研究概要（背景・目的・手法など）
2011 年の東日本大震災（日本）
，2005 年の台風カトリーナおよび 2013 年の台風サンディ（米国）では
多くの避難民が発生した．しかし，これらの避難民の中には，元の居住地に戻り得る状態になっても，帰
還する事を拒む人々が少なからず居り，避難民を受け入れた地域では社会的な問題になっている．
本研究では，このような「帰還を拒む避難民」が発生する原因を，国際共同研究として，米国(環境法研
究所・在ワシントン DC，およびジョージワシントン大学・在ワシントン DC)に所属する研究者の参加を得
て探求し，更に，その解決策を政策提言する事を目的とする．
関係機関および関係者とのヒアリングおよび文献調査により，本研究を実施する．

2015年5月：専門家会合（東京および福島県広野町）
2015年9月：外国人専門家約10名による現地調査および国際シンポジウム（福島県広野町）
2015年12月：Routledge社（英国）が発行する国際的学術誌Journal of Natural Resources Policy Research
の特別号に掲載される学術論文の取り纏め（2016年7月に発刊を予定）
2016年2月：USJI Week Event（ワシントンDC，米国）において本研究から得られた知見を提示する．
2016年3月：国際セミナーを東京で開催し，本研究から得られた知見を提示する．

Many people were obliged to leave their homes by the Great East Japan Earthquake (2011), Hurricane
Sandy (2013) and Hurricane Katrina (2005). Some of these refugees refuse to come back home, despite
the fact that they can come back home if they so wish. Presence of such unwilling-to-return refugees has
created various societal problems with host communities.
This international collaborative research project aims at identifying the reasons why such refugees emerge
and delineating possible solutions.
This study will be carried out with literature survey and interviews with relevant people.

May 2015: Expert Meeting (in Tokyo and Hirono Town, Fukushima)
September 2015: Field survey and international symposium with participation of about 10 researchers from
foreign countries (in Hirono Town, Fukushima)
December 2015: Compilation of academic articles for the planned special issue of the Journal of Natural
Resources Policy Research (published by Routledge, UK) to be published in July 2016
February 2016: USJI Week Event (in Washington DC, USA) to disseminate the findings out of this project.
March 2016: International Seminar (in Tokyo) to disseminate the findings out of this project.
