the
GLC’s support was a hindrance or a help for Black artists working in the arena
of visual arts and what impact the GLC’s cultural policy had on the Black Art
scene. In order to answer the questions the article looks back political
situations of the time before reviewing several projects held or sponsored by the
GLC, such as Black Art shows, anti-racist murals, the Black Art Centre and
Black Visual Artists Forum. While the GLC’s generous and anti-elitist cultural
policy was welcomed and admired by some minority groups, its policy decisions
based on the notion of ‘positive discrimination’ was seen as problematic by
others. By examining some critical views the article explores the way Black
artists were hyper-ethnicised by the GLC’s decisions.
