日本圖書館針對使用印刷品有困難之身心障礙者
所提供之服務－從視障館員的觀點

【摘要】
私は視覚障害を持つ図書館司書です。また、障害者サービス委
員会委員長として、全国の図書館の障害者サービスを発展させるた
めの活動も行っています。
埼玉県は東京都に隣接し、ほぼ平坦な土地に 720 万人が住んで
います。埼玉県立図書館では 1952 年から点字の収集と貸出を始め
ました。県立久喜図書館は 1980 年にできますが、当初から視覚障
碍者のためのサービスを行う専門の係が設置されています。
私の勤務する埼玉県立久喜図書館では、点字や DAISY の資料製
作と、それらの主に郵送による貸出、対面朗読サービスを行ってい
ます。
日本の障害者用資料は二つのデータベースにまとめられてい
て、インターネットからの資料検索とデータそのものの配信も行わ
れています。
DAISY は、専用再生機の他にスマートフォンや携帯型タブレッ
トでも再生できるようになりました。さらに、マルチメディア DAISY
の製作も始まっており、発達障害者等さまざまな障害者の
利用が見込まれています。ただ残念なことに一般の電子書籍は
アクセシブルなものが少なく障害者にあまり普及していません。
日本には以前から視覚障害者のための専門図書館（点字図書館）
があります。現在では、公共図書館と点字図書館は、多方面で連携
を強め協力して障害者の情報提供に努めています。特に公共図書館
は視覚障害者だけではなくさまざまな障害者が利用できます。全国
の点字図書館等が製作している資料を公共図書館を通じて提供し
ています。
Library Services for Persons with Print Disabilities in Japan:
From the Perspective of a Visually Impaired Librarian

【Abstract】
Saitama Prefecture is bordered by Tokyo Metropolis, There are 7.2
million people living in the flat lands. Saitama Prefectural Library began
collecting and lending Braille Books from 1952 and the Saitama
Prefectural Kuki Library was built in 1980 with a professional
engagement to provide service for visually impaired users from its
beginning.
The public library called "Saitama Prefectural Kuki Library", for
which I work, produces Braille books as well as DAISY audio books, and
lends them to users by post. It also provides reading services.
In Japan, library materials for persons with disabilities are
catalogued in two databases. We can search these materials via Internet
and their digital data can be delivered online.
DAISY reading books became available not only on DAISY players
but also on smart phones and tablet computers. In addition, we have
started producing DAISY multimedia books and these books are expected
to be used by various types of people including persons with
developmental disabilities. Unfortunately there are few accessible
electronic books, so e-books are not widely used by persons with
disabilities.
In Japan, there have been special ‘l libraries’ called "Braille libraries
or Libraries for persons with visual impairments" for many years. They
worked for their users separately from public libraries. These two types of
libraries are now working together to promote information services for
people with disabilities by enhancing their partnerships in many aspects.
Especially that these public libraries are now providing service not only
for visually impaired users but also for other disabled users and that they
provide all documents made by Braille libraries across Japan.
