はじめに
各国において大学の国際的な活動が多様に行われ、学生や教員の国際的流動性も高まる中、教育や
はじめに
研究における国際競争力の向上が今の大学経営にとって最大の考慮点であるとも言われています。
国際的な競争力向上を目的とするこれらの動きはまた、国際的な交流なしには成り立たないことは言
うまでもなく、大学によってさまざまな活動が二国間のあるいは多国間で行われてきています。しかし、
これらの国際的な大学連携は、大学の研究力向上に有効に機能しているのでしょうか？
本シンポジウムでは、この疑問を踏まえ、「大学の研究活動における国際連携とは？」を主テーマに、
その価値、さらにはその価値発現のしくみを改めて考える場として開催いたします。
スピーカーには、国際間に広がる研究連携活動を“The Fourth Age of Research”として捉えているステ
ィーブ・スミス氏（エクセター大学学長）とジョナサン・アダムズ氏（デジタル・サイエンス社チーフサイエ
ンティスト）を英国から迎えるとともに、武藤誠太郎氏（京都大学学術研究支援室副室長）、及びエリザ
ベス・ホグベン氏（駐日英国大使館科学技術部、部長・一等書記官）を招聘しております。このスピー
カーの方々の講演とパネルディスカッションを組み合わせることで、国際連携と研究の質および内容に
関する話題を幅広く取り上げます。国際化に向けた大学経営、研究活動への資源配分や関与のあり
方などをお考えの皆さまに、新しい視点を得ていただけるのではないでしょうか。
※本シンポジウムの背景について
大学界における多様な国際連携が大学にとって実質的にどのような価値をもたらしているかを考えて
みると、「教育」、「大学経営」の面ではかなり具体的にこの価値が見えていますが、「研究」における国
際連携の意味・意義は、明確に把握されていないのではないでしょうか？
「教育」に関しては、交換プログラム参加や留学など、流動的に行われている学生間交流の取り組み
が、学生の世界や研究分野に対する視野の拡大に繋がっており、これが重要な価値となっているのは
確かでしょう。また、「大学の経営」においても、教員や経営スタッフの国際的な相互交流が、教育や大
学経営という普遍的な活動に対して、新たなそして俯瞰的な理解を提供するであろうと考えることがで
きます。
しかし、大学の「研究」に関しては、どうでしょうか？非常に専門性の高い個々の研究において、他国
との連携による視野拡大や俯瞰性の確保は、研究力向上に直結しているのでしょうか？どのような
仕組みで「国際連携による研究」と「研究力向上」はつながるのでしょうか？そのなかで、大学は「国
際連携による研究推進」という新たな課題に対してどのように対応すべきでしょうか？これらの疑問
が、本シンポジウムの背景となっています。
さらに、日本と英国の間では、明治時代から綿々とつながる大学同士の、あるいは政府機関を通じた
交流がなされてきています。これに加えて、一昨年には「RENKEI」という新たな連携スキームも立ち上
がるなど、日常的接点は充分に存在しています。このように、「次の実践的な国際連携のあり方」をとも
に考える基盤は整っているなかで、今回は、研究力向上に特に焦点を当てています。

“The Fourth Age of Research”: implications and actions for global
universities’
Professor Sir Steve Smith, The Vice-Chancellor and Chief Executive,
University of Exeter
Dr Jonathan Adams, Chief Scientist, Digital Science
Professor Sir Steve Smith and Dr Jonathan Adams will be exploring the
central importance of international research collaboration to the future
success of global universities, particularly in light of growing research
concentration worldwide – what Dr Jonathan Adams has termed the ‘The
Fourth Age of Research’. Sir Steve will argue that the probability of reaching
significantly greater than the world average level of citations increases
markedly if research is undertaken by academics working in more than one
country. Following this, Dr Adams will present compelling evidence on the
performance of Japanese and UK universities in internationally collaborative
research, and will make recommendations on how universities can improve
their global position including an early view on which disciplinary areas
present the two countries with the most opportunities to collaborate. Sir Steve
will conclude by setting out the challenge for university leaders: to advocate
the importance of creating the governance, the structures and the funding
opportunities to make the fourth age of research a reality in our own
institutions, and to argue the case for continued investment in the research
base with our respective governments.

Dr Jonathan Adams, Chief Scientist, Digital Science
マクミラングループのデジタル・サイエンス社のチーフサイエンティスト。
Evidence Ltd の創設者であり、2013 年 3 月までトムソン・ロイターの研
究評価局長を務めた。幅広い分野の製品に関する認証サービスを展開
し、リサーチマネージャの意思決定を支援するサービスを提供した。英
国における政府機関や公共機関の研究評価の指揮だけでなく、ヨーロッ
パ、ブラジル、オーストラリア、中国、インド、シンガポールやマレーシア
でも同様の研究評価を実施。 Evidence UK Higher Education
Research 年鑑も製作した。
2008 年度にニュージーランド政府研究評価報告書を指揮、the Australian Research Council (ARC)
の Excellence in Research for Australia (ERA)の国家研究評価システムにおける指標発展グループ
会員。2010 年には ERA 指標が提議した ARC 評価に従事。2004 年 Evaluation of Framework
Programme 6 の EC Monitoring 委員会の議長、2006 年には石炭と鋼の欧州研究基金の監視グル
ープの議長を歴任。同じく 2010 年には FP7 の中間評価のエキスパートアドバイザーとして招聘され
た。スウェーデンのストックホルムにあるスウェーデン王立工科大学の科学アドバイザーを務めている。
これまでに、キングスカレッジロンドン（1979-1980 年）、ニューカッスル大学アポン・タイン（1980-1983
年）、リーズ大学（1983-1989 年）、インペリアルカレッジロンドン（1989-1992 年）に勤務。研究評議会
の UK Advisory 委員会の科学政策担当官のメンバー（1989-1992 年）、リーズ大学研究戦略責任者
（1993-1997 年）も務めた。100 本以上の論文を研究ジャーナルや学術誌に掲載し、最近 BRIC 諸国
の経済の研究発展に関する一連のレポートを出版。パリの Académie des Sciences やアメリカ合衆
国ワシントン州のシンクタンク、ランド研究所の会議や、ブリュッセル、中国、香港、日本、マレーシア、

Dr Jonathan Adams is Chief Scientist at Digital Science, a Macmillan Group company. He was
the lead founder of Evidence Ltd, and then Director of Research Evaluation for Thomson
Reuters until March 2013. Evidence developed a wide range of products and services providing
decision support to research managers. Under Jonathan, it carried out research evaluation for
agencies and institutions in the UK, elsewhere in Europe, Brazil, Australia, China, India,
Singapore and Malaysia. Jonathan also created the Evidence UK Higher Education Research
Yearbook.
Jonathan led the New Zealand government's 2008 review of research evaluation and was a
member of the Australian Research Council (ARC) indicators development group for the
national research assessment system Excellence in Research for Australia (ERA). He led work
to evaluate ARC’s proposed ERA indicators for 2010. In 2004, he chaired the EC Monitoring
Committee for the Evaluation of Framework Programme 6; in 2006, he chaired the Monitoring
Group of the European Research Fund for Coal & Steel; and, in 2010, he was invited as an
Expert Advisor to the interim evaluation of FP7. He has been a scientific advisor to the Royal
Institute for Technology, Stockholm.
Jonathan worked at King's College London (1979-1980), University of Newcastle upon Tyne
(1980-1983), University of Leeds (1983-1989) and Imperial College London (1989-1992). He
was a member of the science policy staff of the UK Advisory Board for the Research Councils
from 1989-1992 and was Leeds University's Director of Research Strategy (1993-1997). He
has published over 100 articles in research journals and scholarly books and recently published
a series of reports on the growth of research in the BRIC economies. He has made invited
presentations at the Académie des Sciences, Paris; Rand Corporation think-tank meetings in
Washington, USA; and academic and commercial conferences in Brussels, China and Hong
Kong, Japan, Malaysia, Netherlands, New Zealand, Poland and Russia.

Sir Steve Smith, The Vice-Chancellor and Chief Executive,

2002 年 10 月よりエクセター大学の学長を務める。現職に至るまで、ア
ベリストウィス大学で副学長（学術担当）および国際政治学の教授を、ま
たイーストアングリア大学で国際政治学部長および公共選択研究センタ
ー長を務めた。
サウサンプトン大学にて学士号（政治学・国際関係学）、修士号（国際関係学）と博士号（国際関係学）
を取得。2004 年に同大学より名誉博士号、2007 年に吉林大学より名誉教授の称号、2010 年に西イ
ングランド大学より名誉博士号（教育学）を授与され、同年アベリストウィス大学の名誉フェローとなった。
2011 年にはカーディフ大学の名誉フェローとなった。2009 年に王立芸術協会の会員となり、2012 年
には南フロリダ大学より Global Leadership Award を授与された。
これまで 17 冊の著書（編著含む）、100 以上の論文を出版しており、22 か国で 170 回以上に及ぶ学
会発表の経験がある。2001 年には米国国際関係学会の会長（英国の研究者としては 2 人目）に選出
された。2000 年に Academy of the Learned Societies in the Social Sciences の会員に選ばれ、
1999 年には国際関係学会より、当分野において革新的な業績を上げた個人に与えられる Susan
Strange Award を受賞した。
現在、UCAS 理事長、ラッセルグループ理事、タイムズ・ハイアーエデュケーション (THE) 編集委員、
社会政策研究所が組織する Future of Higher Education 委員会委員、教育・雇用タスクフォースおよ

2009 年から 2011 年まで、英国の大学トップにより組織される Universities UK (UUK) の会長を務め、

Professor Sir Steve Smith has been Vice-Chancellor and Chief Executive of the University of
Exeter since October 2002. He was previously Senior Pro Vice-Chancellor (Academic Affairs)
and Professor of International Politics at the University of Wales, Aberystwyth, as well as Head
of the Department of International Politics, and Director of the Centre for Public Choice Studies
at the University of East Anglia.
Sir Steve is a graduate of the University of Southampton and holds a BSc in Politics and
International Studies, an MSc in International Studies and a PhD in International Relations. He
was made an Honorary DSc of the University of Southampton in 2004, was awarded an
Honorary Professorship by Jilin University in 2007, in 2010 was made an Honorary DEd of the
University of the West of England and an Honorary Fellow of Aberystwyth University, and in
2011, he was awarded an Honorary Fellowship by the University of Wales Institute, Cardiff. In
2009, he became a Fellow of the Royal Society of Arts, and in 2012, he was awarded the
University of South Florida's Global Leadership Award.
He has written or edited 17 books, published well over 100 academic papers and has given
over 170 academic presentations in 22 countries. In 2001, he became only the second UK
academic to be elected President of the International Studies Association in the USA. In 2000,
he was elected Academician of the Academy of the Learned Societies in the Social Sciences
and in 1999 was the recipient of the Susan Strange Award of the International Studies
Association for the person who has most challenged the received wisdom in the profession.
Sir Steve is currently Chair of the UCAS Board; Board member of the Russell Group; Member of
the Times Higher Education (THE) Editorial Board; Member of the Institute for Public Policy
Research's Commission on the Future of Higher Education; and is a Trustee of the Education
and Employers Task Force, and of the Eden Project.
He was President of Universities UK (UUK) - the representative body for the executive heads of
UK universities from 2009-2011, and remains a member of the UUK Board and its International
Policy Network.
From June 2007 until May 2010, he led for higher education on the Prime Minister’s National
Council of Excellence in Education, which provided advice to Government about strategy and
measures to achieve world-class education performance for all children and young people.
Sir Steve was knighted in the 2011 Queen's Birthday Honours for services to higher education
locally and nationally.

長。Science and Engineering の専門局長として、政府のチーフサイエ
ンスアドバイザー職のサー・ジョン・ベディントンを支援。当時、ベディント
ン氏は UK Civil Service reform のもと、専門家の将来の役割について
の主要な戦略立案を指揮していた。
ビジネス・イノベーション・職業技能省（Business, Innovation and Skills(BIS) ）、環境・食糧・農村地域
省（Environment, Food and Rural Affairs （Defra）省）、Defra Science Advisory Council における各
チーフサイエンスアドバイザーの書記官を指揮。その際、教育者、産業界や英国における様々な政府
機関の専門官と連携し、国家インフラ整備の近代化、経済回復の進展、エネルギー集約型企業、炭素

Elizabeth previously worked at the Government Office for Science as Head of Skills and
Profession Development. She supported the Government Chief Scientific Adviser, Sir John
Beddington, in his role as Head of the Science and Engineering Profession and led the
development of a major strategy for the future role of professionals under UK Civil Service
reform.
She previously led the secretariats for three Chief Scientific Advisers in the Department for
Business, Innovation and Skills (BIS) and Department for Environment, Food and Rural Affairs
(Defra) and the Defra Science Advisory Council. During this time, she worked with experts from
academia and industry and colleagues from a wide range of UK government departments to
help develop the evidence base to inform policy areas such as modernising the national
infrastructure, developing a resilient economy, energy intensive industries, carbon abatement
technologies, responding to animal disease and other national emergencies, as well as advice
to government on risk appraisal.
Before joining the UK Civil Service in 2005, Elizabeth was the National Farmers Union’s Food
Science Adviser and Deputy Director of their European office (Bureau de L’Agriculture
Britannique). Her early career was as a scientist running DNA testing services for the Forensic
Science Service and the food industry laboratory CCFRA.

武藤誠太郎（京都大学学術研究支援室、副室長）

京都大学学術研究支援室副室長、シニアリサーチ・アドミニストレーター。
学術研究支援室の全般的な組織。
組織マネジメントに加え、外部資金獲得支援、海外大学との共同研究プロ
ジェクト創発支援、海外拠点オフィスの基盤整備支援を担当。2012 年に京
都大学に着任する以前は、アステラス製薬株式会社にて新薬の研究開発
に従事。2001 年～2010 年に薬理研究所所長、2007 年～2011 年に執行役員、研究本部副本部長。
2010 年～2011 年には米国グループ企業の社長兼任。1975 年京都大学薬学部卒業。京都大学大学
院薬学研究科に進み、1980 年薬学博士取得。現在、日本薬理学会学術評議員。
Seitaro Mutoh is the deputy director and senior research administrator of Kyoto University
Research Administration Office. He is responsible for the overall strategy and management of
the office, the promotion of research activities in Kyoto University, and the planning of
collaboration with foreign universities. Prior to his move to Kyoto University in 2012, he was
engaged in the research and development of new drugs at a global pharmaceutical company.
He served as the director of Pharmacology Research Laboratories (2001-2010) and as an
executive officer of the company (2007-2011). He also served as the president of subsidiary
companies in the USA (2010-2011). He received his Bachelors, Masters and Ph.D. degrees
from Kyoto University's Faculty of Pharmaceutical Sciences in 1975, 1977 and 1980,
respectively. He has been a Scientific Councillor of the Japanese Pharmacological Society.

University）
修士号取得後、技術者として株式会社大林組にて国際的耐震構造物技
術開発プロジェクトを担当し、その後コンサルティング業界に転身。以来、
国際企業や国内外の政府機関、さらには高等教育機関などを顧客として、
技術を中核としたビジネスやプロジェクトの開発を、SRI International な
どの組織で行った後、1996 年からは自らが設立した有限会社ビズテック
で行ってきている。
特にユニークな能力として、広く社会を対象としたイノベーションのプロセスにおける多様な関係主体の
視点からの理解力、その関係主体をつなぎ合わせつつプロセスを駆動していく経験と知見、さらにこれ
らの実践的経験を論理的手法として一般化する姿勢を有しており、これを活用して、実務に携わるコン
サルタント、講師、さらに時には研究者としての活動を行い、その対象テーマは、ビジネス開発ばかり
でなく、地域経済活性化、国の科学技術拠点開発、イノベーション人材育成、大学の産学官連携・社会
連携のあり方検討、等に広がっている。
また、大学院でのイノベーションのための考え方の講義、JICA の途上国政府関係者を対象とした地域
クラスターの開発・運営の考え方に関わる研修などを行うと共に、地域開発や産学官連携、イノベーシ
ョン教育などについては論文投稿や国内外での講演発表も折々に行っている。早稲田大学理工学部
建築学科卒業、同大学院理工学研究科修士修了（構造工学）。
After starting her career as an R&D engineer in charge of international earthquake‐resistant
structural technology development projects at Obayashi Corp., one of the biggest general
contractors in Japan, she moved to the consulting business. Since then, she has assisted global
companies, governmental organizations, and higher educational institutions in their technologyoriented business, policy, and project developments, first at SRI International and then at her
own company, Biztech Inc.
She has the unique ability to understand multi-directional perspectives in the social innovation
process, to manage and drive the process forward with various stakeholders such as
companies, governments, and universities, and to generalize these practical experiences and
expertise as logical methodologies. In her work as a consultant, lecturer, and sometimes as a
researcher, she uses this ability to contribute to a wide variety of developments, not only of
companies' businesses but also of regional economies, national S&T parks, innovative HR, and
universities' business services and public engagement.
She has given lectures at graduate schools on "how to think during the development process"
and at JICA's training sessions for government officials from developing countries on "how to
develop and manage regions and regional clusters". And from time to time she has written
academic papers on regional development, university-government-industry collaboration, and
innovation education, and been a speaker at various domestic and international occasions. She
holds a BSc. in architecture and an MSc. in structural engineering, both from Waseda University,
Japan.
