CEAFJP Fellowship Programs
A University Foundation Bridging Japan and France
PRESIDENT
Established in 2009 in Paris, the Fondation France-Japon de l’EHESS (FFJ) aims
to facilitate and promote intellectual exchanges for the greater presence of
Japan in the European research landscape and public debates. The École des
hautes études en sciences sociales (EHESS) is one of the most prestigious and
international known French institutions for higher education in social sciences.
An Innovative Foundation with the Support of Public and
Private Partnerships in Japan and in Europe
EHESS. His research focuses on the Japanese economy;
diversity of capitalism; heterogeneity of firms; industrial
dynamics, and inequalities. Previously, he was a researcher
at the Maison Franco-Japonaise in Tokyo (2005-2008) and
visiting researcher at Hitotsubashi University and The
University of Tokyo.
The Centre of French-Japanese Advanced Studies in Paris (Centre d’Etudes
Avancées Franco-Japonais de Paris, CEAFJP) is a research and exchange platform
initiated by the Fondation France-Japon de l'EHESS in 2014. The Centre is located
at the EHESS, Paris, France.
The Foundation’s main activities include:
Inviting Japanese researchers and other Japan experts to French and
European educational and research institutions
Organizing events such as conferences, debates, and seminars
Developing original research programs with comparative perspectives
Publishing and translating books, journals, and articles
Promoting an effective collaboration between academic communities in
Japan and France
Together with our partners—academia, industry and government in Japan and
in France—we seek to contribute to the development of collaborative research
in these two countries and in Europe.

As at June 2014, the following institutions and organizations have supported
us:
Christian SAUTTER has been Deputy Chief of Staff at the
Presidency of the Republic (1982-1985 and 1988-1990),
Prefect of Paris and the Ile-de-France region (1990-1993),
Minister of Economy, Finances and Industry (1999–2000),
and Deputy Mayor of Paris (2008-2014). He co-founded
with Philippe Pons the Centre de recherches sur le Japon
at the EHESS in 1973.
For example, «Rethinking the consequences of deindustrialization and the future
of manufacturing in Japan, Korea, Germany and France» (2011-2014). This
program has gathered about 20 researchers from the four countries and lead to
two special issues in «Review of World Economics» and «Research Policy»

The Fondation France-Japon de l’EHESS has 12 associated researchers from
various universities across Asia, Europe and North America, as well as 7 doctoral
and post-doctoral researchers (http://ffj.ehess.fr/chercheur_associe.html).
The purpose of the Banque de France Senior Fellowship “Macroeconomics
and Economic Policy: Which Lessons from the Japanese Experience?”
aimed at shedding light on Japanese macroeconomic dynamics since the
early 1980s up to today, and the policies implemented by the Japanese
government and the Bank of Japan. The political economy of these policies
and their evaluation are also part of the research areas of this fellowship.
The purpose of the Michelin Junior Fellowship « Public Innovation Policies
in Japan » aimed at shedding light on the objectives, the institutional
structure and the means of action in Public Innovation Policies, and at
providing an assessment of their results, in particular with regard to the
implementation of the 5th Basic Plan for Science and Technology (20162020).
For almost 20 years now, the Ile-de-France region and the French state
have organized Blaise Pascal international research chairs to attract highly
renowned foreign scientists to the Ile-de-France. The candidate presented
by the Fondation France Japon, Professor Emiko OCHIAI (Kyoto University)
is the 2014 recipient of the prestigious Blaise Pascal Fellowship for her
research and teaching program on «Changing care diamonds in Europe and
Asia: Is Europe becoming Asia?».
Disseminating Knowledge
DISTINGUISHED SUPPORTERS
The Fondation France-Japon de l’EHESS is supported by 20 distinguished
personalities coming from academia, administration, diplomacy, and business

In close collaboration with the research and teaching programs of the EHESS and
supported by public and private sectors in Japan and in Europe, the Centre is
meant to provide an organization within which Junior and Senior researchers
can devote themselves to their research in an international environment.
Examples of the Fellowship Programs
The Board of Trustees offers administrative and academic guidance to
the Foundation. There are eighteen members divided over four groups:
“Establishment” (5 members), “Founders” (4 members), “Qualified Persons”
members), and “Contributors” (5 members).
VISITING RESEARCHERS
The Centre periodically identifies critical issues requiring in-depth research and
will fund a Research Fellowship Programs in the field of social and human
sciences.
The Centre will host 8 Japanese researchers or scholars of Japan every year.
BOARD OF TRUSTEES
Organizing seminars and conferences to make Japanese researchers better
known in France and Europe (more than 90 events and 450 speakers since
2009)
Launching international joint research programs
Welcoming Japanese researchers with better infrastructure and integration
in the French research community, in particular the implementation of
the Centre of French-Japanese Advanced Studies in Paris (CEAFJP), a
functional equivalent of Maison Franco-Japonaise (Tokyo), in Paris in 2014.

The Fondation France-Japan de l’EHESS is certified as a university foundation
by the French Ministry of Higher Education and Research (Article L719-12 of
the Education Code). This allows corporate donors that pay taxes in France to
beneficiate from a tax reduction of sixty percent of the donated amount.

The Centre stages a series of conferences and international meetings that bring people
from different fields together to foster European-Japanese collaboration and to develop
advanced fields of research in the social and human sciences. This results in a number of
activities, including the publication of monographs and edited volumes.

日本とフランスをつなぐ大学基金
フランス国立社会科学高等研究院日仏財団（Fondation France-Japon de l’EHESS、
以下｢日仏財団｣という）は、
日仏間のより強いパートナーシップと学術交流の構築を
目的に、2009年にフランス国立社会科学高等研究院（略称EHESS）内に設立されま
した。EHESSは、世界的に高い評価と知名度を有するフランスの人文・社会科学分
野の高等教育及び研究機関です。
日仏財団は、卓越した若手研究者の育成、多様な人材を結集した国際的な先端研
究を目的に、以下のような活動を行っています。
日本人研究者及び各国の日本研究の専門家を、フランスおよび欧州
の教育機関・研究機関に招聘
講演会・討論会・セミナー等の開催
国際比較の視点をふまえた独自の研究プログラムの展開
研究者の著作物・雑誌・論文の出版・翻訳
日仏両国の学術コミュニティーの連携強化
日仏財団は、領域横断的研究を推進し、日本とヨーロッパの学術機関、非学術
機関、企業、政府、文化機関間の産学官連携強化を図ります。
日仏財団三つの目的
フランス及びヨーロッパにおいて、
日本人研究者の優れた業績を紹介
するための支援
2009年以来、90以上のイベント、450人以上の講演者を招へい
日本内外の学術機関と連携のもと、国際共同研究を推進
例えば、
「産業空洞化は避けられないか？日本、韓国、
ドイツとフランスにおける製
造業の未来」
（2011-2014）では、4カ国から20人以上の研究者がプログラムに参加
し、｢Review of World Economics｣誌及び｢Research Policy｣誌上で研究成果発表。
日本人研究者及び日本研究専門家に充実した研究環境を提供できる
よう、
フランスでの受入体制・研究設備の強化を図る。
2014年発足のパリ日仏高等研究センター（Centre d’études avancées francojaponais de Paris、略称CEAFJP）は、東京日仏会館をモデルとして、
日本人及び日本
を専門とする研究者に対して、パリを拠点に欧州全体を舞台とした学術活動に従事
する機会を提供する。

理事長セバスチャン・ルシュバリエ
日仏の官・民寄付金を活用した新しい形の大学基金
研究プログラム
フランス国立社会科学高等研究院准教授。 2005年から2008
年まで東京・日仏会館研究員、一橋大学客員研究員、東京大学
客員研究員を経て現職。研究領域は、専門は日本経済学、資本
主義の多様性、産業ダイナミクス、不平等の政治経済学。著書
に「日本資本主義の大転換」(パリ政治学院出版会、2011)があ
る。
EHESS Paris 日仏財団はフランス高等教育・研究省より
「大学基金」の資格を得て
おり
（教育法L719-12条）、フランスで納税を行う支援企業には税制面での優遇
措置が適用され、寄付総額の60％を法人税から控除することができます。
日仏財団は、
日本・欧州間の人文・社会科学部門分野の学術交流の活性化を目的
に、
日本人研究者・日本研究者の受け入れ機関として、2014年にパリ日仏高等研究
センター（Centre d’études avancées franco-japonais de Paris、略称CEAFJP）を設
立しました。
本研究センターは、人文・社会科学に関わる様々な分野における学際研究及び研
究者の創出を目的とし、EHESSにおける高等教育及び研究プログラムと協働し、
ま
た官民の資金援助を受けながら、国際フェローシッププログラムを実施していま
す。
2014年6月現在、下記の公的機関・民間企業からご支援を頂いております。
CEAFJPフェローシップは、本研究センターが提案するプロジェクトを遂行
するにあたって、博士号取得前後の若手研究者、優れた研究業績を有する
シニア研究者、企業あるいは政府で経験を積まれた方を招へいし、パリで
研究に従事する機会を提供するものです。

フランス経済・財政・産業大臣（19992000）の後、パリ市副市長‐雇用・経済開発・国際関係担当

過去30年にわたる日本のマクロ経済の軌跡は、既存のマクロ経済理論の
批判的再評価を促し、その結果、経済政策とその帰結に関する議論の方
向性に影響を与えてきた。いわゆる
「アベノミクス」は専門家や政策決定
者のみならず様々な分野で注目を集めている現在において必要とされる
のは、1980年以降の日本の多様な経済政策を体系的に参照し、
日本経済
のあり方をヨーロッパ諸国との比較の視座の中に位置づけることである。
日本のイノベーション公共政策は、かつては産業政策と混同され、1980年
代から1990年代前半にかけて低迷を経験したが、
以後その目的・構造・資
源分配において大幅な転換がはかられた。事業主体及び事業目的には
一定の連続性が認められるとしても、動員された資源は国家・セクターレ
ベル共に多様化している。本プロジェクトは、
日本のイノベーション公共政
策の効果を把握・分析し、評価を行うことを目的とする。
ブレーズ・パスカル国際フェローシップは、卓越した先端研究領域にお
いて貢献が認められる研究者をパリ及びイル＝ド＝フランス地方に
招へいすることを目的に、1996年にフランス政府及びイル＝ド＝フラ
ンス地域圏により設立された。落合恵美子教授（京都大学）が、
日仏財
団推薦のもと2014 年度受賞者に選ばれ、｢Changing care diamonds
in Europe and Asia: Is Europe becoming Asia?｣教育研究プログラムを
2014年度、2015年度の2年間にわたり行う。
知の普及と深化へ向けて
研究成果は、国際会議やシンポジウムの開催や、内外の学会や研究会への参加、ホ
ームページでの研究報告の公開、学術誌や専門書の出版に加えて、
メディアを通じ
て社会への問題提起を行います。
