Clarke, Michael
Professor Michael Clarke is currently the Director General of the Royal United Services
Institute. Until July 2007 he was Deputy Vice-Principal and Director of Research Development
at King's College London, where he is now also Visiting Professor of Defence Studies. He was,
from 1990 to 2001 the founding Director of the Centre for Defence Studies at King's. He
was appointed Professor of Defence Studies in 1995. He was the founding Director of the
International Policy Institute at King's College London from 2001-2005 and Head of the
School of Social Science and Public Policy at KCL in 2004-05.
He has been a Specialist Adviser to the House of Commons Defence Committee since 1997,
having served previously with the House of Commons Foreign Affairs Committee 1995-6,
and the Joint Parliamentary Committee on Bribery in 2009. In 2004 he was appointed the UK
member of the United Nations Secretary General's Advisory Board on Disarmament Matters. In
2009 he was appointed to the Prime Minister's National Security Forum and in 2010 to the
Chief of Defence Staff's new Strategic Advisory Group. He also serves on the Strategic
Advisory Panel on Defence for UK Trade and Industry.
His recent publications include: United Kingdom: Strategic Posture Review, World Politics
Review, November 2011; 'Does War Have a Future?, in Lindley-French and Boyar eds., The

マイケル・クラーク
英国王立防衛安全保障研究所所長
ロンドン大学キングズ・カレッジ副学長・研究開発担当部長（～2007年7月）、防衛学部客員教授を歴任。1995年に防衛研
究の教授として着任し、その後は同カレッジの様々な研究機関の設立に携り、防衛研究センター初代所長（1990～2001年）、
国際政策研究所初代所長（2001～2005年）を務める。ロンドン大学キングズ・カレッジ社会科学公共政策学部長（2004～
2005年）。
英国下院国防委員会専門家諮問委員（1997年～）、同外務委員会専門家諮問委員（1995～1996）、贈収賄に関する
両院合同委員会委員（2009）。2004年には、国連軍縮諮問委員会において、英国代表を務める。2009年に、安全保障に
関する首相諮問討論会、そして2010年には英国国防参謀総長が新設した戦略諮問グループのメンバーに任命された。また、
英国貿易産業省の国防に関する戦略諮問小委員会委員も務める。
近年の著書に「英国：戦略態勢に関する再考察」（World Politics Review、2011年1月）、「戦争に未来はあるのか？」（『The
Oxford Handbook of War』リンドレー＝フレンチ＆ボイヤー編、OUP、2012年）がある。
Fudeguchi, Shuichiro
Director, Safety Planning Committee, Personnel and Administration, Mitsui & Co., Ltd.
Mr. Fudeguchi joined Mitsui in 1975, where he was attached to the metal resources
section (steel manufacturing materials department). After working at the main
headquarters, the Chubu branch, in South Africa, and in Zimbabwe, he moved to the HR
department in 2001. Held concurrent posts in planning, recruitment, health management,
compliance, and career counseling. Mr. Fudeguchi became Director of the Safety Planning
Committee in 2006 and oversaw emergency safety measures for terrorist attacks,
political disturbances, accidents, natural disasters, and outbreaks, while also carrying out
crisis management and business continuation management. He is also a member of the
MOFA Overseas Safety Public-private Cooperative Council and the MEXT Infectious
Disease Research Evaluation Committee.

三井物産株式会社人事総務部安全対策室長
1975年三井物産入社。金属資源部門（製鋼原料部）に所属し、本店、中部
支社、南アフリカ、ジンバブエ勤務の後、2001年人事部へ異動。企画、採用、
健康管理、コンプライアンス、カウンセリング（キャリアカウンセラー）などを兼任。
2006年より専任の安全対策室長として、テロ・政変・事件事故・災害・感染症
などの安全対策、緊急対策を総括し、危機管理、事業継続管理（BCM）を担う。
外務省海外安全官民協力会議メンバー、文部科学省感染症研究評価委

Green, Michael J.
CSIS Senior Vice President for Asia and Japan Chair
Associate Professor, Georgetown University
Michael Green is senior vice president for Asia and holds the Japan Chair at CSIS, as well as being an
associate professor of international relations at Georgetown University. He previously served as special
assistant to the president for national security affairs and senior director for Asian affairs at the National
Security Council (NSC), from January 2004 to December 2005, after joining the NSC in April 2001 as
director of Asian affairs with responsibility for Japan, Korea, and Australia/New Zealand. His current
research and writing is focused on Asian regional architecture, Japanese politics, U.S. foreign policy history,
the Korean peninsula, Tibet, Burma, and U.S.-India relations.
Dr. Green speaks fluent Japanese and spent over five years in Japan working as a staff member of the
National Diet, as a journalist for Japanese and American newspapers, and as a consultant for U.S. business.
He has also been on the faculty of the Johns Hopkins School of Advanced International Studies (SAIS), a
fellow at the Council on Foreign Relations, a staff member at the Institute for Defense Analyses, and a
senior adviser to the Office of Asia-Pacific Affairs in the Office of the Secretary of Defense. He
graduated from Kenyon College with highest honors in history in 1983 and received his M.A. from Johns
Hopkins SAIS in 1987 and his Ph.D. in 1994. He also did graduate work at Tokyo University as a Fulbright
fellow and at the Massachusetts Institute of Technology as a research associate of the MIT-Japan
Program. He is a member of the Council on Foreign Relations, the International Institute for Strategic
Studies, and the Aspen Strategy Group. Dr. Green is a nonresident fellow at the Lowy Institute for
International Policy. He is also vice chair of the congressionally mandated Japan-U.S. Friendship Commission
and serves on the advisory boards of the Center for a New American Security and the Australian
American Leadership Dialogue and the editorial board of The Washington Quarterly.

安全保障問題担当大統領特別補佐官および国家安全保障会議（NSC)アジア担当上級部長を歴任（2004年1月～2005
年12月）。近年の研究ならびに著書は、アジア諸国の地域構造、日本政治、米国外交政策史、朝鮮半島、チベット、ビ
ルマ、米印関係に焦点が当てられている。
グリーン博士は、5年以上に渡り日本で働いていた経験があり、国会議員の政策スタッフ、日本および米国系新聞のジャー
ナリスト、米国企業のコンサルタントとして実績を積んだ。流暢な日本語を話す。
ジョンズ・ホプキンス大学高等国際問題研究大学院（SAIS）で教鞭をとり、また、米国外交問題評議会（CFR）フェロー、防

Konno, Noboru
Noboru Konno is President of KIRO (Knowledge Innovation Research Office) and a professor
at Tama Graduate School of Management. He holds a B.A. in Architecture and a Ph.D. in
Management Information Science from Waseda University. His research theme is Knowledge
Ecology and he has been involved in consulting projects for knowledge management, workplace
strategy and design strategy projects. His recent books include “The Grammar of Knowledge
Creating Management” (coauthored with I. Nonaka, 2012, Toyo Keizai), “Knowledge Design
Company” (2008 Nikkei Shimbun) ,"Purpose Engineering" (2013 Diamond) and others.
紺野登
KIRO(知識イノベーション研究所)代表、多摩大学大学院教授。早稲田大学理工
学部建築学科卒業。経営情報学博士。ナレッジ・エコロジー(知の生態学)を研究
テーマに知識経営、ワークプレイス戦略、デザイン戦略プロジェクトの実務に関わる。

Huang, Jing
Dr Huang Jing is a Professor and Director of Centre on Asia and Globalization (CAG) at Lee Kuan
Yew School of Public Policy (LKYSPP). As an internationally recognized expert on Chinese politics,
China’s foreign relations and security issues in Asia-Pacific, he has written two books and numerous
journal articles, book chapters, policy papers, and op-eds on Chinese politics, China’s foreign policy,
the military, US-China relations, and security issues in Asia-Pacific. His book, Factionalism in Chinese
Communist Politics (Cambridge University Press, 2000), won the prestigious Masayoshi Ohira Memorial
Prize in 2002.
Huang also serves as a Senior Overseas Economic Analyst for China’s Xinhua News Agency. This
appointment has obliged him to provide advice to China’s policy-makers on major policy issues.
Before joining the LKYSPP, Huang was a Senior Fellow at the John Thornton China Center at the
Brookings Institution (2004-2007). He also taught at Harvard University (1993-94), Utah State
University (1994-2004) and Stanford University (2002-2003). Huang received his Ph.D. in Political
Science from Harvard University, and his MA in History from Fudan University.
Huang was also a Residential Fellow at the Rockefeller Foundation Bellagio Center in 2012.
黄靖（ファン・ジン）
シンガポール国立大学リー・クアンユー公共政策大学院教授兼同大学院アジ
ア・グローバリゼーションセンター所長。中国政治・外交、アジア太平洋地域の安
全保障問題の専門家として国際的に著名。同分野に関する著書、論文、政策
提言、新聞への寄稿など多数。2002年には著書「中国共産党政治のファクショ
ナリズム」が、大平正芳記念賞を受賞。
また、新華社通信の海外経済上級アナリストを務めており、中国の政策実務者へ
の助言役としても活躍している。ロックフェラー財団・ベラージオ・センター・レジデン
シャルフェロー（2012）、ブルッキングス研究所・ジョン・Ｌ・ソーントン中国センター・シ
ニアフェロー（2004～2007）などを歴任。また、ハーバード大学(1993～94)、ユタ州
立大学、 (1994～2004)、スタンフォード大学(2002～2003)などで教鞭をとる。
ハーバード大学にて博士号取得。复旦大学卒。

Morimoto, Satoshi
Born in 1941, Mr. Morimoto joined the Defense Agency after graduating from Defense University’s
Faculty of Science and Engineering. In 1977, he transferred to MOFA’s American Office Security
Division and subsequently joined MOFA in 1979. He has been consistently in charge of security matters,
from First Grade Secretary at the Japanese embassy in the US to Director of the Committee for
Security Policy in the Information Survey Office. He is an expert in security, arms control, defense
issues, and international politics. He was a senior researcher at Nomura Research Institute from 1992
until March 2001. Mr. Morimoto has also taught extensively as: a special resident professor and parttime lecturer at Keio University and its graduate school from 1995 until March 1999; a visiting
professor at Chuo University and its graduate school from 1997 until March 2002; a part-time
professor at National Graduate School for Policy Studies from 1999 until March 2003 and Sacred
Heart Women’s University from 1999 until March 2011; a professor at Takushoku University’s
Institute of World Studies from 2000 until March 2007; Director of Takushoku University’s Overseas
Research Center from 2005 until June 2012 and professor at Takushoku University from 2005 to
present; and a visiting professor at Toyo University from 2009 until 2010. In August 2009, he took
the post as aide to the first Minister of Defense until September of the same year. He has also served
as the 11th Minister of Defense, from June to December 2012.
森本敏
昭和１６年生まれ。防衛大学理工学部卒業後、防衛庁入省。昭和５２年に
外務省アメリカ局安全保障課に出向。昭和５４年外務省入省。在米日本国
大使館一等書記官、情報調査局安全保障政策室長など一貫して安全保障
の実務を担当。専門は安全保障、軍備管理、防衛問題、国際政治。平成４
年より野村総研主任研究員（～平成１３年３月）。平成７年より慶應大学・同
大学院にて特別招聘教授、非常勤講師を兼任（～平成１１年３月）。平成９
年より中央大学・同大学院にて客員教授（～平成１４年３月）。
平成１１年より政策研究大学院大学（～平成15年）、聖心女子大学非常勤講師を兼任（～平成２３年３月）。平成１２年
より拓殖大学国際学部教授（～平成１９年３月）。平成１７年より拓殖大学海外事情研究所所長（～平成２４年６月）、拓
殖大学教授（現職）。平成２１年より東洋大学客員教授（～平成22年）。平成２１年8月初代防衛大臣補佐官に就任
（～同年９月）。平成24年6月第11代防衛大臣に就任（～同年１２月）。
Nishiyama, Jun’ichi
Consultant, Aerospace Systems, Mitsubishi Heavy Industries, Ltd.
Born in 1946, Mr. Nishiyama graduated from Hokkaido University, faculty of engineering in 1969 and
obtained a master’s degree in mechanical engineering in 1971, whereupon he joined Mitsubishi Heavy
Industries, Ltd. (MHI). He became the General Manager of the Guided Weapon Systems Department at
the Aircraft and Special Vehicle Headquarters in 1998, a Deputy General Manager of the Aerospace
Headquarters in 2004, and a Senior Advisor in 2007. Mr. Nishiyama retired from MHI in September
2011. At present, he is a Consultant for Aerospace Systems, MHI; an Advisor for the TODAI Policy
Alternatives Research Institute; a Research Fellow at the Institute for Future Engineering; and a
Visiting Researcher at the Research Office on Security in the Lower House Research Bureau at the
Diet of Japan.
Mr Nishiyama has worked on missile development, Patriot system introduction, and Ballistic Missile
Defense (BMD) at MHI.
He testified regarding BMD in the House of Councilors in July 2005. He received an Outstanding
Achievement Award from the U.S. NDIA (National Defense Industry Association) in 2007.
西山淳一
三菱重工業株式会社航空宇宙事業本部コンサルタント
1946年生まれ。1969年北海道大学工学部卒、1971年北海道大学大学院機
械工学研究科修了。1971年三菱重工業株式会社名古屋航空機製作所入
社。1998年本社誘導機器・特車部長、2004年本社航空宇宙事業本部副事
業本部長、2007年同本部顧問、2011年9月末退職。現在は同事業本部コン
サルタント、東京大学政策ビジョン研究センターアドバイザー、(財)未来工学研
究所研究参与、衆議院調査局安全保障調査室客員調査員など。
ミサイル開発、ペトリオット導入、BMD（ミサイル防衛）などに従事。
平成17年（2005年）7月、参議院外交防衛委員会にて「ミサイル防衛」参考人と
して意見陳述。
2007年7月、米国NDIA（防衛産業工業会）よりOutstanding Achievement Award受賞。

Nonaka, Ikujiro
Dr. Ikujiro Nonaka is the Chairman of the Economic Research Center, Fujitsu Research
Institute in Tokyo, Japan. He is a Professor Emeritus of the Graduate School of International
Corporate Strategy at Hitotsubashi University, a Xerox Distinguished Faculty Scholar of the
University of California, Berkeley, and also the First Distinguished Drucker Scholar in
Residence at the Drucker School, Claremont Graduate University. He received his B.A.
(Political Science) from Waseda University, and his M.B.A. and Ph.D. (Business Administration)
from the University of California, Berkeley.
In May 2008, he was chosen as one of the most influential business thinkers by Wall Street
Journal.
野中郁次郎
富士通総研経済研究所理事長、実践知研究センター長。
一橋大学名誉教授。クレアモント大学大学院ドラッカー・スクール名誉スカラー。経
営学者。
早稲田大学政治経済学部卒業。カリフォルニア大学経営大学院（バークレー校）
にて博士号（Ph.D）を取得。
2008年5月のウォールストリートジャーナルでは、「最も影響力のあるビジネス思想家
トップ20」に選ばれる。
Ohkoshi, Osamu
President, Ohkoshi Security Consultants
Mr. Ohkoshi was a member of the Tokyo Metropolitan Police Department for 20 years. He transferred to MOFA for 3 years, where he worked as a consul at
the Japanese Consulate in New York. There he gained much experienced in overseas security while also developing close relationships with law enforcement
agencies such as the FBI and NYPD. After returning to Japan, he joined Esso Oil in 1987 and established its security division. Thereafter, he established and
headed security divisions at JPMorgan and AIG.
Mr. Ohkoshi worked as a senior consultant at the US crisis management firm Clayton Consultants (Triple Canopy Group) from 2002, and established Ohkoshi
Security Consultants, where he acts as representative, in 2003. He also began working as a consultant for NYA International, a British security and crisis
management firm, from December 2011. He is a pioneer in Japan corporate security and possesses a global network.
External activities: Was member of operations committee of Japan branch of Overseas Security
Advisory Council, supported by US State Department; board member of Japan Society of Security
Management.
Currently a member of Japan Society of Security Management and Association for Risk Management
System Studies.
大越修
（株）オオコシセキュリティコンサルタンツ：OSC 代表取締役社長
警視庁に20年間在籍。この間、3年間外務省へ出向し、領事として在ニュー
ヨーク日本総領事館勤務。海外におけるセキュリティを経験すると同時にFBI、
NY市警など米国の法治機関と親交を持つ。帰国後、1987年からエッソ石油
に入社、セキュリティ部門を設立。その後、JPモルガン銀行及びAIG（アメリカン・
インターナショナル・グループ）に於いてセキュリティ部を設立し、両社のセキュリ
ティ部門の責任者を務める。
2002年から、米国の危機管理専門会社クレイトン・コンサルタンツ（トリプルキャノ
ピーグループ）のシニア・コンサルタントを務め、2003年株式会社オオコシセ
キュリティコンサルタンツを設立し代表を務める。2011年12月から英国のセキュリ
ティ・危機管理専門会社NYAインターナショナルのコンサルタントを兼ねる。世界
的なネットワークを持つ日本の企業セキュリティの草分け的存在。
社外活動：米国務省が支援するOSAC（Overseas Security Advisory Council）日本
支部の運営委員を務め、日本セキュリティ・マネジメント学会理事を務めた。
現在は、日本セキュリティ・マネジメント学会および危機管理システム研究学会

Research Center of Practical Wisdom where Professor Nonaka teaches importance of
“Phronesis”-Prudence- and directs a leadership development program for Fujitsu Group’s
employees. Phronetic leaders are those who pursue the common good by striving to create
social as well as economic value and who match up micromanagement with big picture
aspirations about the future. Tomohiro is one such young leader with enthusiasm.
He previously worked for 6 years in Osaka Small and Medium Business Investment &
Consultation Co.,Ltd (SBIC West Japan).
He received his MS, Public Policy (MPP) from Lee Kuan Yew School of Public Policy, National
University of Singapore in May 2011, and his BA, Business and Commerce from Keio
University in March 2003.

2011年6月に株式会社富士通総研入社。野中郁次郎一橋大学名誉教授（富士
通総研経済研究所理事長）が「フロネシス」（実践知）の重要性を説き、富士通グ
ループのリーダー人材育成を指揮する実践知研究センターの設立当初より、活動
に関わっている。実践知リーダーとは、社会にとって何が善かという「共通善」の意
識を持ちながら、個別具体の現場で文脈に応じた最善の判断をしながら実践して行
くリーダーのことであるが、彼も熱意を持ってこの姿勢を貫く若いリーダーの一人であ
る。
大阪中小企業投資育成株式会社に6年間勤務した後、シンガポール国立大学大学院へ留学。
2011年5月Lee Kuan Yew School of Public Policy修了、公共政策修士（専門職）。2003年慶應義塾大学商学部卒業。
Takebe, Yasue
Yasue Takebe is a communication strategy consultant and President of Prime Corporation, Inc.
She received a MA in International Relations from Sophia University and a MA in Humanities
from the University of Chicago. She is the Director of the Humanities Institute, which she
founded with corporate members of the Kansai Association of Corporate Executives and
University of Chicago Graduate School faculty members in 1997, and she has organized 40
seminars to discuss social issues through reading Great Books of the Western World. She
performs consultation services on speech writing for corporate executives and political leaders.

year and, in addition to the overseas safety measures of his own company, he continues to
support the crisis management measures of other companies moving abroad.

van Creveld, Martin
Martin van Creveld is an internationally recognized authority on military history and
strategy.
The author of twenty-three books, which have been translated into twenty languages,
he has lectured or taught at most leading strategic institutes, military or civilian, from
Washington DC to Singapore and from Moscow to Rio de Janeiro.
He was the only non-American author on the U.S. Army’s required reading list for
officers, and the only person—foreign or American—to have two books on that list. Born
in the Netherlands, he holds degrees from the London School of Economics and from the
Hebrew University of Jerusalem, where he was a faculty member from 1971 until his
retirement in 2008.

遷」は日本語でも出版されている。ワシントンDCから、シンガポール、モスクワ、リ
オデジャネイロに至るまで、戦略に関するトップレベルの研究所で講義を行う。
アメリカ陸軍の必読書リストに名を連ねている著者らのうち、アメリカ人ではない
唯一の人物であり、また、2冊の著書がリストに掲載されているのもファン・クレ
フェルト教授のみである。
ロンドンスクール・オブ・エコノミクスならびにヘブライ大学にて学位を取得。1971
年に着任し、2008年に引退するまで27年間に渡りヘブライ大学で教鞭をとった。
